AN ORDINANCE OF THE CITY OF PASADENA AMENDING VARIOUS PROVISIONS OF PASADENA MUNICIPAL CODE TITLE 17 (ZONING CODE) TO ALLOW
AFFORDABLE HOUSING ON RELIGIOUS FACILITY SITES
PURPOSE OF ORDINANCE
This ordinance amends the Pasadena Municipal Code sections as directed by the Council on July 18, 2022.
REASON WHY LEGISLATION IS NEEDED
This legislation is needed to allow affordable housing on sites owned and operated by religious facilities in zones that either do not currently allow housing by right, or which allow limited types of housing and only as an accessory use.
PROGRAMS, DEPARTMENTS OR GROUPS AFFECTED
The Planning & Community Development Department will implement the proposed ordinance .
FISCAL IMPACT
There is no direct fiscal impact to the City arising from the proposed ordinance.

ENVIRONMENTAL DETERMINATION
On July 18, 2022, the Council adopted an Addendum to the 2015 Pasadena General Plan EIR, and found that the Addendum properly discloses only minor technical changes or additions to the El R, and none of the conditions triggering a subsequent or supplemental EIR are present, as set forth in State CEQA Guidelines Section 15164.
