Re: Rezone Religious Land For Affordable Housing
Dear Council Member,
I support the proposal to rezone religious land in Pasadena for affordable housing.
There are ways that this zoning amendment can be written that will assure that it will work and actually produce affordable housing, and there are ways that it can be written that will assure that it will not work. For example, if the amendment allows for sufficient density at each site, then projects will be financially feasible, and the zoning amendment will work.
But if it does not allow enough density at each site, then projects won't be financially feasible, and the zoning amendment will be virtually useless.
There are other factors, such as the process of approval for each project, that will have bearing on whether the zoning amendment will work or not.
Making Housing and Community Happen (MHCH) has addressed these factors in their letter, so I recommend that the council seriously consider what MHCH has proposed.
We desperately need more affordable housing in Pasadena. Please pass a zoning amendment that works to create more affordable housing.
Thank you.
Sincerely,
CC: Mayor Victor Gordo

Making Housing and Community Happen (MHCH) has addressed these factors in their letter, so I recommend that the council seriously consider what MHCH has proposed.
We desperately need more affordable housing in Pasadena. Please pass a zoning amendment that works to create more affordable housing.

Re: Rezone Religious Land For Affordable Housing
Dear Council Member,
I support the proposal to rezone religious land in Pasadena for affordable housing.
There are ways that this zoning amendment can be written that will assure that it will work and actually produce affordable housing, and there are ways that it can be written that will assure that it will network.
Making Housing and Community Happen (MHChl) has addressed these factors in their letter, so I recommend that the council seriously consider what MHCH has proposed.

Rezone Religious Land
For Affordable Housing
July 3, 2022
Dear Mayor and City Council,
I support the proposal to rezone religious land in Pasadena for affordable housing.
There are ways that this zoning amendment can be written that will assure that it will work and actually produce affordable housing, and there are ways that it can be written that will assure that it will not work.
For example, if the amendment allows for sufficient density at each site, then projects will be financially feasible,-aRd the zoning amendment will work.
Thank you.

We desperately need more affordable housing in Pasadena. Please pass a zoning amendment that works to create more affordable housing.
We need rezoning of church land for "by right" affordable housing because it will put affordable housing throughout the city. To deny multifamily housing that is adjacent to single family neighborhoods is to perpetuate the racist and classist exclusionary zoning that has shaped Pasadena and many other cities in our nation. The state policy of Affirmatively Furthering Fair Housing mandates that cities spread affordable housing equally throughout the neighborhoods. Pasadena is not yet in compliance with this policy; rezoning religious land for affordable housing is a step toward complying with this very important racial justice housing state policy.
Please pass the zoning amendment that actually works and provides much needed, accessible, equitable housing.
Thank you so much for your care of this matter,
Allie Schreiner

Proposal for churches to build affordable housing
Some people who received this message don't often get email from1 why this is important CAUTION: This email was delivered from the Internet. Do not click links or open attachments unless you know the content is safe. Report phish using the Phish Alert Button. Learn more....
Dear Mayor and City Council,
I am aware that the Pasadena City Council are concerned about having enough affordable housing in Pasadena, especially with the rapid increase in rents.
Ten churches are currently interested in using underused property to build affordable housing and possibly more might be interested in the future. I strongly support this movement. I trust you will as well. For it to be a practical solution, zoning issues need to be addressed, and the proposal needs to be written in such a way that sufficient density is allowed to make it financially feasible. Another important factor is to create the approval process in a streamlined manner. This is a time for quick action and solutions, not red tape and projects that will be completed far in the future.
With the rapid rise of rents in Pasadena overtaking incomes, without drastic action, Pasadena will end up with many more homeless people. This will make our city unattractive to those who might otherwise want to visit.
Making Housing and Community Happen (MHCH) presented these factors in their letter, and I trust the council seriously consider it. I pray you will make this possible.
Thank you for acting on this as quickly as possible and streamlining the whole process.

Dear Mayor Gordo and City Council members:
I know that you are deeply concerned about racial justice, and the state is requiring cities to "affirmatively further fair housing," so I am sending you this piece which I wrote for our MHCH weekly newsletter about why rezoning religious land for affordable housing is a racial justice issue. I am also including a link to a video in which you can hear what city leaders in Seattle did to rezone religious land in their city for affordable housing, and how Black churches played a key role in making this policy equitable.

As our nation celebrates July 4th, it is important that we take to heart the words of Jesus: "The truth will set you free" (John 8:31-32). July 4th did not bring freedom to everyone, just to property-owning white males. It took hundreds of years, and intense struggle, for women and people of color to be liberated and have equal rights, and the struggle is ongoing.
During our Housing Justice Forum, Donald King, an African American leader from Seattle, shared with us the struggle of Black people in Seattle.
Many migrated from the oppressive South with its Jim Crow laws and lynchings and created a vibrant community in the city center, despite many obstacles imposed by whites. Banks would not lend money to Black 2 07/18/2022

churches to purchase land and build their sanctuaries, so they raised funds and paid cash. As whites moved back into the city center, many people of color were priced out and moved to the suburbs and nearby cities.
Attendance at Black churches dwindled. Many faced financial challenges.
When Seattle passed an ordinance rezoning religious land for affordable housing, it had a "poison bill" for Black churches. It required that housing be 100% affordable for those earning 60% of the Area Median Income (AMI).
This worked for white churches, but not for cash-strapped Black churches.
They needed the affordability level to be up to 80% of AMI to make projects work financially for them. The Black churches launched a vigorous campaign and convinced the City Council to adopt the 80% threshold.
Thanks to the efforts of Donald King and the Nehemiah Initiative, Black churches are now making plans to use their underutilized land for affordable housing.
We are facing a similar situation here in Pasadena. The first church that has taken steps to have affordable housing built on its property is African American, but it can't do so because of zoning. The Planning Department's proposal will not help this Black church. Our MHCH proposal will enable this Black church to fulfill its mission and have affordable housing built on its excess property.
For hundreds of years, people of color have struggled for the right to own property and have the freedom to use it as whites do. Pasadena has an opportunity to help right some of the wrongs it has done to the African American community by rezoning religious land for affordable housing.
This is something that the African American community clearly wants. Last year over 60 community and religious leaders, including Council member Kennedy and Anthony Portantino, gathered at the New Hope Baptist Church on N. Fair Oaks to hold a vigil in support of rezoning religious land for affordable housing. See https://makincihousinahappen.net/2021/04/28/our- Draver-viqil-for-affordable-housina-and-racial-iustice-was-a-great-success/ 3 You can also watch our Housing Justice Forum on Rezoning Religious Land for Affordable Housing that took place this week, and hear a powerful presentation by Donald King and Nick Welch. The Seattle City website makes it clear that rezoning religious land is a matter of racial justice:
"Displacement of Seattle residents, especially within Black, Indigenous, and communities of color, is an ongoing challenge. In neighborhoods like the Central Area, for example, the Black population has decreased from more than 70 percent in the 1970s to less than one-fifth of the neighborhood's population today. Many faith organizations have advocated for City policies that support affordable housing development on their property as a strategy to address displacement, strengthen community ties, and maintain community ownership in their neighborhood." II
II
"Allowing additional density for long-term, income-restricted affordable housing on religious property helps us address Seattle's affordability crisis and supports the many faith-based organizations eager to use their land to create homes for their low-income neighbors. When paired with the support of public funds and tools like community preference, these land use policies help address historic and ongoing inequities in housing access by supporting community-driven and community-owned development." 4 p

Dear Mayor and City Council,
I support the proposal to rezone religious land in Pasadena for affordable housing. I think this is a goo idea.
Thank you.

The City of Pasadena is in dire need of affordable housing. There are churches that have extra land they are not using and would be willing to have affordable housing developed on that land. This would require the rezoning of the land. But the Planning Department's rezoning proposal excludes most of these churches. By making small changes in the number of houses per acre (from 32 to 36) more churches would qualify. I personally know several people who are in danger of eviction because they cannot afford the rent. Please vote for changes that will make it possible for people like this to find affordable housing.
Sincerely,
Meritie Robertson

Good Afternoon,
Union Station Homeless Services has been actively following the proposal to rezone congregational land. We thank you for your consideration of this proposal which we strongly support. We have seen this council support other innovative changes like the Safe Haven Bridge to Housing as well as the Civic Center, Heritage Square South and Salvation Army projects. Congregational Land Use is the next logical step toward creating sufficient affordable housing. We are hopeful that the council will implement this much needed zone change as the Planning and Community Development Department recommends but with slight amendments at the July 11th council meeting.
In addition to the hard work of this council toward ending homelessness in Pasadena and getting more affordable housing built, we have seen our faith congregations hard at work to do all that they can to address these issues. Ten churches have already expressed interest in building affordable housing on their land which would bring in hundreds of much needed units of affordable housing at no cost to the city.
We at Union Station Homeless Services have seen the impact that the lack of affordable housing in the County and across the San Gabriel Valley has had in further creating homelessness and displacement. We've also seen the difference that a sufficient stock of affordable housing units can make in creating health, equity and reducing homelessness in communities.
Pasadena must continue to adjust policies that will ensure more access to housing that people can afford. Therefore, we urge you to adopt a zoning policy that will allow congregations to have affordable housing built on their underutilized land. In order to ensure that these changes are effective and sufficient, please pass an ordinance that works for these congregations by increasing the number of units per acre from 32 to 36, only four additional units.
Thank you for your time and for your consideration of this critical amendment.

Dear Mayor and City Council,
I'm writing to support rezoning church land for affordable housing. The need for housing is urgent to retain diversity in our city, and this is such an easy way to do it. Please support this at the upcoming City Council meetings.
I am a Pasadena resident and have been following affordable housing for 4-5 years. Please support this.
Thanks,

Dear Mayor Gordo and City Council members,
I am attaching letters of support for the MHCH proposal for rezoning religious land for affordable housing. Last month we held an event of the Pasadena Job Center where Pablo Alvarado along with others signed a letter of support for rezoning religious land for affordable housing.
Members of the First United Methodist Church also support this measure, as does the Clergy Community Coalition, as they make clear in their website:
The Clergy Community Coalition is dedicated to supporting and advocating for affordable housing in the city of Pasadena. Through partnerships with organizations like Making Housing and Community Happen, the CCC is committed to tangible solutions.
The CCC is currently supporting an initiative led by Making Housing and Community Happen to create an Overlay Zone so affordable housing can be built on Church Property throughout the city. See https://clergycommunitycoalition.org/initiatives/project-one-6aj5a Anthony Manousos

Dear Planning Commissioners, Mayor Gordo, and City Council, We appreciate our city's commitment to affordable housing. As you know, one of the biggest obstacles to building affordable housing is a lack of sites. About ten churches in Pasadena would like to have affordable housing built on their underutilized land. Yet most of these churches are not properly zoned for this use. For this reason, I ask that the city create a citywide religious land zoning amendment that will permit housing and make it possible for projects to qualify for funding sources like tax credits, and that will streamline the approval process. This will assure that these projects will succeed with funding and provide well-designed, beautiful housing in a timely fashion.
The housing crisis is real, and the need is urgent, as evident from these statistics:
527 in our last homeless count (2019)
700 students considered homeless in PUSD
19% of all PCC students have experienced homelessness.
Please allow interested Pasadena congregations to serve our city in this way. We ask that you do all you can to pass this amendment as soon as possible. Thanks for your consideration.

• 700 students considered homeless in PUSD
19% of all PCC students have experienced homelessness.
Please allow interested Pasadena congregations to serve our city in this way. We ask that you do all you can to pass this amendment as soon as possible. Thanks for your consideration.
