PUBLIC COMMENT:
At this time any citizen may address the City Council on matters not appearing on the agenda that are within the jurisdiction of the City of Parlier. Speakers shall limit their comments to three (3) minutes unless extended by the Mayor. Please begin your comments by stating your name and City of residence.
The City Council is prohibited by law from taking collective formal action on matters raised during public that are not on the agenda, but individual council members may respond to anyone providing any public comment. No adverse conclusion should be drawn if the City Council does not respond to any public comment. 2. Approve the Minutes for Regular Meeting July 16, 2026 and Special Meeting July 23, 2026.
3. Approve Resolution No. 2026-76, Approving a Contract for Consultant Services with Townsend Public Affairs, Inc. for Legislative Advocacy, Governmental Relations
4. Approving Resolution No, 2026-77, Approving a Sole Source Lease-Purchase Agreement with LC Action for the Acquisition of Glock 45 Duty Handguns and Authorizing the City Manager to Execute the Agreement.
5. Approve Resolution No. 2026-78, Approving the 2026 City of Parlier Fall and Winter Community Events Schedule.
PUBLIC HEARINGS:
6. Subject: Consideration and Necessary Action on Confirmation of the Annual Levy of Assessments for Landscape Maintenance and Lighting District No. 1 for Tax Year 2026-2027. PRESENATION BY JAVIER ANDRADE, CITY ENGINEER.
RECOMMENDATION: Staff recommends that the City Council adopt Resolution No. 2026-79, Approving the Engineer’s Report, Confirming the Diagramand Assessment, and Ordering the Levy and Collection of Assessments for Landscape Maintenance and Lighting District No. 1 for Fiscal Year 2026-27
7. SUBJECT: Consideration and Necessary Action on Approval of Conditional Use Permit (CUP) and Zoning Text Amendment (ZTA) for an 11,200 square foot (sgqft) commercial building and a 5,800 sqft canopy covering ten (10) double sided fuel pumps (20 fueling positions) at the southwest corner of Manning Avenue (Accessor’s Parcel Number {APN} 358-680-04S) PRESENTATION BY JEFF O’NEAL, CITY PLANNER.
RECOMMENDATION: Staff recommend that the City Council adopts Resolution No. 2026-65, approving a CUP, allowing the construction of an 11,200 sqft commercial development that proposes the sale of alcohol within a convenience store and the operation of a drive-through restaurant facility. Additionally, staff recommend that the City Council introduces and waives the first reading of Ordinance No. 26-05, adding restaurants as permitted use within the C-5 (General Commercial) zone district.
REGULAR BUSINESS:
8. SUBJECT: Consideration and Necessary Action on Approval of Employment Agreement for Chief of Police Rene Garza and Authorizing the City Manager to Execute the Agreement.
PRESENTATION BY MICHAEL SALVADOR, INTERIM CHIEF OF POLICE.
RECOMMENDATION: Adopt Resolution No. 2026-80, Approving the Employment Agreement between the City of Parlier and Rene Garza for the position of Chief of Police and authorize the City Manager to execute the agreement on behalf of the City. 01493.0001 2156083.1
