Hi, my name is Matthew Rodriguez, I am a local union carpenter out of Carpenters Local 661.Carpenters Local 661 represents over 5,000 working families in the area which include members that live, work, and make us of the businesses in and around the Pasadena area. We would like to see Labor Standards and or policy included in the 2021-2029 Housing Element. In future projects under this plan, the city of Pasadena should explicitly incorporate language that requires family supporting wages, healthcare for workers, and all contractors must participate in a state-approved apprenticeship program, and local hire as a condition of approval for this project.

Specifically:

The construction workforce should require;
-Full family health plans
-All contractors must either participate in a state-approved apprenticeship program or request the dispatch of apprentices from a program
-Paid sick leave. Pension, and vacation-holiday pay.

High quality responsible bidder standards should be established to ensure high quality construction performance;
-Construction contractors at every level comply with labor law and have no history of fraudulent or grossly negligent business practices.
- General Contractors should be required to self perform a Minimum of 5% of all construction craft work for which they are responsible.

We believe all Pasadena locals deserve an innovative economic solution that puts them on the path to build better careers, increase access to family healthcare, and enrich the community at large.

Local 661 Carpenters Union Member,
Matthew Rodriguez

City Council Mtg July 18 Agenda item #7 Housing Justice CAUTION: This email was delivered from the Internet. Do not click links or open attachments unless you know the content is safe. Dear City Council,
I support housing justice here in my community and everywhere on earth.

Everyday we (you and I) view more and more tents, camps, and street/parks/sidewalks/parking lots/bus stop shelters filled with humans and pets struggling to survive horrific hardships. And it's growing! It's not going away.

Pis vote on the housing element agenda item #7 to better tenant protections and rent stabilization! These protections can and MUST be included in our housing element ( policy proposals).

Raising the rent triggers a chain of events that cause great harm to many... not just the tenants! We are living in an unsafe community. Crime, thefts, robberies, assault and batteries, mental health cases, and murders are increasing daily, all of which can and should be prevented by progressive policies.

So, I ask each out you, why don't you use our tax funds to prevent harm with long range planning? Please vote for housing justice. Behave with kindness.

We demand:
*Stronger just cause protections and Tenant right to counsel *Enforcement mechanisms *A vacancy tax and/or a luxury real-estate sale transfer tax
Thank you for your attention,
Julie McKune and family/neighbors, children, students Resident of 66 years 107/18/2022

July 18 Agenda items 6 & 7
CAUTION: This email was delivered from the Internet. Do not click links or open attachments unless you know the content is safe. Report phish using the Phish Alert Button. Learn more....

To Mayor Gordo and the Pasadena City Council:

The undersigned residents of Pasadena urge action on the housing needs that will keep our city economically vibrant, socially responsible and responsive to our community.

We encourage you to strengthen the language of the Housing Elements to require action rather than enabling more delay under the guise of planning or study ing the issues- challenges and solutions already fully analyzed by Pasadena committees and commissions, the Mayor's Housing Task Force, and the Pasadena Affordable Housing Coalition.

We support facilitating zoning changes with stipulations for design approval and propriety 1) to promote housing in areas that are now restricted to commercial development (successful mixed-use development in old Pasadena and other areas already prove the viability of this change), 2) to allow religious institutions to build permanently affordable and supportive housing by right on their property, and 3) to de-couple housing and car-dependent living by exempting from mandated on-site parking for housing in selected areas well-served by public transit.

Respectfully submitted by

CITY COUNCIL MEETING/JULY 18, 2022-PUBLIC COMMENT RE: HOUSING ELEMENT ITEM #7
CAUTION: This email was delivered from the Internet. Do not click links or open attachments unless you know the content is safe. Report phish using the Phish Alert Button. Learn more....

City Council Meeting, July 18, 2022- Item 7 Housing
element: I am in favor of the Housing element that
addresses poverty, senior citizens, solutions and the
process.

I am concerned about spending priorities. Last week,
$700,000 (approx.) was approved for 'shelves' for the City Public Library that is closed to Earthquake retrofit and the location of the shelves are another facility. Can this
spending be delayed? With such a dire City Housing Crisis that also seems to 'touch' religious location, spending $700,000 for HOUSING seems to be a more logical and
prudent use of taxpayer dollars vs. a 130 year old
(approx.) library, with earthquake 'risks', and shelves- while people are homeless and/or at risk of becoming
homeless including low income senior citizens.

City rent relief is delayed/takes from 8 weeks and up to six months. Why? Can't these payouts to prevent
homelessness be expedited in light of other funding
available such as the American Rescue Plan, et al.

Please re-think this spending plan for the $700,000.
