Notice of Public Hearing to Receive Public Comment Regarding Implementation of Water Rate Adjustments

The Pasadena City Council will hold a public hearing on March 14, 2022 to receive public comment regarding proposed changes to the Water Rate Ordinance, Chapter 13.20 of the Pasadena Municipal Code. Pasadena Water and Power ("PWP") is proposing the following adjustments:
Effective April 1, 2022 or as soon as practicable thereafter, increase the Distribution & Commodity ("D&") Charge and the Commodity Charge;
2. Effective January 1, 2023 or as soon as practicable thereafter, increase the D&C Charge, the Commodity Charge and the Capital Improvement Charge ("CIC"); and
3. Amend the description of the CIC in the Water Rate Ordinance to eliminate reference to the "Water Distribution System" and add reference to the CIC rate as being applicable to all Water System capital expenditures.
This notification is provided in compliance with Article XIII D Section 6 of the California State Constitution, and the Proposition 218 Omnibus Implementation Act.
The proposed rate increases will generate additional annual revenue of approximately $2.5 to $3.0 million effective April 1, 2022, and additional annual revenue of approximately $3.8 million effective January 1, 2023. The proposed revenue increases contribute to the financial stability of the Water System.
The following tables reflect the current and proposed rates. These are proposed changes only; final rate adjustments and date of implementation adopted by the Pasadena City Council may differ.

NOTICE IS HEREBY GIVEN that the City Council will hold a public hearing to receive testimony, oral and written, on the above recommended Implementation of Water Rate Adjustments. The hearing is scheduled for:

Any property owner or interested person may appear and be heard on any matter relating to the Implementation of Water Rate Adjustments. In accordance with Article XIII D Section 6 of the California State Constitution, written protests to the proposed Implementation of Water Rate Adjustments will be considered if submitted prior to the public hearing. Written protests must be submitted on or before 5:00 p.m. March 14, 2022 and may be submitted via email at [email protected] or sent to the Office of the City Clerk located at 100 N. Garfield Ave. Pasadena, California 91109, Room S228. Please include the parcel or billing address and write "Implementation of Water Rate Adjustments" on the written comments.
