Dear Councilmembers,
As a local resident who cares about the health and safety of our streets, I strongly support the realization of the Arroyo Link and urge the City to request at least $9.5 million from the $230+ million in available Measure R funding to design and build the project before the 2028 Summer Olympic Games come to Pasadena.
The Arroyo Link will provide permanent access to the Arroyo and the Rose Bowl, crown jewels in the Pasadena park system that are not easily accessible to people walking or biking.
The Arroyo Link will build upon the Union Street Protected Bikeway by creating a safe, off street route to west Pasadena.
The Arroyo Link will contribute to the City's goal of Pasadena being a place where people can safely circulate without a car, as well as support the implementation of the City's adopted Climate Action Plan.
This is a once-in-a-generation opportunity to realize meaningful mobility improvements for the City of Pasadena. Please request at least $9.5 million from Metro to design and build this wonderful community project.
Thank you for your consideration and service to the community.

Dear City Council Members,
As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/South Greenways to reduce high speed, cut-through traffic on neighborhood streets, making residential areas quieter and safer.
2) Continental Crosswalks to enhance pedestrian safety at more than 100 intersections. 3) Avenue 64 Complete Streets Program to install long-overdue safety improvements on a dangerous road. 4) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the enhancements detailed in the letter from the Pasadena Complete Streets Coalition, to repair two corridors damaged by CalTrans decades ago.
I also support the request of the Friends of the Arroyo Link that the City Council direct Staff to repackage the Arroyo Link project as a $10 million design and build project. I recognize that an alternative route may be identified and selected as part of the design process.
Please approve the top 11 priorities approved by the Municipal Services Committee and DOT staff. Together, these changes will improve mobility, safety, public health, and sustainability across the entire city.
Thank you!

Item 18
September 19, 2022
To: Pasadena City Council100 Garfield AvenuePasadena, CA 91101 Re: Agenda Item #18, Measure R Mobility Improvement Project (MIP) Funding Mayor Gordo and City Council:
Thank you for your consideration of the staff report recommending a list of MobilityImprovement Projects to be funded in lieu of the California Boulevard Grade SeparationProject.
We are writing to support the Top 11 Project status of the following projects:
1) North/South Greenways. The City of Pasadena hasbeen waiting seven yearsfor these projects - it is timeto get them done! Over 450 of our neighbors have signed a petition in support ofthe Neighborhood Greenways Project, and the Greenways should be a highpriority for the city. The Greenways will reduce highspeed, cut-through traffic onneighborhood streets, and make residential areas safe and quiet. 2) Avenue 64 Complete Streets ProgramThese long-overdue safety improvements will reduce speeds on this dangerousroad, and should be installed as soon as possible. 3) Continental CrosswalksStudies show that motorists are more likely to yield to pedestrians inhigh-visibility continental crosswalks, and collisions involving pedestrians can bereduced by up to 25%. We support the recommendation to replace existingcrosswalks with continental crosswalks in the project area.
4) Traffic Calming and Complete Streets Program for Pasadena Avenue andSt. John AvenueWe support the staff’s recommendations, with the following comments:
● Pasadena Avenue needs acenter turn laneto addresspreventable rear-end /sideswipe collisions and address dangerous speeding. ● While the proposed speed tables at midblock crosswalks are a good start, theCity should also consider mid-block pinch points and treelets to visually narrowthe street and create additional space for street trees. This will also slow trafficand make it safer for pedestrians and other non-automobile road users. ● In addition, the protected bikeway between Bellefontaine and California shouldbe raised to sidewalk level to provide further safety benefits.
Arroyo Link
The Complete Streets Coalition supports the recommendation of the Friends of theArroyo Link:The City should make every effort toidentify funding that will result inimproved access from west-central Pasadena into the Arroyo.
The Arroyo includes the iconic Rose Bowl stadium, Kidspace, the Aquatic Center, ballfields, park space, Brookside Golf Course, and nature trails. All these valued publicamenities, as well as the protected pedestrian path around the Rose Bowl and golfcourse, are used daily by thousands of Pasadena residents and visitors. Creating safeand attractive routes for pedestrians and bicyclists to move into and out of the Arroyowill benefit both residents and visitors.
Creating improved access for visitors will also support the Rose Bowl OperatingCommittee in its quest for financial stability by identifying additional uses for the RoseBowl, and will be instrumental in meeting its commitments for the 2028 Olympics.
Unfortunately, the Arroyo Link is not a good candidate for any other grant funding, dueto its location. This Measure R MIP one-time funding is theonlysource that has beenidentified by staff as having a nexus with the project. The Arroyo Link meets the City’scriteria of multimodal connectivity, multimodal safety, project need, and proximity tothe SR 710 corridor.
Our concern is that, due to the proposed high price tag (possibly more than 25% of theentire amount that is anticipated to be distributed) and the fact that the project isnotinthe recommended “Top 11,” it willnotbe funded byMetro. If the project is not fundedby Metro, there may be no other available source offunding to study the feasibility ofthese options for years, if ever.
We respectfully request thatthe City Council repackage the Arroyo Link projectas a $10 million design and build project, recognizing that an alternative routemay be identified and selected as part of the design process.
This funding represents a very rare opportunity to move forward quickly on a number ofimportant projects that will improve circulation and make Pasadena safer, healthier, andmore beautiful. We are grateful that the City is considering these projects and we hopethat the end results take full advantage of the best ideas and designs available.
Thank you for your consideration of our recommendations and requests, and foreverything you are doing for our city.
Sincerely,
Jonah KannerOn Behalf of the Pasadena Complete Streets Coalition
