Dear Councilmembers,
As a local resident who cares about the health and safety of our streets, I strongly support the realization of the Arroyo Link and urge the City to request at least $9.5 million from the $230+ million in available Measure R funding to design and build the project before the 2028 Summer Olympic Games come to Pasadena.
The Arroyo Link will provide permanent access to the Arroyo and the Rose Bowl, crown jewels in the Pasadena park system that are not easily accessible to people walking or biking.
The Arroyo Link will build upon the Union Street Protected Bikeway by creating a safe, off-street route to west Pasadena.
The Arroyo Link will contribute to the City's goal of Pasadena being a place where people can safely circulate without a car, as well as support the implementation of the City's adopted Climate Action Plan.
This is a once-in-a-generation opportunity to realize meaningful mobility improvements for the City of Pasadena. Please request at least $9.5 million from Metro to design and build this wonderful community project.
Thank you for your consideration and service to the community.

Subject: Measure R Mobility Improvement Projects List
Municipal Services Committee Members:
Thank you for your consideration of the staff report recommending a list of Mobility Improvement Projects to be funded in lieu of the California Grade Separation.
I am writing to support the Top 11 Project status of the following projects:
1) North/South Greenways - We have been waiting 7 years for these projects - it is time to get them done! Over 450 of our neighbors have signed a petition in support of the Neighborhood Greenways Project, and they should be a high priority for the city. The Greenways will reduce high speed, cut-through traffic on neighborhood streets, making residential areas safe and quiet.
2) Continental Crosswalks to enhance pedestrian safety. 3) Avenue 64 Complete Streets Program - these long-overdue safety improvements will reduce speeds on this dangerous road.
4) Traffic calming and Complete Streets Program for Pasadena Avenue and St. Johns, with the following comments:
* The lack of a two-way center turn lane remains a major safety problem along Pasadena Avenue. Please add a dedicated turn lane to address rear-end and sideswipe collisions, as well as help further address dangerous speeding.
* Robust traffic calming is required to slow St John and Pasadena Avenue. The proposed speed tables at midblock crosswalks are a good start, however the City should also follow its design guidelines and employ 10' and 11' lane widths (not two 11' lanes), consider mid-block pinch points and/or treelets to visually narrow the street and provide additional space for street trees, and study raising the protected bikeway between Bellefontaine and California.
Finally, I support the request of the Friends of the Arroyo Link to secure funding for the City to study the feasibility of all of the options for safe pedestrian and bicycle access to the Central Arroyo, and to make that a priority for the City.
Sincerely,
Thanos Trezos

Although I currently make 99% of my trips with a car (not because I want to, but because LA cities seem to prioritize automobiles), I would like to see diversified modes of transportation - especially ones like walking and cycling that are healthier for residents and better for the air quality (growing up in Pasadena, I developed asthma despite no family history, and I can smell the pollution when I'm outside!). Driving a car doesn't bring me any joy, and I hope that drastic improvements can be made in our community to improve safety and diversified mobility options for everyone.

Dear Municipal Services Committee,
As a member of the Caltech community, I am concerned about safety for people riding bikes and walking on Wilson Ave. Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built soon and Wilson Avenue can be as made safe as possible. I have personally been hit by a car twice while biking on Wilson Ave. to Caltech (had to go to urgent care once), and have been passed dangerously closely by aggressive drivers on numerous occasions. I don't feel safe biking on Wilson (or any of the parallel streets to get to campus, for that matter). However, given the threat of climate change and hazardous pollution in LA, I'd prefer to continue biking as my primary method of transportation, as this is the most environmentally friendly option, and the proximity of everything in Pasadena would make it the perfect place for biking (if it were safe, which is definitely not the vase now).
I am one of the over 200 people who have expressed support for the "Wilson For All" concept available at https://www.wilson4all.org. We are asking the city to add protected bike lanes and mid-block crosswalks to Wilson Avenue, as part of the Greenways project. We've been waiting seven years for the city to deliver on its promise to improve safety on Wilson Avenue - it is time to get it done. We shouldn't have to put our lives at risk every day to try to do the right thing for the environment. Protected bike lanes is a simple addition that would go a long way in protecting cyclists in Pasadena, which would incentivize more people to bike, thereby reducing car pollution. In the long run, this is better for everyone living in Pasadena.
Please support applying Measure R funding to the Greenways projects, so that these projects can be built soon. And, please support designs that are as safe as possible for people riding bikes and walking in Pasadena.

Dear Municipal Services Committee,
As a Pasadena resident and graduate-student at Caltech, I would love to see Wilson Ave add more bike lanes and crosswalks. I bike on Wilson Ave frequently, both to get to Caltech and to visit friends north of Caltech campus. Pasadena is beautiful, so I enjoy getting around without a car, but the parts of Wilson Ave without bike lanes can be scary when cars don't see me, or actively/dangerously cut me off on my bike. I also know several friends who would bike to work (and reduce traffic!) if the Wilson bike lanes were extended further north.
Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built soon, and Wilson Avenue can be as made safe as possible. Thanks! Best,
Charles

3) Avenue 64 Complete Streets Program - these long-overdue safety improvements will reduce speeds on this iangerous road
The proposed speed tables at midblock crosswalks are a good start, however the City should also follow its design guidelines and employ 10° and 11' lane widths (not two 11' lanes), consider mid-block pinch points and/or treelets to visually narrow the street and provide additional space for street trees, and study raising the protected bikeway between Bellefontaine and California.
Finally, I support the request of the Friends of the Arroyo Link to secure funding for the City to study the feasibility of all of the options for safe pedestrian and bicycle access to the Central Arroyo, and to make that a priority for the City.
As a bike commuter in Pasadena, these projects are essential for my safety and others. sincerely,
Andrew Medina

Please use the funds to increase bicycle safety in Pasadena. Please also improve public transit.
It's too bad the Orange Grove project was downgraded several years ago. Thay would have been a perfect place to have safe bike lanes.
As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/ South Greenways - We have been waiting 7 years for these projects - it is time to get them done! The Greenways will reduce high speed, cut-through traffic on neighborhood streets, making residential areas safe and quiet.
2) Continental Crosswalks to enhance pedestrian safety at over 100 intersections in the City is an incredibly cost-effective use of this funding.
3) Avenue 64 Complete Streets Program includes long-overdue safety improvements that will reduce speeds on this dangerous road
4) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the following enhancements:
- Pasadena Avenue needs a Center Turn Lane to address preventable rear-end / sideswipe collisions and address dangerous speeding.
- While the proposed speed tables at midblock crosswalks are a good start, the City should also consider mid- block pinch points and treelets to visually narrow the street and create additional space for street trees. - The protected bikeway between Bellefontaine and California should be raised to sidewalk level to provide further safety benefits.
Finally, I support the request of the Friends of the Arroyo Link that MSC direct staff to identify a more competitive Arroyo Link project that includes funding to study the feasibility of both short- and long-term options (including the original Arroyo Link proposal), and that includes the build-out of a short-term option to move pedestrians in and out of the Arroyo.

Good morning- As you can imagine this Pasadena Now article (https://www.pasadenanow.com/main/backed- by-230-5-million-in-metro-money-city-committee-reviews-19-possible-new-transit-projects-for-pasadena) grabbed my attention this am. As someone who lives adjacent to the intersection which the money was intended for, I was a bit surprised at the various solutions being suggested to relieve the traffic congestion in response to the idea of the overpass being tabled. My questions to you are- 1) Are these projects being proposed actually going to relieve the pressure at the intersection? Is there data that has been produced to show how it will?
2) Isn't it a bit bike heavy in areas that have no relation to the intersection? It seems a North/South bikeway on Raymond is where the money should be spent and what MHNA has been advocating for. 3) I see very little walkability enhancements like wider sidewalks and trees. As you all know, we have a massive project coming to that corner (Affinity) and enhancing walkability should be key when working to get people out of the cars in this area. As it stands, walking in this vicinity is horrible. It is hot, loud, ugly and very unappealing. How can you offer those in this area incentives to do the shorter walk to the hospital, grocery store, or Metro with this current project list? You may not be aware but the developer for Affitniy is working hard to convince those in decision making positions that his project is "very walkable." It would be nice to see how this planned development project and these metro proposals actually work in conjunction to release the pressure of a very bad intersection. I am not seeing any relatability here. Can you show the public where it does relate?
I have to say, this list seems like a "pet project" list rather than true ideas that will help the failing intersection. I am surely disappointed as someone who knows keenly the needs of this direct area. I have lived in this vicinity for 25 years and I have seen the area go from bad to worse in traffic and walkability. In my personal opinion, this list needs to have better balance and reasoning when choosing projects to fix the problem. Thank you, Erika Foy

As an additional comment, I like to understand how money that was supposed to be used to fix the at grade crossing at California Blvd is now going to "greenways" outside of the area? I think the city staff really needs to explain how these "greenways" are fixing a massive problem at California Blvd. Preferably, I think actually "greening" California Blvd with trees to make it more attractive and walkable would be a better solution. The measure R dollars should remain in the area they were intended for. Thank you, Erika 10:09 5G+

The measure R projects identified by the Department of Transportation may or may not be good projects for Pasadena.
For the most part, citizens are unaware of any of these proposed projects, as the Department of Transportation chooses to do the least amount of gathering of public input as possible to develop and implement its projects.
Pasadena, for the most part, will have no direct say on any of the proposals.
When the DOT does have public meetings, they don't accurately record the input of residents or make course corrections when large numbers of Pasadenans express concern.
Case in point is the proposed greenway on Craig street. The street is one of the quietest north south streets in Pasadena and is perfect for a bike corridor. Very few bicycle incidents occur on Craig - even without road furniture proposed by the DOT.
When residents express concern about a traffic circle going in at Craig and Las Lunas, the DOT has ignored concerns.
So millions will be spent on a greenway that is already a safe place to ride your bicycle without the input of local residents. I'm sure that a compromise could be implemented and a safer place to bicycle be the result, but DOT refuses to sit down with residents in this area to develop plans the way they have with countless other projects like on North Hill.
The DOT resists implementing success measures - number of accidents going down, number of bicyclists using the new infrastructure going up - so we have no idea whether any of these projects actually improves anything. Why do we build infrastructure and let it sit and have no idea whether or not anyone is benefitting? We don't even know how many bicyclists are using bike lanes, because the DOT doesn't count bicyclists accurately or know which bike rides are actually replacing car trips.
Meanwhile, at the Rose Bowl, where most Pasadenans choose to ride their bike, walk, run, swim and enjoy the outdoors, many bicycle accidents are happening with nothing being done by DOT or by anyone else in the city.
Between 2016 and 2021, 70 bicycle collisions occurred in the most dangerous intersections in Pasadena. Almost 22% of those occurred at or within ½ mile of the Rose Bowl.
Craig is nowhere near the top 20 most dangerous places to ride a bicycle. 1 So the city charges forward saying they are making streets safer to bicycle and walk, but they ignore all of the injuries happening at the Rose Bowl where most people choose to bike and walk. erhaps a place to start with all of this money is to have some public meetings. Make DOT tell the honest story about what is actually happening on city streets and in neighborhoods. Will projects cause traffic to divert to quiet local streets? Will traffic improve on main corridors? Will accidents actually go down? How is all of this being measured?
Right now, we are spending millions of dollars of public money with no accountability and no focus on traffic congestion or safety in areas where it actually is a problem.

Subject: Ave 64 And Burleigh Roundabout
I'm writing to urge the City of Pasadena to fund the long awaited roundabout on Ave 64 and Burleigh.
I live on Avenue 64 just south of this proposed site, and have seen too many car accidents, near accidents, and one tragic tatality on this street all due to people speeding way too fast down the hill on Avenue 64 after the Li oma stop light. It is a steep grade with a sharp turn, and a traffic calming measure is long overdue. Our neighborhood is a beautiful place to walk, and neighbors enjoy strolling on Avenue 64 to enjoy the lovely church of the Angels, the oldest church in Pasadena. However, the dangerous and illegal speeds put us all at risk.
The roundabout is an important safety design because unlike a simple stop sign, a roundabout does not just tell people to stop/slow down, but its physical presence will ensure that drivers slow down.
In addition, the current crosswalk at the intersection of Burleigh on Avenue 64 is extremely dangerous — pedestrians have to walk the equivalent of five traffic lanes to cross this section of road. This puts pedestrians jut in the middle of the street at the mercy of speeding motorists for longer than is safe. If a person speeding down Ave 64 decides to turn on Burleigh, there is a good chance they will not see a pedestrian in time because of the angle of the curve and the length of that intersection. The roundabout would help to shorten this distance and give more protection to pedestrians crossing here.
Finally, the area in question is the gateway into Pasadena and deserves to have a beautiful marker to show this transition in a way that honors the city.
My neighbors and I have been waiting for this traffic calming device for years now. Our safety is at risk. Please make our neighborhood safer by finally making good on this promise. thank you,
Stephanie Jenkins

Dear members of the Municipal Services Commission,
I am a resident of Sierra Madre who frequently uses several of the proposed Greenways in Pasadena on a regular basis. I use an ebike for transportation and shop, eat, attend church, and other events, as well as visit - friends in Pasadena. I often use Craig, Wilson, and El Molino as my main north-south bike routes and strongly feel that these routes could be made much safer for people walking and biking.
Please support making the greenways a high priority and fully fund the safety improvements.

Re: Agenda Item #2, Measure R Mobility Improvement Project (MIP) Funding Municipal Services Committee Members:
Thank you for your consideration of the staff report recommending a list of Mobility Improvement Projects to be funded in lieu of the California Boulevard Grade Separation Project.
We are writing to support the Top 11 Project status of the following projects:
1) North/South Greenways.
The City of Pasadena has been waiting seven years for these projects - it is time to get them done! Over 450 of our neighbors have signed a petition in support of the Neighborhood Greenways Project, and the Greenways should be a high. priority for the city. The Greenways will reduce high speed, cut-through traffic on neighborhood streets, and make residential areas safe and quiet. 2) Avenue 64 Complete Streets Program
These long-overdue safety improvements will reduce speeds on this dangerous road, and should be installed as soon as possible.
3) Continental Crosswalks
Studies show that motorists are more likely to yield to pedestrians in high-visibility continental crosswalks, and collisions involving pedestrians can be reduced by up to 25%. We support the recommendation to replace existing crosswalks with continental crosswalks in the project area. 4) Traffic Calming and Complete Streets Program for Pasadena Avenue and St. John Avenue
We support the staff's recommendations, with the following comments:
• Pasadena Avenue needs a center turn lane to address preventable rear-end / sideswipe collisions and address dangerous speeding.
• While the proposed speed tables at midblock crosswalks are a good start, the City should also consider mid-block pinch points and treelets to visually narrow the street and create additional space for street trees. This will also slow traffic and make it safer for pedestrians and other non-automobile road users. • In addition, the protected bikeway between Bellefontaine and California should be raised to sidewalk level to provide further safety benefits.
Arroyo Link
The Complete Streets Coalition supports the recommendation of the Friends of the Arroyo Link: The City should make every effort to identify funding that will result in improved access from west-central Pasadena into the Arroyo.
The Arroyo includes the iconic Rose Bowl stadium, Kidspace, the Aquatic Center, ball fields, park space, Brookside Golf Course, and nature trails. All these valued public amenities, as well as the protected pedestrian path around the Rose Bowl and golf course, are used daily by thousands of Pasadena residents and visitors. Creating safe and attractive routes for pedestrians and bicyclists to move into and out of the Arroyo will benefit both residents and visitors.
Creating improved access for visitors will also support the Rose Bowl Operating Committee in its quest for financial stability by identifying additional uses for the Rose Bowl, and will be instrumental in meeting its commitments for the 2028 Olympics.
Unfortunately, the Arroyo Link is not a good candidate for any other grant funding, due to its location. This Measure R MIP one-time funding is the only source that has been identified by staff as having a nexus with the project. The Arroyo Link meets the City's criteria of multimodal connectivity, multimodal safety, project need, and proximity to the SR 710 corridor.
Our concern is that, due to the proposed high price tag (possibly more than 25% of the entire amount that is anticipated to be distributed) and the fact that the project is not in the recommended "Top 11," it will not be funded by Metro. If the project is not funded by Metro, there may be no other available source of funding to study the feasibility of these options for years, if ever.
We respectfully request that MSC direct staff to repackage the Arroyo Link project as a $10 million design and build project, recognizing that an alternative route may be identified and selected as part of the design process.
This funding represents a very rare opportunity to move forward quickly on a number of important projects that will improve circulation and make Pasadena safer, healthier, and more beautiful. We are grateful that the City is considering these projects and we hope that the end results take full advantage of the best ideas and designs available.
Thank you for your consideration of our recommendations and requests, and for everything you are doing for our city.
Sincerely,

As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North South Greenways - We have been waiting 7 years for these projects - it is time to get them done! Over 450 of our neighbors have signed a petition in support of the Neighborhood Greenways Project, and they shoul be a high priority for the city. The Greenways will reduce high speed, cut-through traffic on neighborhoo streets, making residential areas safe and quiet.
2) Continental Crosswalks to enhance pedestrian safety at over 100 intersections in the City is an incredibly cost-effective use of this funding.
3) Avenue 64 Complete Streets Program includes long-overdue safety improvements that will reduce speeds on this dangerous road.
) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the following enhancements:
- Pasadena Avenue needs a Center Turn Lane to address preventable rear-end / sideswipe collisions and address dangerous speeding.
While the proposed speed tables at midblock crosswalks are a good start, the City should also consider mid-block pinch points and treelets to visually narrow the street and create additional space for street trees.
The protected bikeway between Bellefontaine and California should be raised to sidewalk level to provide further safety benefits.
Sincerely,

To MSC,
The large investment in the Rose Bowl will have been for naught if we cannot figure out how to make it the preferred destination in the future. The Arroyo Link is a kick in the right direction. The future includes mass transit, walking, and biking to destinations such as sports arenas. It's already happening in other cities and we are behind the times. Even if Arroyo Link is not the final design let's not lose the potential income from the Rose Bowl in the future by failing to create something to connect the Rose Bowl to Old Pasadena and other modes of transportation.
Sincerely,

Given the horrendous heat wave of the past few weeks, the city needs to make responsible choices with regard to climate change. Climate change is here, now.
Agenda Item #1:
Making responsible choices means that the city needs to transition from fossil fuels to clean energy. The city needs to make certain that the consultants share the city's commitment to climate change.
Does this consultant plan to steer away from fossil fuels and make a commitment to clean energy? We are all breathing filthy pollution from dirty vehicles. This affects EVERYONE, including children, the elderly and infirm.
It looks like this consultant is NOT headed in the right direction.
Agenda Item #2:
The mission statement for Pasadena's DOT states:
"The Department of Transportation is committed to achieving the safe, efficient and convenient movement of people and goods within Pasadena, while concurrently ensuring a balance between land use and transportation to maintain a livable community in which cars are not necessary to travel within the city." https://www.cityofpasadena.net/transportation/
Cities around the country / world have created protected mobility lanes for non- vehicle transportation.
It is appalling that Pasadena has ZERO protected mobility lanes. 1 Given the horrendous heat wave, climate change, and the city's commitment to build housing, the city is putting its residents in a transportation chokepoint without providing its residents any alternative to DECREASE traffic, DECREASE pollution, and reate a more liveable, walkable, breathable environment.
The Greenways are a tiny step in that direction.
The city needs a transportation network to link people who choose not to use single-passenger vehicles and choose not to contribute to heavy traffic.
With all due respect, will you, at the very least, view your own DOT website and act accordingly?
Our lives, our quality of life, our air quality depend on it.
I am a longtime homeowner in Pasadena.
I am a longtime business owner in Pasadena. Without protected mobility lanes - like in MANY other cities nationally and globally - I feel unsafe using anything other than a vehicle to travel 1.5 miles from my home to my business.

This funding is a chance for Pasadena to greatly increase our safety, sustainability, and equity around transportation. I mostly get around town on bike or foot, and I can tell you that I have had numerous conversations with other residents who say they wish they, too, could bike around town but they do not feel safe, including lots of parents who won't allow their children to bike to school because they think it's unsafe. The improvements listed above would be a huge step in knocking down these barriers and alleviating one of the biggest complaints I hear about Pasadena -- too much car traffic. It seems obvious to me that we need big, bold changes and now is the time! Sincerely,

Pasadena and St. John Avenues Traffic Calming and Complete Streets improvements with the following enhancements: a Center Turn Lane for Pasadena Avenue to; mid-block pinch points and treelets to visually narrow the street and create additional space for street tree; and a safer, sidewalk- level protected bikeway between Bellefontaine and California.
5. Zero Emission Buses and Charging Infrastructure to transition the City's fleet to more affordable, cost effective, non-polluting public transport.
6. The Arroyo Link, one of the most publicly-vetted and supported projects on the City's list, should be amended to request $10 million to design and build the first phase of this visionary project by the late David Wolf. The Link was endorsed by the full Pasadena City Council pre-pandemic and has been subject to extensive public outreach and engagement.

Dear Municipal Services Committee Members:
My name is Devin Chotzen-Hartzell and I am a student at Caltech in District 7. I would like to begin by thanking staff for their recommendation regarding a list of mobility projects to be funded in lieu of the California Bl. grade separation, and the council members for hearing my comment today. I am writing in support of the "Top 11 status" for the North-South Greenways project, which will create the basis for a strong network of safe streets for cycling in Pasadena.
A strong greenway on Wilson Av. will link thousands of Caltech's students to the rest of the city, enabling us to run errands and visit Old Town without needing cars. Creating a safe cycling route between Caltech, Old Town, and the Playhouse District would be enormously beneficial for Caltech's students; taking the Wilson Avenue greenway to the planned Cordova and Union St. projects will create this route for us. "altech owns property on both sides of Wilson Ave, including two large parking garages and student nousing. And yet, there are no mid-block crosswalks to connect these properties with the rest of campus, making jaywalking a common practice on this street. Please add a mid-block crosswalk in front of the Catalina apartments, and use raised crosswalks or other traffic calming to make this street as pedestrian friendly and safe as possible.
People living along the other three north-south streets will have similar benefits, and strong north-south connections will make the city's investment in the Union St. cycle track well-utilized I also support the following projects for inclusion in the Top 11 category:
- Avenue 64 Complete Streets Program
- Continental Crosswalks
- Traffic Calming and Complete Streets Program for Pasadena Avenue and St. John Avenue, with a center turn lane on Pasadena Av; mid-block pinch points and other traffic-slowing measures; and a raised protected bikeway between Bellefontaine and California.
Additionally, I support the request of the Friends of the Arroyo Link to respectfully request that MSC direct staff to repackage the Arroyo Link project as a $10 million design and build project, recognizing that an alternative route may be identified and selected as part of the design process.
It is my hope that these improvements will create a strong network of safe streets for cycling in Pasadena, linking people with where they need to go across the entire city. This is crucial for realizing the city's bicycling modeshare goals: we must invest in physical infrastructure for people to feel safe cycling wherever they need to TO.
Sincerely,
Devin Chotzen-Hartzell

Re: Agenda Item #2, Measure R Mobility Improvement Project (MIP) Funding Municipal Services Committee Members:
The Friends of the Arroyo Link writes to you today with the request that Pasadena make every effort to identify funding that will result in improved multimodal access from west-central Pasadena into the Arroyo.
In addition, a safe pedestrian-and-bike path between Old Pasadena and the Arroyo's amenities will be important to the redevelopment of the 710 Stub area in the middle, which will bring increased local vehicle traffic. The Arroyo Link will provide new residents, workers, and visitors of the area with a sustainable alternative to driving, alleviating the pressures on traffic congestion and parking.
A PROPOSAL TO RECONNECT PASADENA'S HEART WITH ITS CROWN JEWEL, THE ARROYO SECO www.ArroyoLink.com
Therefore, we respectfully request that MSC direct staff to repackage the Arroyo Link project as a $10 million design and build project, recognizing that an alternative route may be identified and selected as part of the design process.
This funding represents a very rare opportunity to move forward quickly on a number of important projects that will improve circulation and make Pasadena safer, healthier, and more beautiful. We are grateful that the City is considering these projects and we hope that the end results take full advantage of the best ideas and designs available.
Thank you for your consideration of our recommendations and requests.

Subject: Fwd: Measure R Mobility Improvement Projects List Municipal Services Committee Members:
Thank you for your consideration of the staff report recommending a list of Mobility Improvement Projects to be funded in lieu of the California Grade Separation.
I am writing to support the Top 11 Project status of the following projects:
1. North/South Greenways.
The City of Pasadena has been waiting seven years for these projects - it is time to get them done! Over 450 of our neighbors have signed a petition in support of the Neighborhood Greenways Project, and the Greenways should be a high priority for the city. The Greenways will reduce high speed, cut-through traffic on neighborhood streets, and make residential areas safe and quiet.
2. Avenue 64 Complete Streets Program
These long-overdue safety improvements will reduce speeds on this dangerous road, and should be installed as soon as possible.
3. Continental Crosswalks
Studies show that motorists are more likely to yield to pedestrians in high-visibility continental crosswalks, and collisions involving pedestrians can be reduced by up to 25%. We support the recommendation to replace existing crosswalks with continental crosswalks in the project area.
4. Traffic Calming and Complete Streets Program for Pasadena Avenue and St.
Finally, I support the request of the Friends of the Arroyo Link to respectfully request that MSC direct staff to repackage the Arroyo Link project as a $10 million design and build project, recognizing that an alternative route may be identified and selected as part of the design process.
Finally - I would like to say that I would like to ride my bike much more within Pasadena but I only ride now on very protected bike lanes or in parks such as Hahamonga. This is because I fear the risk of injury or death too much. When I brought my bike in for repairs a few months ago to a local bike shop they asked me if the repair was due to being hit by a car because it was so common, and while I was being served a gentleman brought his bike in for repair, as he HAD JUST BEEN HIT BY A CAR over by the Rose Bowl. It is truly, a very bad situation currently for those without cars in Pasadena.

Subject: MSC meeting: Agenda Items #1 + 2
1 Given the horrendous heat wave, climate change, and the city's commitment to build housing, the city is putting its residents in a transportation chokepoint without Providing its residents any alternative to DECREASE traffic, DECREASE pollution, and create a more liveable, walkable, breathable environment.
(
I am a longtime business owner in Pasadena. Without protected mobility lanes - like in MANY other cities nationally and globally - I feel unsafe using anything other than a vehicle to travel 1.5 miles from my home to my business.

In the big scheme of things this is a small expenditure for a huge upside in safety and the quality of life in West asadena.
4) Traffic calming and Complete Streets Program for Pasadena Avenue and St. Johns, with the following comments:
- The lack of a two-way center turn lane remains a major safety problem along Pasadena Avenue. Please add a dedicated turn lane to address rear-end and sideswipe collisions, as well as help further address dangerous speeding.
Robust traffic calming is required to slow St John and Pasadena Avenue. The proposed speed tables at midblock crosswalks are od start, however the City should also follow its desian quidelines and employ 10' and 11' lane widths (not two 11' lanes), consid mid-block pinch points and/or treelets to visually narrow the street and provide additional space for street trees, and study raising the protected bikeway between Bellefontaine and California.
Finally, I support the request of the Friends of the Arroyo Link to secure funding for the City to study the feasibility of all of the options for safe pedestrian and bicycle access to the Central Arroyo, and to make that a priority for the City.

For the meeting:
City Council members,
I am a resident and Board member of the Madison Heights Neighborhood Association who lives on the most north west side of our oundary. After reading the "limits of the project area and proposed improvements" for the 710 stub, I see and understand tha raymond Avenue, and the other streets around it, are not in the parameters. However, Avenue 64 and San Rafael / Linda Vista seer to be in consideration, I assume due to the affected off-ramps from the 134 freeway. I would like to remind council at this critical time of all the potential change that is directly east of the "defined area" when looking at the use of the funds for the "project area".
To remind council, just east of the area in discussion, there is a massive development, the Affinity Project, that will be added to our already busy streets. With that development comes a lot of new in and out traffic through our town due to the use of the 7 story medical building.
Council will also soon be deciding on changing the zoning in the area of Arroyo Parkway and Raymond between Del Mar and Glenarm. In those preliminary conversations with Madison Heights members, for example, Raymond was identified as the perfect street for a bike lane and wider sidewalks due to the eminent density that will be added to the area. Could that be guaranteed through the "710 stub funds" like the way it is being considered over on Avenue 64 for bike lanes? I ask council that when you take into consideration all the identified discussed items in the "parameter" of the project you are considering today, you remember the areas adjacent to it. I do not know if you can "ear mark funds" for adjacent areas, but I ask you to remember neighboring areas when you are considering how and where to use of funds. In the area just east, there are a lot of big changes coming to an already high traffic area.
Council has a unique opportunity to influence the design and mobility of a central area in our city. Please do not look at all these projects individually but as a whole. Design the entire area between Orange Grove and Lake Street, Del Mar and Glenarm; corridors that already do and will carry more heavy traffic through family neighborhoods, in conjunction with the "710 funds". Think of the area in its entirety. The distance between Orange Grove and Marengo is only one mile, but one with massive development, businesses and soon to be high density residential living.
The Madison Heights Neighborhood and I have seen what the ramifications are when each project is considered individually instead of as a whole. We know all the change that is coming, please consider it when making and accommodating other changes.
Regards,
Kristin

Re: Proposed supplemental projects for Measure R funding Dear members of the Municipal Services Committee:
Livable Pasadena has reviewed the proposed supplemental projects for Measure R funding in lieu of the grade separation at California Boulevard. We are hopeful that available funds will be allocated to the areas with the most intense growth and current mobility concerns. We believe that the city should be looking at incoming projects, such as the proposed Affinity planned development, and looking for ways to mitigate the dramatic impact projects will have on the already congested streets. Livable Pasadena has submitted to City Council a traffic study of the streets, including the streets surrounding the California and Arroyo intersection. This study looked at failing intersections in detail. We are happy to submit that study to this group if you would like to see it.
Many of the projects listed do not impact areas that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely. We need to work to shape Pasadena into an effective transportation model, which should prioritize walking. For example, biking along California Boulevard is not ideal. California Boulevard sees heavy traffic during most hours of the day and can be dangerous for bikers. A good use of Measure R funds would be to create a bike lane along Raymond.
We urge the members of the committee to ensure the list of potential projects will impact the most affected areas of Pasadena and will make a real difference in easing the problems we face with increase in density and failing intersections. We ask you to examine the data for each specific project to determine the best and most impactful use of the funds. We need to make sure the money will be effective.
Thank you,
Megan Foker,
on behalf of Livable Pasadena

4. Avenue 64 Complete Streets Program
5. These long-overdue safety improvements will reduce speeds on this dangerous road, and should be installed as soon as possible. We the residents who live near or on Ave 64 have endured countless accidents, pedestrian & cycling fatalities as drivers use Ave 64 not as a street but more like a freeway. We have been patiently waiting for the city to install traffic calming measures for 10 years. I urge this project be moved forward and completed once and for all.

Finally, I respectfully support the request of the Friends of the Arroyo Link to direct MSC staff to repackage the Arroyo Link project as a $10 million design and build project, recognizing that an alternative route may be identified and selected as part of the design process.
As an avid walker of the West Pasadena neighborhoods I know first hand how treacherous crossing Ave 64, Pasadena Ave and many other intersections are for those of us who choose to travel without a car. It is time Pedestrian and cyclist safety become a priority for the City. Most of So California has prioritized the mighty car for far too long, allowing this to continue only promotes the continued aggressive behavior many drivers are exhibiting on a daily basis.

Hello!
I live and work in Pasadena. I am writing in support of the further development of the Pasadena greenways projects. Since I live and work locally, I bike commute when I can to help reduce greenhouse gas emissions and the improvement of our streets for safety and accessibility would be a huge help. It would be great to see Pasadena's streets brought up to modern standards of road safety and design. Please prioritize this as it would have hugely beneficial effects.

This message is being written in support of the Top 11 Project status of the Pasadena Complete Streets Avenue 64 project.
As a homeowner and parent of three young children in the vicinity I felt it important to contribute to the voices speaking up for the dire need for these street renovations. Over the past several years our family has witnessed a countless number of reckless drivers speed through the intersection at Ave 64 & Burleigh Drive. Recently a speeding vehicle hopped the curb, skidded through our yard and plowed through our neighbors fence. The driver fled and our neighbors were left to pay for and clean up the damage. The average speed of traffic through this area is dangerous and the proposed renovations would go a long way making the area safe not only for pedestrians but for those of us who enjoy spending time in our front yards.
As a homeowner with three young children I have personally been counting on this street renovation for the afety and well being of our family. It is our hope that the Avenue 64 renovations will be prioritized so our neighborhood can once again feel safe.

To: Stevenson, Garrett < [email protected]> Subject: Support Measure R Mobility Improvement - North/South Greenways Project Good afternoon,
I am a new resident of Pasadena, having moved here recently to work as a water resources engineer for the State of California, helping to ensure Southern California continues to receive water from the Colorado River in the midst of inprecedented drought. I live just north of Orange Grove Blvd, near Los Robles, and prefer to use a bicycle to get aroun own, including spending money downtown. Currently, this is quite difficult, as riding is quite unpleasant in Pasadena, si I either mostly stay at home or use my car sparingly to travel less than a mile.
I would like to express strong support particularly for the Top 11 Project status of the North/South Greenways Measure R Mobility Improvement Project. I-210 divides Pasadena, and keeps me home or at risk of serious injury due to poorly designed streets. The North/South Greenways project, if implemented, would help reconnect Pasadena, and make it a livable place for all, not just those who want to hop in their cars to go downtown. Without these greenways, which are in the 7-year old bike master plan, Pasadena is well behind where it could be in terms of overall quality of life. ( In addition, I also express strong support for other priority Measure R Mobility Improvement Projects identified as priorities by the Pasadena Complete Streets Coalition. As far as I can tell, PCSC is the only organization promoting a truly livable Pasadena that does not require its residents to drive a car for basic, short-distance activities such as shopping, taking kids to school, spending time with friends and family downtown and in parks, etc.
Thank you so much for your hard work thinking about and implementing city improvements! I will keep my fingers crossed that Pasadena will pivot toward livability for all, regardless of whether one drives, bikes, scoots, walks, runs, or uses their wheelchair. If it does, you will certainly be the ones to thank.
Sincerely,
David Rheinheimer
