DISCUSSION:

CCEJN fights for justice and resiliency in communities impacted by pollution and extreme heat with a mission to empower communities and secure our children's future by eliminating negative environmental impacts in low-income and communities of color in the Central Valley.

CCEJN is a non-profit organization that has been participating in the EOC food distributions in Parlier. They have signed up approximately 50 farm workers in our community to attend this presentation to educate them on the dangers of heat exhaustion, symptoms, and recommendations on combating the heat with the assistance of the City of Parlier's use of the Community Center. After the presentation CCEJN will distribute free resiliency kits that include a neck fan, an insulated water bottle, and a cooling towel to help combat the extreme heat while hard at work.

We thank you for your consideration in assisting CCEJN in bringing vital information and tools on heat exhaustion to Parlier.

MEMORANDUM
To: The Honorable Alma Beltran, Mayor
Honorable Parlier City Council Members
Aaron Palmer, City Manager
From: Townsend Public Affairs
Christopher Townsend, President
Cori Takkinen, Vice President, Chief Executive Officer
Ben Goldeen, Federal Advocacy Director
Spencer Street, Senior Associate
Date: July 31, 2025
Subject: Consultant Services Contract Renewal
Background
The purpose of this memo is to provide a summary of the major legislative and funding initiatives that Townsend Public Affairs (TPA) has accomplished on behalf of the City of Parlier as TPA requests a renewal of its contract with the City.

The City and TPA have partnered since 2016, and TPA is proud to have secured $4,629,247 in funding for the City during that time.

In 2016, TPA began working under a contracted amount of $2,500 per month. The City and TPA renewed the contract each year from 2017 to 2020 until the City and TPA entered into a two-year contract until the end of 2022. In 2023, the City and TPA entered into another one-year contract until the end of 2023, after which the contract lapsed and went month-to-month. TPA seeks to renew our contract with the City and modify the fee to $3,500 per month.

TPA has served as a dedicated strategic partner to the City, providing legislative advocacy, funding strategy, and grant writing services. Through a close working relationship with City leadership and staff, TPA has played a key role in advancing the City's funding goals by identifying high-priority projects and aligning them with appropriate state and federal funding opportunities. This has included regular collaboration with City staff, routine updates sent to the City, and advocacy on behalf of the City with the City's state and federal legislative delegation: Senator Alex Padilla, Senator Adam Schiff, Congressman Jim Costa, State Senator Anna Caballero, and State Assemblyman Joaquin Arambula.

TPA's proactive and collaborative approach has enhanced the City's capacity to pursue and win state and federal funding, enabling City leaders to more effectively plan, fund, and implement transformative projects that benefit residents and stakeholders alike.

State & Federal Earmark Submission and Awards
TPA routinely solicits community projects and priorities to submit on behalf of the City for consideration for state and federal earmarks. This process involves working collaboratively and State Capitol Office • 925 L Street • Suite 1404 • Sacramento, CA 95814 • Phone (916) 447-4086 • Fax (916) 244-0209 Federal Office • 600 Pennsylvania Avenue SE • Suite 360 • Washington, DC 20003 • Phone (202) 546-8696 • Fax (202) 546-4555 Southern California Office • 1401 Dove Street • Suite 430 • Newport Beach, CA 92660 • Phone (949) 399-9050 • Fax (949) 476-8215 Northern California Office • 300 Frank H. TPA ensures submitted projects are competitive, right-sized for consideration, diversified across City departments, and aligned with the City's funding strategy. Since the FY20 budget process, TPA has successfully secured $3.5 million in state earmarks, $875,000 in federal earmarks, and $254,247 in grant funding. In the FY26 federal appropriations process, TPA submitted $3.8 million worth of funding requests to Congressman Costa, Senator Padilla, and Senator Schiff. Currently, the City has $1,000,000 in total pending federal earmark funding.

Below is an overview of the $4,629,247 million in funding secured and $1,000,000 in pending funding for the City of Parlier since FY20:

TPA provides the City with regular updates and targeted advocacy on a wide variety of topics and at the State and Federal level, including but not limited to the following policy topics:
: Local Control/Governance Infrastructure Funding
Housing & Land Use Behavioral Health
Homelessness Transportation
.. Economic Development Climate Resiliency
Public Safety Statewide Ballot Initiatives
• Parks Related Funding
State and Federal Fiscal Outlooks
• Drought Regulations
Tax Reform
These legislative updates are provided to the City in a number of ways, including both weekly and monthly State and Federal activity reports that TPA sends to City staff, emails, phone conversations, and in-person conversations. TPA monitors and analyses legislation that may have an impact on the City if it is signed into law. TPA crafts draft letters of support or opposition based on the City's interests and positions.

Most recently, TPA collaborated with the City to advocate for amendments to AB 2240 (Arambula, 2024) related to farm labor centers in order to mitigate impacts to the City's nearby migrant camp.

Working with Assemblymember Arambula's office, TPA successfully secured amendments to narrow the measure and prevent the closure of the camp.

In addition to the services described above, TPA routinely interacts with various City Departments to assist them in long-term funding strategies, legislative analysis and consultation, and understanding the implications of local, state and federal policy decisions. To maximize advocacy, TPA continues to develop and foster strong relationships with the City's State and Federal legislative delegations to elevate the City's funding and policy priorities.
