FIRE INSPECTIONS

Chad Augustin, Fire Chief, provided introductory comments, and Anthony James, Deputy Chief and Fire Marshal, reviewed the agenda report as part of a PowerPoint presentation. Chief Augustin, Deputy Chief James, and Deputy Fire Marshal Joe Morelli responded to questions.

After brief discussion, Councilmember Kennedy emphasized the need for Fire Chief Augustin to inform the City Council on policy and personnel recommendations. Chief Augustin explained that the Pasadena Fire Department had not been fully staffed until recently and he would evaluate 02 04/20/2022
their efficiency over the next six months before bringing forward proposed changes for best practice and policy decisions.

Councilmember Hampton requested quarterly reports providing statistics on how many citations are issued to members of the public who are found to be out of compliance when inspected. He also suggested staff notify business owners or residents of any fire inspection policy changes through the Pasadena InFocus newsletter, Public Information Office’s social media channels, as well as through Council District newsletters.

TEAM – LOCAL ACTION AT LONG-TERM CARE FACILITIES

Israel Del Toro, Neighborhood and Business Services Administrator and co-chair of PEDAL, introduced the item, and reviewed the agenda report as part of a PowerPoint presentation, and responded to questions.

Mayor Gordo reflected on the large number of residents living in long-term care facilities and their quality of care . Concerned that oversight may decrease as the City begins to reopen from Covid -19, the Mayor asked staff to contemplate whether it might be beneficial to create a new position dedicated to monitoring of such facilities in the City , that would include state collaboration, oversight, cross reporting, and advocacy with the State’s agency. The Mayor requested staff inform the Committee whether additional resources could benefit PEDAL’s mission.

Councilmember Hampton shared his appreciation for staff’s work with the PEDAL program, and requested that PEDAL update the Public Safety Committee throughout the year.

On the order of the Chair, and by consensus of the Committee, the information was received and filed.

10 PASADENA HAZARDOUS MATERIALS ORDINANCE

DISCUSSION

Fire Department
Pasadena Hazardous Materials Ordinance Discussion
Public Safety Committee
July 20, 2022
Chad Augustin, Fire Chief
Fire Department
Fire Department
Background
2 • The City of Pasadena currently enforces a restrictive Municipal Code requiring a permit, site map, and disclosure of any quantity of hazardous materials on site within 30 days of storage and annually thereafter.
• Our Municipal Code is more restrictive than industry standard and State requirements.

Fire Department
Background
3 • The Pasadena Fire Department is recommending the Municipal Code be in-line with the California Fire Code and Health and Safety Code.
• Businesses with larger quantities would see no reporting changes and will still obtain necessary permits and report out required amounts.
• Benefits
> A business-friendly approach while maintaining industry standards. > Reduced requirement for businesses with small amounts of on-site materials.

Fire Department
Fiscal Impact
• Reduction in permit fees collected.
• Eliminates an imposed fee for businesses with minimal on- site quantities of hazardous materials.
4 Fire Department
5 Recommendation
• It is recommended that the Public Safety Committee:
> Support a change to the Municipal Code for hazardous
materials permitting thresholds to be in-line with State requirements/standards. This action will reduce imposed fees and annual reporting requirements for some businesses.
