Javier Andrade, City Engineer – Parlier Basin Improvements PUBLIC COMMENT:
At this time any citizen may address the City Council on matters not appearing on the agenda that are within the jurisdiction of the City of Parlier. Speakers shall limit their comments to three (3) minutes unless extended by the Mayor. Please begin your comments by stating your name and City of residence.
The City Council is prohibited by law from taking collective formal action on matters raised during public that are not on the agenda, but individual council members may respond to anyone providing any public comment. No adverse conclusion should be drawn if the City Council does not respond to any public comment. Responses to public comment by individual city council members may or may not reflect the views of any other, or of a majority of council members. 1. Approve the Check Report dated September 29, 2026 through October 12, 2026 and review of the USBank credit card statements for September 2026.
2. Approve the Minutes for Regular Meeting for October 1, 2026.
3. Adopt Resolution No. 2026-96, Initiating an Amendment to Title 18 of the Parlier Municipal Code to Ensure Compliance with State Law Regarding Accessory Dwelling Units, and A Zoning Map Amendment to Ensure Consistency Between the General Plan Land Use Designations and Zoning Designations.
4. Adopt Resolution No. 2026-97, Approving Parlier Unified School District’s 2026 Veterans 5K Run/Walk and Waiving Associated City Fees.
5. Adopt Resolution No. 2026-98, Approve the finding the purchase exempt from competitive bidding under Parlier Municipal Code Section 3.04.09(E) and authorizing the purchase of the Cityfurnished water meter registers and endpoints for the Parlier Citywide Transmitter Replacement Project (A&M Project No. 226-053) from PACE Supply in the amount of $45,680.51.
SUCCESSOR AGENCY:
6. Adopt Resolution No. SA2026-01, Approving a Professional Services Agreement with RSG, Inc. for Annual Continuing Disclosure Reporting Services for Fiscal Years 2025-2026 Through 2029-2030 and Authorizing the Executive Director to Execute the Agreement.

REGULAR BUSINESS:
7. SUBJECT: Consideration and Necessary Action on Resolution No. 2026-99, returning specified grant funds from the Pocket Park to the Indoor/Outdoor Sports Park and rescinding Resolution No. 2026-57.
RECOMMENDATION: No staff recommendation. This item is presented at the request of Mayor Alma M. Beltran for the City Council’s consideration.
