Sierra Kings Health District public awareness and information regarding the Reedley Hospital lease ballot initiative.
PUBLIC COMMENT:
At this time any citizen may address the City Council on matters not appearing on the agenda that are within the jurisdiction of the City of Parlier. Speakers shall limit their comments to three (3) minutes unless extended by the Mayor. Please begin your comments by stating your name and City of residence.
The City Council is prohibited by law from taking collective formal action on matters raised during public that are not on the agenda, but individual council members may respond to anyone providing any public comment. No adverse conclusion should be drawn if the City Council does not respond to any public comment. Responses to public comment by individual city council members may or may not reflect the views of any other, or of a majority of council members. The Council may refer the matter to the City Manager or staff or request that it be placed on a future agenda.

All Consent Calendar items are considered routine and will be enacted in one motion. There will be no separate discussion of items appearing on the Consent Calendar unless requested to be removed for separate discussion and acted on by separate vote.
1. Approve the Check Report dated September 1, 2026 through September 14, 2026 and review credit card statement for August.
2. Approve the Minutes for Regular and Special Meeting for August 20, 2026.
3. Adopt Resolution No. 2026-89, Approving the Request from PAC Auto Center, Bob Perales, to Utilize the Parlier Community Center for It’s 2nd Annual Thanksgiving Dinner For the Community of Parlier and Waiving Applicable Facility Use Fees.
4. Adopt Resolution No. 2026-90, Approving an Agreement with Defibtech Lifeline AED, LLC for the Acquisition of 20 Fully Automated External Defibrillator(s) (AED) and Authorizing the City Manager to Execute the Agreement, and Resolution No. 2026-91, Approving an Agreement with A&M Equipment Sales for the Acquisition of an NV54 Naloxone Vending Machine and Authorizing the City Manager to Execute the Agreement.
5. Adopt Resolution No. 2026-92, Awarding a Construction Contract to Clark Bros., Inc. for the Wastewater Treatment Plant Improvements Project (REBID), City Project No. 221-050; Approving a Construction Contingency; Authorizing the City Manager to Approve Change Orders Within the Approved Contingency; Authorizing Progress Payments at the Staff Level; Allocating and Appropriating a Construction Management and Administration Allowance; and Authorizing the City Manager to Execute the Agreement on Behalf of the City.
