HISTORIC PRESERVATION COMMISSION
TUESDAY, MARCH 15, 2022
4:30 P.M.

1. ROLL CALL

2. APPROVAL OF MINUTES
A. December 7, 2021

3. HISTORIC MONUMENT DESIGNATION
A. 171 S. GRAND AVE. - (COUNCIL DISTRICT 6)
Designation of the property located at 171 S. Grand Ave as a Historic Monument. The structure is currently used by the Shakespeare Club of Pasadena and was formerly the residence of Josephine P. Everett.

2. Recommend that the City Council approve the designation of the property at 171 South Grand Avenue as a Historic Monument.

PUBLIC HEARING

7. GENERAL PLAN LAND USE DIAGRAM AMENDMENT FOR LINCOLN AVENUE

SPECIFIC PLAN
The City prepared an update to the existing 2013 LASP (the Recommended Plan) which was considered and adopted by the City Council on November 15, 2021. The Recommended Plan included an amendment to the General Plan Land Use Diagram specifying that parcels within the Lincoln Avenue Specific Plan with a land use designation of Medium Mixed-Use shall have a residential density range of 0- 32 dwelling units per acre (du/ac) and a nonresidential floor area ratio (FAR) range of 0.0-1.0. The proposed change would revert to the original Medium Mixed Use density and intensity ranges (0.0 - 2.25 FAR, 0-87 du/ac) established in the General Plan Land Use Diagram. This would not result in any changes to the allowed development standards previously reviewed and approved for Lincoln Avenue.

It is recommended that the Planning Commission:
1) Recommend that the City Council find that the project is consistent with the analysis in the Lincoln Avenue Specific Plan Update Addendum to the 2015 Pasadena General Plan Environmental Impact Report (EIR), along with the EIR, and find that the Addendum properly discloses only minor technical changes or additions to the EIR, and none of the conditions triggering a subsequent or supplemental EIR are present, as set forth in State CEQA Guidelines Section 15164;and
2) Recommend that the City Council make the Findings for Approval for the General Plan Map Amendment.
