------------------------ Dear Finance Committee Members, This comment is in relation to Agenda Item 3 on the Budget, specifically the RBOC.
As you review the Rose Bowl Operating Company’s fiscal year 2023 budget, remember that our City has critical needs that are already underfunded -- like basic shelter for our hundreds of unsheltered residents, protections for renters facing eviction, affordable housing and evidenced-based violence prevention programs.
PLEASE COMMIT TO NOT USING GENERAL FUND $$ FOR ROSE BOWLDEBT!
Our City paid a total of $21.5 million in fiscal years 2021 and 2022 toward the Rose Bowl debt, which as of May 2021 had ballooned to $197.72 million. We cannot continue to afford to pay this debt which has depleted our reserves and threatens to result in a shortfall for our critical General Fund, which can cause a decrease in City services.
By any metric: our Housing Element, our budget documents, the Census, what you hear in community, they all agree that we do not need a decrease in City services, especially for low-income households.
Thank you for considering my comments.
Best regards,
Allison Henry
