Dear City Council Members,
I am writing to address one agenda item and to provide general public comment to the council.
First, in regard to agenda item 16, I support the appointment of Brandon Lamar to the District 3 seat that John Kennedy's passing has left vacant. Brandon won 40% of the vote in District 3 in the last election, which shows that he has the support of nearly half the district's constituents. I think that Brandon brings valuable perspective to the council as a tenant who rents instead of owns a home and as a lifetime resident of Northwest Pasadena. I personally have seen Brandon show up at countless community events in the past three years in support of the Northwest community, and heard him speak eloquently about the issues the district faces, and I believe he is the best candidate the council could appoint to fill the seat.
Second, August 15th, the day of this council meeting, is the two year anniversary of the murder of Anthony McClain by Pasadena Police Officer Edwin Dumaguindin. The administrative review by the police department is ongoing two years later, which is an unacceptable amount of delay. It was deeply disappointing that the LA County DA did not press charges in this case, and it is now the responsibility of the city and police department to ensure that there is accountability for Officer Dumaguindin's actions. Below are the demands from the McClain family and the Pasadena community:
• We demand the immediate firing of the officers involved in the murder of Anthony McClain, Officers Mulrooney and Dumaguindin. The McClain family's financial settlement does not equate to accountability or justice. We lift up the McClain family's demands:
Kimberly Jenkins: "Sadly, the money being paid on behalf of the city will not bring my son's father back to life. We are still waiting for the officer who shot and killed him to be held accountable." (quoted in the LA Times)
Attorney Caree Harper, who represents the McClain family members: The family hopes citizens of Pasadena will demand that their Police Department commit to reforms to avoid a repeat of the shooting: Stop handcuffing mortally wounded suspects, stop shooting fleeing people in the back, increase the retroactive recording time for body cameras from 30 seconds to two minutes, and stop pulling over motorists for minor infractions. (quoted in the LA Times) We demand that the Pasadena City Council agendize the Anthony McClain case.
We demand the City of Pasadena implement mandatory disciplinary action for police misconduct Amend the City Charter if necessary.
We demand fully transparent OIS (officer-involved shooting) investigations; all evidence released to the public within 24 hrs and available until the OIS investigation is complete.
Sincerely,
Margaret Starbuck

Hello there,
I would like to submit comment noting that I believe that Brandon Lamar should be appointed as the councilmember representing district 3. Brandan has done incredible work in our community, is the embodiment of "boots on the ground", and he shows up when it matters. He is reliable, trustworthy, and intelligent. He knows the people of this district and he loves the people of his district. His voice is vital to reflecting the values and needs of the community and I believe he will be available asset to the council.
With a grateful heart,
Angela T. Lee

Hello Pasadena City Council,
My name is Gabriela Perez, a lifelong resident of Pasadena and college administrator. I am submitting my public comment on agenda item #16. As the council acknowledges the vacancy of the passing of the honorable councilmember John J. Kennedy representing District 3 and begins to file to fill the vacancy, I would like to recommend Brandon Lamar to be appointed as City Council representative for District 3.
Brandon has been showing up and doing the work in our community and in District 3. This past election alone, he already received 41% of the vote from the district. He has been dedicated to continuing to the work in his community and I have witnessed this firsthand being part of this city, it's admirable the work he has done to ensure residents have a voice and advocate for the issues that need to be highlighted. Most recently, Brandon has continued to create space and community by mentoring our youth and being an advocate to ensure a better quality of life for residents in our city, and speaking on issues that are important: housing/rent control, resources to better support our education system, public safety, workers and immigration rights.
I fully support Brandon Lamar to represent District 3 as a city council member and ask the council to consider appointing Brandon to fill this vacancy.
Thank you.
Gabriela
Kind Regards,
Gabriela Perez, M.S. l

Dear Pasadena City Councilmembers,
My name is Jennifer Collins and I am a resident in District 5, and a PUSD parent.
As Pasadena continues to mourn the passing of Councilmember John J. Kennedy, I send you my sincere condolences for the loss of your colleague and friend
I join with my neighbors today in encouraging you to appoint Brandon Lamar as Councilmember. I supported Mr. Lamar's campaign because I have witnessed his dedication and leadership in action at many community events and gatherings. His commitment to the residents of Northwest Pasadena is indisputable, and I urge you to consider him to fill the District 3 vacancy.
Additionally, I add my voice to the community of people honoring the life of Anthony McClain today, on the two year anniversary of his death. Mr. McClain's murder by deadly force is a shameful part of our city's history. I urge you to discipline and terminate the officers involved in his death.
Sincerely,
Jennifer Collins

Dear Mayor and City Council,
I live in district 3 and have been a constituent voter in that district for 23 years. I join with all who have mourned the passing of John Kennedy who was an ardent advocate for justice in our community.
I support the appointment of Brandon Lamar to take Kennedy's place. Brandon garnered 41% of the vote in his first run for a council seat, an extraordinary feat given Kennedy's popularity. I think Brandon will bring new energy and and a new perspective to the city council. He has demonstrated his commitment to the community and will bring that same dedication to the work of the council.
Thank you for considering this request.
