Dear City Council Members,
As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/South Greenways to reduce high speed, cut-through traffic on neighborhood streets, making residential areas quieter and safer.
2) Continental Crosswalks to enhance pedestrian safety at more than 100 intersections. 3) Avenue 64 Complete Streets Program to install long-overdue safety improvements on a dangerous road. 4) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the enhancements detailed in the letter from the Pasadena Complete Streets Coalition, to repair two corridors damaged by CalTrans decades ago.

I also support the request of the Friends of the Arroyo Link that the City Council direct Staff to repackage the Arroyo Link project as a $10 million design and build project. I recognize that an alternative route may be identified and selected as part of the design process.

Please approve the top 11 priorities approved by the Municipal Services Committee and DOT staff. Together, these changes will improve mobility, safety, public health, and sustainability across the entire city.

Thank you!

Dear City Council,
As a member of the Caltech community, I am concerned about safety for people riding bikes and walking on Wilson Ave.

Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built soon and Wilson Avenue can be as made safe as possible.

Dear Mayor Gordo and Councilmembers,
I am writing to urge you to support funding for safe walking and biking in Pasadena. My family and I regularly ride our ebikes to shop, dine, attend church (All Saints), school (PCC), and visit friends in Pasadena. The Greenways would make neighborhood streets safer for everyone and they are essential links in the city's Mobility Element that would enable more people to get around Pasadena using sustainable, healthy transportation alternatives. I urge you to fund the Greenway plan.

Sincerely,

My wife and I have been impressed by the suggested plans for the Arroyo Link, including the rebuilding of the zigzag walk and the extension behind the Norton Simon Museum.

The investment by the City seems small compared to the enhancement of the city's park properties.

We hope that the City Council will approve of the Arroyo Link project so that it can proceed.

Hello,
My name is Reed Bernet, and I'm a resident of South Pasadena , but frequent visitor to Pasadena. I love riding my bike to Del Pueblo Brewery in Pasadena and the restaurants in Old Town, and I know I would go even more if the Arroyo Link project is fully funded, which is why I'm voicing my support prior to the council meeting today.

Measure R funding for Wilson Ave
As a member of the Caltech community, I am concerned about safety for people riding bikes and walking on Wilson Ave. Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built soon and Wilson Avenue can be as made safe as possible. I have personally been hit by a car twice while biking on Wilson Ave to Caltech (had to go to urgent care once), and have been passed dangerously closely by aggressive drivers on numerous occasions. I don't feel safe biking on Wilson (or any of the parallel streets to get to campus, for that matter). However, given the threat of climate change and hazardous pollution in LA, I'd prefer to continue biking as my primary method of transportation, as this is the most environmentally friendly option, and the proximity of everything in Pasadena would make it the perfect place for biking (if it were safe, which is definitely not the case now).

I am one of the over 200 people who have expressed support for the "Wilson For All" concept available at https://www.wilson4all.org. We are asking the city to add protected bike lanes and mid-block crosswalks to Wilson Avenue, as part of the Greenways project. We've been waiting seven years for the city to deliver on its promise to improve safety on Wilson Avenue - it is time to get it done. We shouldn't have to put our lives at risk every day to try to do the right thing for the environment. Protected bike lanes is a simple addition that would go a long way in protecting cyclists in Pasadena, which would incentivize more people to bike, thereby reducing car pollution. In the long run, this is better for everyone living in Pasadena.

Please support applying Measure R funding to the Greenways projects, so that these projects can be built soon. And, please support designs that are as safe as possible for people riding bikes and walking in Pasadena.

Thank you!

Re: Proposed supplemental projects for Measure R funding Dear Mayor Gordo and City Council members:
2022 SEP 19 AH 8: 32
Livable Pasadena has reviewed the proposed supplemental projects for Measure R funding in lieu of the grade separation at California Boulevard. We are hopeful that available funds will be allocated to the areas with the most intense growth and current mobility concerns. We believe that the city should be looking at incoming projects, such as the proposed Affinity planned development, and looking for ways to mitigate the dramatic impact projects will have on the already congested streets. We urge the city to ensure the list of potential projects will impact the most affected areas of Pasadena and will make a real difference in easing the problems we face with increase in density and failing intersections. Finally, we ask you to examine the data for each specific project to determine the best and most impactful use of the funds.

Many of the projects listed do not impact areas that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely in all modes of transportation and in the modes most widely used by residents. It is important to carefully prioritize projects that are in the Central District because this is where the need is most acute. The proposed focus on Gold Line at grade crossing enhancements, however, does impact the Central District and is an important project that should be carefully considered.

We need to work to shape Pasadena into an effective transportation model, which should prioritize walking over biking in places where biking is not really doable. For example, biking along California Boulevard is not ideal. California Boulevard sees heavy traffic during most hours of the day and can be dangerous for bikers. A better use of funds would be to make California and Del Mar more walkable. We have many areas of our city where walking is a better option, but there have been no public efforts to help with wider sidewalks, trees and beautification. The city previously invested in a biking program with city bikes. Those were very under-used and the project was ended. We are not convinced that adding more biking avenues is the best use of available funds. The money should be allocated to projects that will make a positive impact on our traffic flow, that will increase walkability, and that would help to draw businesses and tourists to our area.

Thank you,
Megan Foker, on behalf of Livable Pasadena

Re: Tax Dollars and Traffic
Dear Mr. Jomsky,
The measure R projects identified by the Department of Transportation may or may not be good projects for Pasadena. How will we know they are going to make a mobility difference if the city is not collecting data to show the effectiveness? For the most part, citizens are unaware of any of these proposed projects, as the Department of Transportation hasn't done a good job gathering variety of public input to develop and implement its projects. Pasadena, for the most part, will have no direct say on any of the proposals and we need city council to look closely at each project to ensure money will be allocated to the areas with the most intense growth and current mobility concerns. I believe that the city should be looking at incoming projects, such as the proposed Affinity planned development, and looking for ways to mitigate the dramatic impact projects will have on the already congested streets with this money. Perhaps a place to start with all of this mobility money is to have more public meetings. I prefer for DOT to tell the honest story about what is actually happening on city streets and in neighborhoods and have them listen to my experiences. I want to know if these projects will cause traffic to divert to quiet local streets? Will traffic improve on main corridors with these projects? Will accidents actually go down with all the traffic calming? How is all of this being measured and evaluated? Right now, it seems our city is planning to spend millions of dollars of public money with no accountability and no focus on traffic congestion or safety in areas where it is a problem like the Arroyo/California intersection. I would like to see accountability and priority of the biggest need with these taxpayer dollars.

Dear Mr. J omsky,
The measure R projects identified by the Department of Transportation may or may not be good projects for Pasadena. How will we knowthey are going to make a mobility difference as our city drastically grows the next 10 years? For the most part, citizens are unaware of any of these proposed projects. Was the process to choose these projects done in such a way to gamer a large perspective of Pasadena needs? Pasadena residents, for the most part, will have no direct say on any of the proposals and we need city council to look closely at each project to ensure money will be allocated to the areas with the most intense growth and current mobility concerns. Re: Traffic Congestion and Measure R Dollars
Dear Mr. Jomsky,
The measure R projects identified by the Department of Transportation may or may not be good projects for Pasadena. How will we know they are going to make a mobility difference when putting to work the $230,000,000? Does the city have a plan to evaluate and review its effectiveness? For the most part, citizens are unaware of any of these proposed projects, as the Department of Transportation needed to do a better job gathering variety of public input to develop and implement its projects.

Right now, it seems our city is planning to ask for millions of dollars of public money with no accountability and no focus on traffic congestion or safety in areas where it is a problem like around the 110 freeway access. I would like to see accountability with these taxpayer dollars.

Sincerely,
Mr. Michael Magamez

Dear Mr. Jomsky,
I urge the members of Pasadena City Council to ensure the list of potential projects will impact the most affected areas of Pasadena and will make a real difference in easing the problems we face with increase in density and failing intersections. We ask you to examine the data for each specific project to determine the best and most impactful use of the funds. We need to make sure the money will be effective in providing for our needs and benefit the greatest number of residents.

Sincerely,
Mr. David Labowitz

Project Metro
·. safe. Report ppisqusing th.e PhishAl~ .rt ~pttpn'.:,Learnrnore ... , Re: Project Metro
Dear Mr. Jomsky,
Many of the projects listed do not impact areas of our city that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely. We need to work to shape Pasadena into a high quality, multi- modal transportation city. How will we know these projects will achieve this? What metrics will be required to ensure we are headed in the right direction? How will these additional projects be evaluated for effectiveness? Does the list prioritize the greatest needs? Sincerely,
Mr. Shannon Staat
