Hello City Council,
I wanted to write you in support of the proposed electrification proposal for new construction in the city including houses, apartments, ADUs, commercial buildings.

I work in solar construction and have seen the majority of new construction that we participate in go all electric. These projects include many ADUs and some new multi family units for sale. The all-electric construction method is viable through use of building design that exceeds T24 standards, and best practices for space and water heating using heat pumps. The customer also saves money at time of construction by not installing the gas utility.

This method will provide substantial decarbonization at moderate consumer cost. Heat pumps are the future of HVAC and domestic hot water production. This modification to building code will speed this transition.

Sincerely, Hans

Electrification Ordinance - Agenda Item 20

Hello Mayor Gordo and City Council members.

The Pasadena Chamber of Commerce has not taken a position on the electrification ordinance that is before you today.

We do appreciate the moderate first steps the City Council is considering and the approach City staff has taken in being measured as the entire state ultimately moves toward similar restrictions.

We would like you to consider some questions, however, as you deliberate.

1. Much of Pasadena's electricity is created through the use of natural gas. What is the real impact of this or any more stringent requirements in the future if the electricity is created by burning natural gas.

2. California is already facing possible rolling black-outs during our warmer months because there is not enough electricity to serve the current customer needs. By requiring more electricity use, are we making rolling black- outs more likely and possibly more prolonged?

3. Who will be most impacted by these requirements? Will it cost people who move into new apartments more to live in them because of the all-electric mandate? Will that make housing in Pasadena even less affordable for working people?

4. Will the city's ability to generate electricity using natural gas be eliminated if gas-powered generation units need to be replaced? Is there a viable replacement?

5. If natural gas becomes more sustainable or even greenhouse gas neutral, for example if much of it is comprised of captured methane that would otherwise be lost into the atmosphere, will this ordinance and even stricter methods be less environmentally friendly than natural gas use? Thank you for considering these points. I think the staff is recommending a reasonable first step toward what will, I am sure, ultimately be a much broader mandate.

All the best,
Paul

Good afternoon,
As a local employee in Pasadena who cares about the residents' health and opportunity to grow sustainably, I strongly support the adoption of a comprehensive, all-electric building code for new construction in Pasadena.

City staff's recommendation is a step in the right direction, but it leaves room for improvement. I urge the Council to include new single-family homes and ADUs into a code update given the many benefits of all- electric construction for public health, public safety, and the environment.

I care about this inclusion because in a report, Californians spend an average of 87 percent of their time indoors and various sources of indoor air pollutants can cause health effects including cancer, asthma, and other respiratory ailments. Residents of under-resourced neighborhoods disproportionately experience poor housing conditions and live in overcrowded smaller residences where air pollution can reach higher concentrations.

The residents of Pasadena should have access to cleaner air. All-electric buildings have better indoor air quality and are healthier for the people who live in them, especially children. They produce less outdoor air pollution by eliminating the risk of gas leaks. They also are more affordable to construct, savings that can be passed on to renters and future owners.

I urge the Council to support a strong local policy that limits exemptions and prioritizes implementation by January 1,2023.

Thank you for your service to the community,
Nenetzin

As a local business owner who is passionate and in action in addressing climate emergency challenges I urge you to consider the following three points when voting for the most far reaching building electrification policy possible.

1. The United Nations considers that the climate is in a state of emergency. EMERGENCY. If your home was on fire you would take urgent and even drastic measures to put the fire out. Well, the earth is on fire and so you must take urgent and drastic action to reduce the use of fossil fuels and instead prepare all new construction with electric ONLY as a source of power.

2. On October 15, 2022, Community 2.0 and upwards of 20 partner organizations will convene cities across L.A. County in Pasadena to share best environmental practices. Cities will be rated and ranked according to their environmental policies and practices. Pasadena has an opportunity to shine if it makes policy decisions to keep pace with other municipalities that are taking urgent action. As extreme weather worsens, the world eyes will be on those laggards who step back from actions that are needed NOW!.

3. 4.

5. In a recent BBC documentary film narrated by Sir David Attenborough and titled, 'Extinction, the facts.' A leading climate scientist who was interviewed said, 'in ten years our children will look back HORRIFIED, and ask what were we thinking' when we made the choices we made to address climate emergency challenges.

If for no other reason, do it for your children and all our children.

Please pass policy that makes new construction all electric and applicable to all new construction with exemptions only for hardship cases.

Thank you,
