8.80 AND TITLE 14, CHAPTER 14.28 OF THE PASADENA MUNICIPAL
CODE REGARDING HAZARDOUS MATERIALS PERMITTING
THRESHOLDS
Chad Augustin, Fire Chief, introduced the item, reviewed the agenda report as part of a Powerpoint presentation, and responded to questions.
In response to Councilmember Madison's question about the Committee being presented a redlined version of the proposed amended ordinance, Javan Rad, Chief Assistant City Attorney, stated that the document will be included when staff presents the ordinance to the full City Council.
Mayor Gordo questioned whether the hazardous materials that are subject to the ordinance are also regulated by outside agencies/jurisdictions. Fire Chief Augustin confirmed that the hazardous materials are subject to outside regulations, and clarified that the verbiage in the proposed ordinance is in relation to minimum thresholds and to align City regulations with the State of California Fire Code and Health and Safety Code. Mayor Gordo suggested that City regulations be set in such a way as to prevent confusion and/or discourage businesses from moving to Pasadena, understanding that safety concerns and regulations protecting the general public are first and foremost.

RECAP OF 2022 FIREWORKS MITIGATION EFFORTS
Fire Chief Augustin provided introductory comments, presented a Powerpoint presentation on the item, and responded to questions.
The Committee expressed appreciation to Chief Augustin, as well as the Pasadena Fire and Police departments, for the effort and hard work put forth in decreasing fireworks activity over the past year.
In response to Councilmember Hampton's question regarding coordination of efforts with the Los Angeles County Sheriff's Department in Altadena regarding calls for service about fireworks, Fire Chief Augustin confirmed that the City works collaboratively with the LA County Sheriff personnel.
Councilmember Hampton suggested that a discussion on the dangers of fireworks in high-risk fire areas take place between the Los Angeles County Board of Supervisors, Los Angeles County Sherriff's Department, the Mayor, and City Manager. He also requested Fire Chief Augustin present a program concept, including cost proposals, for a zero tolerance fireworks plan at a future Public Safety Committee meeting.
Mayor Gordo spoke on fireworks incidents occurring in unincorporated areas of Los Angeles County, and recommended that Fire Chief Augustin collaborate with other fire chiefs in the area on possible future legislative action to address this public safety issue.
On the order of the Chair, and consensus of the Committee, the information was received and filed.
