Dear Mayor and City Council members;
This is a plea for in no ways for the city of Pasadena to create an armed militaristic police force in this city.

There is enough mistrust and fear going on without this direct visible kind of appearance to the disenfranchised of this city the poor in general and definitely people of color or as / would say a deeper stronger color. We have a national guard for when things really go awry the police force already seen as an intrusion and invading force to many of the citizens of the city of this country in fact. It is bad enough that people from the military to easily become policeman. In the military one is trained to have to kill the enemy many of these people come back with different degrees of PTSD.We do not need to exasperate in already ongoing problem. We do not need to create more and more of a totalitarian like state. Please heed the words in the above statement.

Sincerely,
Peter C Hartgens, zOFM,MSW

Military Equipment Use Policy and Ordinance
NOT IN COMPLIANCE with AB 481
Assembly Bill No. 481, CHAPTER 12.8. Funding, Acquisition, and Use of Military Equipment.

Z070. For purposes of this chapter, the following definitions shall apply:
(8) Firearms of .50 caliber or greater. However, standard issue shotguns are specifically excluded from this subdivision.
(10) Specialized firearms and ammunition of less than. 50 caliber, including assault weapons as defined in Sections 30510 and 30515 of the Penal Code, with the exception of standard issue service weapons and ammunition of less than. 50 caliber that are issued to officers, agents, or employees of a law enforcement agency or a state agency. (11) Any firearm or firearm accessory that is designed to launch explosive projectiles.! Pasadena Military Equipment Use Policy and Ordinance needs to:
• List assault rifles in PPD possession
• Outline meaningful limitations of use of military equipment on civilians • Include a private right of action
I reject any proposed use policy and ordinance that does not fully comply with AB 481, and its intent for transparency accountability. Anything short of that is an infringement against our civil liberties.
