LOCAL MOBILITY ANALYSIS UPDATE TO THE CITY’S

TRANSPORTATION IMPACT ANALYSIS

CURRENT PRACTICE AND GUIDELINES
Municipal Services Committee
February 8, 2022
Item #1
Department of Transportation
Recommendation
It is recommended that the City Council:

1. Find that the adoption of the Local Mobility Analysis is not a “project” pursuant to the California Environmental Quality Act (“CEQA”) Guidelines S
ections 15060 (c)(3) and 15378; and

2. Adopt a resolution to replace the current Outside California Environmental Quality Act (CEQA) analysis in the Transportation Impact Analysis G
uidelines with an updated Local Mobility Analysis.
2 28
2 Department of Transportation
Commission Recommendations
• Transportation Advisory Commission
> On October 28, 2021 TAC passed a motion to recommend the LMA section update for City Council approval
• Planning Commission
> On December 8, 2021 Planning Commission voted unanimously to approve the LMA updates for City Council approval with comments that focused on two topic areas:
 Review of Best Practices for cities outside of California  Post construction monitoring of
» Traffic
» Conditions of approval
3 Department of Transportation
Background
• DOT is responsible for identifying how the City’s street network may be potentially affected by a proposed development
• The City’s current Transportation Impact Analysis Guidelines determine transportation system effects in accordance with State and local guidelines • The current Guidelines were last updated in 2015
• CEQA thresholds were updated in November 2020
> New thresholds took effect on February 2021
• This current effort updates the Local Mobility Analysis metrics 4 29
3 Department of Transportation
Discussion
• Local Mobility Analysis (LMA)
> Through the LMA, the City considers how neighborhoods and the local street network are potentially affected by a proposed development. > The City contracted with Linscott, Law and Greenspan, Engineers (LLG) to provide recommendations to update the City’s Guidelines  Review current guidelines
 Research best practices
 Public outreach

Local Mobility Analysis – Current Requirements
• City of Pasadena has four (4) metrics
• Each metric has a “cap”/threshold to
identify unacceptable conditions
• If a development project will result in
an adverse effect, then City may
require corrective measures
 Conditions of Approval
• Applies to project with:
 More than 10 housing units
 More than 10,000 square-feet of non-
residential development
 300 or more Average Daily Trips

Community Concerns:
 Delay and congestion not
adequately addressed by current
CEQA metrics
 Not addressing “cumulatively
considerable” transportation
effects
 Concern that analysis inputs are
not reflective of standard
engineering practice
 City’s Travel Demand Model not
as precise on an intersection
turning movement basis

34 5
LINSCOTT, LAW & GREENSPAN, engineers 9
Local Mobility Analysis Topics
• Screening Criteria
 Lower screening criteria to 110 or more average daily vehicle trips (currently 300 ADT or more)
 Retain other criteria: more than 10 dwelling units or more than 10,000 square-feet of non-residential uses
 If above criteria is met, LMA would be required
• Memorandum of Understanding
 Re-establish a formal scoping review process
 Outlines the scope of analysis and summarizes key parameters/assumptions  Subject to review and approval by PasDOT staff prior to commencement of study LINSCOTT, LAW & GREENSPAN, engineers 10
Local Mobility Analysis Topics (Continued)
• Ped/Bike/Transit Infrastructure - Active Transportation Assessment  Discontinue use of PEQI & BEQI
 Expand area of review up to quarter-mile (1/4-mile) radius from project boundary • Completeness of multi-modal network
• Qualitative review of existing facilities
 Consider infrastructure for all active
modes
 Consider demand to nearby destinations
• Schools
• Parks
• Public services
• Major transit stops
35 6
LINSCOTT, LAW & GREENSPAN, engineers 11
Local Mobility Analysis Topics (Continued)
• Neighborhood Intrusion/Cut-Through
 Expand definition of cut-through trips
• To/from destination not served by roadway
• Diverted trips from adjacent congested corridors
 Expand criteria to require analysis
• Street segment meets definition of a neighborhood residential street • Trips to/from a location which is not accessed from the roadway • Project located in vicinity of an intersection operating at unacceptable LOS • Subject roadway is a viable alternative route which is parallel to and/or in proximity to the congested corridor
LINSCOTT, LAW & GREENSPAN, engineers 12
Local Mobility Analysis Topics (Continued)
• Construction
 Environmental Consultants to review construction-related CEQA environmental impact issue areas (e.g., Air Quality, Noise and Traffic)  Construction Staging and Traffic Management Plans (CSTMP) would still be required prior to grading/building permit
 Disclosure of construction activities in public right-of-way 36 7
LINSCOTT, LAW & GREENSPAN, engineers 13
Intersection Analysis Topics

 Include all project driveways and adjacent intersections  O
ther locations in consultation with PasDOT
• Analysis Scenarios
 Existing Conditions
 Project Build-out Conditions (Near-Term)
• Future Conditions Forecasting for Project Build-out Scenario  Cumulative or Related Projects
 Annual Growth Rate
• Future Cumulative (General Plan Horizon Year) Analysis Scenario – Select projects only • Data Collection – Minor clarification to data collection requirements • Trip Generation & Adjustments – Clarification of acceptable adjustments LINSCOTT, LAW & GREENSPAN, engineers 14
Intersection Analysis Topics (Continued)
• Methodology
 Highway Capacity Manual (HCM) Methodology
 Intersection Level of Service (LOS)
 Exclusive Turn-Lane Queuing Analysis
• Identify issues with specific movements
 Model At-Grade Light Rail Crossings
37 8
