AGENDA ITEM: #3
MEETING DATE: March 5, 2026
DEPARTMENT: POLICE
REPORT TO CITY COUNCIL
SUBJECT:
Approval of Sole Source Purchase of a DUI Enforcement Trailer from Norco Trailers, Norco, California
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt resolution 2026-xxxxx approving a sole source purchase of a DUI enforcement trailer from Norco Trailers of Norco, California, in an amount not to exceed $35,000 and authorize the City Manager or designee to execute all documents necessary to complete the purchase in accordance with applicable procurement and grant requirements.
BACKGROUND:
The Police Department actively conducts Driving Under the Influence (DUI) enforcement operations, including sobriety checkpoints, saturation patrols, and public-education deployments as a response to grant funding obtained from the California Highway Patrol Cannabis Grant Program. A DUI enforcement trailer is a critical operational asset used to enhance officer safety, improve traffic control, support public awareness, and ensure compliance with grant-funded program requirements.
The Department has identified the need to acquire a purpose-built DUl enforcement trailer that meets specific operational, safety, and regulatory requirements, including lighting configurations, traffic-control equipment integration, storage capacity, and durability suitable for repeated field deployments.
SOLE SOURCE JUSTIFICATION
Staff recommends sole source procurement from Norco Trailers, located in Norco, California, based on the following factors:
• Specialized Law-Enforcement Design: Norco Trailers manufactures DUI enforcement trailers specifically designed for law-enforcement and traffic-safety operations, including configurations that meet OTS and CHP operational standards. • Compatibility and Proven Performance: Norco Trailers' DUI enforcement trailers are widely used by California law-enforcement agencies, demonstrating proven reliability, safety performance, and operational suitability. • Customization and Compliance: The vendor is able to provide a trailer configured to the Department's specific operational requirements, including lighting systems, traffic-control devices, signage, and secure equipment storage, without the need for aftermarket modification.
• Grant and Regulatory Alignment: The proposed trailer configuration is compatible with DUl-enforcement grant requirements and reporting standards, reducing the risk of non-compliance or reimbursement issues.
• Local Availability and Support: As a California-based manufacturer, Norco Trailers offers reduced delivery timelines, access to local service support, and familiarity with California regulatory requirements.
Based on market research conducted by staff, no other vendor has been identified that can provide a comparably configured, law-enforcement-specific DUI enforcement trailer that meets all operational and compliance requirements within the required timeframe.
Accordingly, this purchase qualifies as a sole source procurement under City purchasing policies.
Approval of the sole source purchase from Norco Trailers will allow the Police Department to acquire a purpose-built DUl enforcement trailer that meets operational, safety, and regulatory needs, supports grant-funded enforcement activities, and enhances public safety. Staff recommends approval of the proposed action.
FISCAL IMPACT:
The purchase cost of the DUl enforcement trailer will be funded through CHP Cannabis Grant (Fund 289). No impact on the City's General Fund is anticipated. Sufficient funds are available within the approved budget.

RE: Sole Source Justification - 2026 Pace American SCX (Stock #10517) To Whom It May Concern,
Please accept this letter as formal justification for a sole source purchase of the 2026 Pace American SCX 8.5 x 24 T5 R 7.5H (VIN: 5JWPC2425TF126623). Norco Trailers is the unique provider capable of meeting the Department's requirements due to specific technical modifications and critical delivery timelines.
1. Unique Technical Configuration
Stock #10517 was custom-engineered with factory-installed upgrades not found on standard dealer inventory. These features are essential for a mission-ready professional workspace:
Power: Generator-Ready, 30 Amp Light Package, Battery Tender & Deep Cycle Battery.
Structure: 7.5' interior height, 96" rear door opening, and Spread Axle design. • Interior: Black Rubber Tread floors, White Vinyl walls, and custom Cabinetry. • Stability: Drymax high-performance surfaces and Torsion Suspension for sensitive cargo.
2. Schedule Exigency and Availability
The Parker Police Department has identified an immediate need for this equipment. Industry- standard lead times for a custom factory order of this specification are currently 12 to 14 weeks.
Norco Trailers is the only vendor in possession of this exact configuration for immediate delivery. An alternative procurement process would delay Department operations by over three months.
3. Price Reasonableness
The pricing is consistent with current market rates for specialized racing/car hauler trailers and reflects the factory-direct value of the modifications. Purchasing in-stock inventory shields the Department from upcoming manufacturer price increases and freight surcharges.
Conclusion
Given the specific technical requirements and the necessity for immediate deployment, Norco Trailers is the sole source capable of fulfilling this requirement without unacceptable operational delay.
Please contact me at 951-898-0337 or [email protected] for further documentation.
Sincerely,
Brittany Miller, CFO

REPORT TO CITY COUNCIL
SUBJECT: Adoption of Ordinance relating to Small Municipal Separate Storm Sewer System (MS4)
RECOMMENDATION: Staff recommends that the City Council conduct the second reading, waive further reading, and adopt an Ordinance adding new Chapter 13.80 to Title 13 of the Parlier Municipal Code relating to Urban Stormwater Quality Management (Small Municipal Separate Storm Sewer System / MS4). Additionally, direct the City Clerk to publish and/or post the adopted ordinance (or a summary) as required by Government Code Section 36933.
Title 13, Chapter 13.80 of the City of Parlier Municipal Code pertains to the City's Urban Stormwater Quality Management. The Proposed ordinance update provides the City of Parlier the legal authority to control pollutant discharges into the City's public stormwater system as required by the State of California Water Resources Control Board (SWRCB).
BACKGROUND: In 2013, the State of California Water Resources Control Board (SWRCB) issued Water Quality Order No. 2013-0001-DWQ, which established Waste Discharge Requirements (WDR's) for stormwater discharges from Small Municipal Separate Storm Sewer System's (MS4's). It required small MS4's to obtain MS4 permitting through the SWRCB. The intent of the order is to prevent contamination of California's water resources from the pollutants typically found in urban stormwater runoff, including sediments, non-sediment solids, nutrients, petroleum hydrocarbons, heavy metals, trash, pesticides, herbicides, etc. The proposed Ordinance allow for the City to enforce a program to prevent construction site discharges of pollutants and impacts on beneficial uses of receiving waters, and is necessary to meet the requirements of the permit.
DISCUSSION: The City is required by the State Water Resources Control Board to comply with the City's MS4 General Permit. The Order requires the City to obtain adequate legal authority, which is accomplished through the attached ordinance. The ordinance was previously introduced (first reading) and is now presented to the City Council for second reading and adoption in accordance with Government Code Section 36934. Following adoption, the ordinance will become effective as provided by law and will be published/posted by the City Clerk pursuant to Government Code Section 36933.
FISCAL IMPACT: There is no fiscal impact from adoption of the ordinance. The additional cost for staff time to implement the ordinance and comply with the requirements of the permit is unknown at this time.

d. Minimize disturbance to impervious surfaces.
e. Minimize stormwater runoff by implementing one or more of the following site design measures:
1. Direct roof runoff into cisterns or rain barrels for reuse.
2. Direct roof runoff onto vegetated areas safely away from building foundations and footings, consistent with California building code.
3. Direct runoff from sidewalks, walkways and/or patios onto vegetated areas safely away from building foundations and footings, consistent with California building code.
4. Direct runoff from driveways and/or uncovered parking lots onto vegetated areas safely away from building foundations and footings, consistent with California building code.
2. The city will confirm that projects comply with site design and runoff reduction performance requirements by means of appropriate documentation (e.g., checklists) accompanying applications for project approval.
B. Performance Requirement No. 2: Water Quality Treatment:
1. Sampling and analysis for sediment/silt or turbidity are required when the runoff from a construction site discharges directly into a U.S. body of water (not through the city storm
drain system). Sampling is not required if all stormwater runoff is contained on site and allowed to infiltrate or evaporate.
2. Stormwater sampling shall be performed per the "Cal Trans Storm Water Quality Sampling Guidance Manual".
C. Performance Requirement No. 3: Runoff Retention: All projects, except detached single- family homes, that create and/or replace more than fifteen thousand (15,000) square feet of impervious surface (collectively over the entire project site), and detached single-family homes more than fifteen thousand (15,000) square feet of net impervious area, and are located in the city stormwater service area that drains to any U.S. body of water are required to meet the runoff retention performance standards using low impact development principles and practices, subject to approval by the city.
D. Performance Requirements No. 4: Peak Management: The city will require all projects that create and/or replace more than twenty-two thousand five hundred (22,500) square feet of impervious surface (collectively over the entire project site), and are located within the city stormwater service area that drains to any U.S. body of water, to manage peak stormwater runoff and to meet water quality treatment and runoff retention performance standards as set forth in this section.
E. Performance Requirement No. 5: Special Circumstances: Projects with a scope of work that have certain site and/or receiving water conditions may be defined as a special circumstances project.
The special circumstances designation exempts a project from runoff retention and/or peak management performance standards where those performance standards would be ineffective to maintain or restore beneficial uses of receiving waters.
13.80.110. Alternative compliance.
Alternative compliance refers to water quality treatment, runoff retention and peak management performance requirements that are achieved off site through mechanisms such as developer fee in lieu arrangements and/or use of regional facilities. Alternative compliance may be allowed under circumstances of technical infeasibility, or equivalent circumstances and must be approved by the city.
13.80.120. Requirements for postconstruction.
Property owners or operators shall ensure long term operation and maintenance of postconstruction stormwater runoff control mechanisms, such as retention basins, dry wells and other measures described in 40 CFR 122.34(b)(5)(iii).
13.80.130. Cleanup and notification requirements.
A. As soon as any owner or operator has actual or constructive knowledge of any discharge which may result in pollutants entering the public storm drain system, such person shall promptly take all necessary steps to ensure the discovery of the source and the extent and proceed with containment and cleanup of such discharge.
B. The owner or operator shall notify the public works director or the city engineer of the discharge in both of the following manners:
1. By telephone as soon as practical or by calling 9-1-1, if hazardous materials are involved; and
2. By written report identifying the discharge source, extent, pollutant, measures taken to mitigate the discharge, and preventative measures put into place to prevent a subsequent discharge.
13.80.140. Inspections.
A. Authority to inspect: Upon presentation of credentials and at all reasonable or necessary hours, all authorized employees of the city shall have access to all premises and to all records pertaining to those premises for purposes of ensuring compliance with this article. Inspection, interviewing, copying, sampling, photographing, and other activities conducted on the premises shall be limited to those which are reasonably needed by the city in determining compliance with the requirements of this article. All persons shall allow such activities under safe and nonhazardous conditions with a minimum of delay.
Monitoring activities: The public works director or the city engineer may order any person engaged in any activity or owning or operating on any premises which may cause or contribute to discharges of pollutants to the public storm drain system in violation of this article or any applicable NPDES or RWQCB stormwater permit condition to undertake such monitoring activities and analyses and furnish such reports as the public works director or city engineer reasonably may specify. F. Civil penalties: In addition to any other enforcement authority contained in this article, the public works director or city engineer may issue a civil citation to any person who has violated, or continues to violate, any provision of this article or any related laws or regulations. REPORT TO CITY COUNCIL
SUBJECT: Approval of Resolution No. 2026- authorizing the City Manager to execute a deductive change order for the City of Parlier Police Department Addition & Remodel Project, eliminating the addition portion of the project and adjusting the contract amount accordingly.
RECOMMENDATION: Staff recommends the City Council adopt Resolution No. 2026- authorizing the City Manager to execute a deductive change order to remove the 'addition' scope of work and revise the contract price to reflect the cost of reduction.
BACKGROUND: The original project scope included both an addition and remodel component. Staff is recommending elimination of the 'addition' portion of the project through a deductive change order, while maintaining the remodel phase as originally approved.
FISCAL IMPACT: Approval of this deductive change order will reduce the overall project cost by the amount associated with the additional scope. The revised contract amount will reflect this reduction. There is no negative impact to the City's General Fund. All project costs, including planning, design, permitting, construction, and reporting, are to be covered by the project funds awarded by Senator Melissa Hurtado through Assembly Bill 100 and the U.S. Department of Agriculture in the total amount of $1,976,082.20. The Deductive change order is estimated to be close to the amount of $1.4M which is the bid cost of the "addition" to the front of the Police department building, which will bring the project back into budget.
