June 28, 2022
AB 1776 (Stone)
• Currently the DMV issues and renews driver's
licenses, as specified and identification cards;
• DMV currently issues a restricted driver's
license to an eligible applicant who is unable to
submit satisfactory proof that their presence in
the United States is authorized under federal
law;
• DMV currently issues an identification card to a
person documented under the federal Deferred
Action for Childhood Arrivals program.
AB 1766 (Stone)
• This bill would require the DMV to issue a
restricted identification card to an eligible
applicant who is unable to submit satisfactory
proof that their presence in the United States is
authorized under federal law if they provide
satisfactory proof of identity and California
residency, as specified.
• Documents provided by an applicant for one of
these driver's licenses or identification cards, to
prove age or identity, are not public records and
are prohibited from disclosure except as
necessary to comply with an order or the court.
