Dear City Council Members and Staff,
I am a Pasadena resident who is writing in support of the Top 11 Project status of the following Measure R Mobility Improvement Projects:
One of my friends wast-boned by a car earlier this summer, breaking his sternum, two ribs, and puncturing his lung. I think he was lucky to survive this accident. The North/South Greenways would go a long way to prevent tragic accidents like this from occurring.
Please approve the top 11 priorities approved by the Municipal Services Committee and DOT staff. Together, these changes will improve mobility, safety, public health, and sustainability across the entire city.
Thank you!

Measure R Mobility Improvement Projects List
As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/South Greenways to reduce high speed, cut-through traffic on neighborhood streets, making residential areas quieter and safer.
2) Continental Crosswalks to enhance pedestrian safety at more than 100 intersections. 3) Avenue 64 Complete Streets Program to install long-overdue safety improvements on a dangerous road. 4) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the enhancements detailed in the letter from the Pasadena Complete Streets Coalition, to repair two corridors damaged by Caltrans decades ago.
I also support the request of the Friends of the Arroyo Link that the City Council direct Staff to repackage the Arroyo Link project as a $10 million design and build project. I recognize that an alternative route may be identified and selected as part of the design process.
Please approve the top 11 priorities approved by the Municipal Services Committee and DOT staff. Together, these changes will improve mobility, safety, public health, and sustainability across the entire city.
Thank you!

Subject: Measure R Mobility Improvement Projects - Support for Neighborhood Greenways Projects
Dear City Council Members,
My name is Benjamin Yeh, and I am a graduate student at Caltech who lives and works in Pasadena. Thank you to staff for recommending funding for the Neighborhood Greenways Projects. As a constituent who cares deeply about the safety and sustainability of our community, I am asking the Pasadena City Council to preserve the high priority recommendation to fully fund these important projects.
Over 200 Caltech students, faculty, and staff have signed the Wilson For All petition at wilson4all.org, supporting the Wilson Ave Greenway, and asking for this Greenway to use best practices to make it as safe and bike-friendly as possible. Wilson Avenue is used by a large number of Caltech students who walk and bike to campus, and the bike lines are among the most heavily used in the city.
1. Please upgrade the Wilson Avenue bike lanes to protected bike lanes, and extend them a few blocks to connect with the planned bike lanes on Cordova and Union Ave.
2. Caltech owns property on both sides of Wilson Ave, including two large parking garages and student housing. And yet, there are no mid-block crosswalks to connect these properties with the rest of campus, making jaywalking a common practice on this street. Please add a mid-block crosswalk in front of the Catalina apartments, and use raised crosswalks or other traffic calming to make this street as pedestrian friendly and safe as possible.
Thank you!
Benjamin Yeh

Many of the projects listed do not impact areas of our city that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely. We need to work to shape Pasadena into a high quality, multi- modal transportation city. How will we know these projects will achieve this? What metrics will be required to ensure we are headed in the right direction? Can we please work on walkability and beautification in dense, urban areas.
Sincerely,
Mr. Josh Drake

Dear Mayor Gordo and Members of the Pasadena City Council, As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the request of the Friends of the Arroyo Link that the City Council direct Staff to repackage the Arroyo Link project as a $10 million design and build project. This is an amazing and unique funding opportunity that the City will not have access to in the future! As many City Council Members are avid walkers and cyclists, you understand the value of such a project! The Arroyo Link could serve the important function of providing a protected pathway for all community members to walk and bike into our treasured Arroyo Seco.
I am ~lso writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/South Greenways to reduce high speed, cut-through traffic on neighborhood streets, making residential areas safer and quieter.
2) Continental Crosswalks to enhance pedestrian.safety at more than 100 intersections in the City. Approximately three months ago there was a pedestrian who was killed by an automobile in front of my housing complex while he was crossing the street.
3) Avenue 64 Complete Streets Program to install long-overdue safety improvements on a dangerous road. 4) Traffic Calming and Complete Streets Program for Pasadena and St.
John Avenues to repair two corridors damaged by Caltrans decades ago. 5) 11 Zero Emission Transit Buses and charging facilities to move our aging bus fleet into the 21st century.

To the members of the City Council,
I am strongly in support of the staff recommendation for the top 11 projects to be submitted to Metro for Measure R Mobility Improvement Projects.
Pasadena residents, and those who work here and who enjoy the city as visitors, have waited way too long for many of these projects to move forward. The north-south Greenways will create quieter, safer residential streets. Improvements on Avenue 64, St. John and Pasadena Ave. will also make us safer.
On top of that, we are all driving at reckless speeds toward a future that is hotter, drier, less healthy, and more dangerous. Pasadena must do its part to take cars off the road, and the way to do that is to build better pedestrian and bicycle infrastructure.

ARROYO LIN 'K
Re: Agenda Item #18, Measure R Mobility Improvement Project (MIP) Funding Mayor Gordo and City Councilmembers:
At today's Council City meeting, the Friends of the Arroyo Link will be respectfully requesting that Council amend the City's uTop 11" list totaling $335 million for Metro MIP funding to be a uTop 12" totaling $345million, with $10 million for the Arroyo Link.
By now you're all aware of the Arroyo Link project, and you probably also know that DOT did not include the Link in its "Top 10 or 11" list-yet it has devoted time to study the Link proposal and to meet with electeds and advocates, and has acknowledged that, while challenging, it has significant merits as a transportation project, deserving planning and funding; and That TAC approved the list with a note that the Link deserves attention, planning, and f~.mding; and that
MSC did the same, with Committee Chair Wilson asking Staff to study the Link and include it for FY2024 CIP funding consideration.
However, we'd like to point out that DOT's current list of 11 projects already exceeds the MIP's $230 million allocation, by $105 million.
In addition, the "Top Eleven" list was originally a "Top Ten," until DOT upleveled a project. What is the harm of one more project?

According to DOT, Metro has said will only fund projects that include construction. Staff of one Metro Board member has specifically said this is not the case, so we have conflicting information on that.
Rather than quibbling over this, we are also asking the Council endorse a two-phase Link project, with feasibility, design, and construction of Phase I to be funded by the MIP $10 million, with Phase II construction to be funded by a FY2024 CIP allocation.
Let's not keep "dancing around" the Arroyo Link project! Today, Council has an opportunity to deliver on the universal and loud expressions of support it expressed when David Wolf formally presented it to you in November of 2019. As longer-tenured Councilmembers will recall, Councilmembers were so eager to support the project, they spoke glowingly for 15 minutes about it before David even got to the lectern and opened his mouth! Your enthusiasm is shared by the community, which has registered their approval in letters of support, which have actually been generated by a fairly small effort, but which are indicative of the wide support that a larger awareness campaign (which we'd love to have had the resources to mount!) would generate among residents.
We are aware of a vocal few who are opposed to the project-as they are opposed to any City projects they believe to benefit bicycle transportation and circulation.
On looking at the list, one can see why: the Arroyo Link is erroneously categorized and described under "Bicycle Traosportation Action Plan Projects." The Link is actually a walking and cycling path - arguably even more for pedestrians than cyclists.
THE
ARROYO LINK
So we ask that Council direct DOT to correct this and move it to the '' Multi Modal Mobility Improvements" category, and to also correct the project description to characteri.z:e it as a multimodal walking and cycling path.
The Arroyo Link is, among all the projects on the 19 total under consideration, the most inspiring as well as useful. It can really stand as a symbol of not just our practicality in prioritizing circulation through the city, but also of our vision of who we are.
And the time is NOW: with the 2028 Olympics on the hori.z:on, this project needs time to get done, and done well.
Please direct DOT to correct the MIP list, amend the list to include the Arroyo Link, and vote to submit as corrected and amended to Metro.
Sincerely,
Misch Anderson

Re: Please Prioritize Measure R Money for the Most Effectiveness Dear Mr. J omsky,
It's no secret that Pasadena has horrible traffic congestion problems - especially in the center of the city around the train. The original plan to do a grade separation where California crosses the L Line remains one of the worst places to drive, walk or try to ride a bicycle. Instead prioritizing potential solutions to this problem like enhancing local walking and upgrading at-grade signals first and foremost, the Department of Transportation (DOT) has given precedence to a variety of expensive projects for bikes and buses which may not alleviate severe traffic situation in central Pasadena. Hardly anyone in Pasadena is aware that these projects are even being considered as little to no outreach was done by DOT. DOT says it wants to make it easier for Pasadena residents to be able to choose multiple forms of transportation and make it safer to ride a bike or to take a walk.
If this is the case, it is imperative selected projects be need based and provide relief for the most residents as possible. We must focus on serving the area of Pasadena where most residents choose to drive, walk or ride their bikes, not outlying areas where this is not occurring. It is also unfortunate millions of dollars will potentially be used with minimal public input and with no cost-benefit analysis. The city process of selecting these projects was rushed and not properly publicized through community organizations. I urge the city council to require studies to the effectiveness and usefulness of these projects going forward and to prioritize the projects which will produce the best outcomes. We also need to ensure the action on this wish list only occurs with getting more public input and from a variety of residents, not just a small sample of like minded people. I also would like council to address the most critical areas for traffic congestion and to fix the bicycle and pedestrian safety issues where there is the most critical need and where growth is poised to be the most substantial. The list of projects appears to fall desperately short of those goals, but we will only really know the outcome if DOT is required to provide actual traffic analysis and effectiveness for each project. I urge city council to keep DOT accountable and need based when pursing all transportation projects to ensure all mobility concerns and overall safety is properly addressed.
Sincerely,
Mrs. Lisa W eithas

Re: Pasadena Transportation
Dear Mr. Jomsky,
_Many of the projects listed do not impact areas of our city that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely. We need to work to shape Pasadena into a high quality, multi- modal transportation city. How will we know these projects will achieve this? What metrics will be required to ensure we are headed in the right direction? Can we please work on walkability and beautification in dense, urban areas.
Sincerely,
Mr. Heather Drake

Traffic Concerns, Measure R spending list
Once again a lot of money is being put on the table and once again so few of the public get a chance to hear about decisions being made on where to spend the money first for greater public safety. My choice is to look at the entire city first. Observe the problem areas of concern right now from the citizens complaints and start spending those first dollars on today's problem · areas. We all would like better traffic signals working for the street traffic in our neighborhoods.
Those left tum signals are not timed for the traffic in the intersections.Everyone making those turns starts out handicapped because more vehicles continue to tum coming from the other way. Let's solve that problem first with the money in Question. We don't need more bike lanes because bikes have always had the right to use any street in the city right now .Consideration from bikers and drivers and walkers need to play a part in public safety. Drivers of cars and trucks today seem to yield the most on our streets. Unless we make the speed limit for cars and trucks the same as the slowest bike rider there will always be the need for curtiosity from both.
Is the location of another bike lane being considered because of the 710 corridor planning being started or maybe done? It seems as if the west side of town is getting all the planning and the dollars spent for their residents. I guess their city council member doesn't have the ear of the city planners and deciders this cycle.
Mark if you would, could you please pass my comments onto the City Council Members, Mayor and Transportation deciders including our new Pasadena City General Manager.
Thank You again
Richard Luczyski

MIP Funding - Agenda Item 18
Dear Mayor Gordo and City Council Members,
I want to share this article about a "bike bus" in Portland that recently drew 150 elementary school students. Assuming these 150 kids would have otherwise been driven to school, they represent 300+ car trips for both drop off and pick up. Imagine the congestion relief in Pasadena if our students felt safe to bike to school!
This relates to Item #18 on today's agenda because this bike bus is possible in Portland because they have a network of Greenways that make it safe for people of all ages and abilities to ride for transportation.
Some people are opposed to Pasadena adding infrastructure for safe biking because they see it as contrary to their goal of alleviating traffic congestion. But our car-centric streets and all of the car centric "improvements" we've made for decades have not alleviated congestion. The only way to reduce car traffic is to reduce the number of cars on the road, and the way to do that is to give people a *viable* option to use another form of transportation.
I know that not everyone can or wants to bike for transportation, but it only takes a fraction of people choosing to bike to make a big, positive impact on our streets. When I bike around town to do errands, I am very often stopped by people who say they wish they could ride too.
Pasadena could be a great city for biking -- and the result would be a healthier, quieter, and more equitable city. It's long overdue to make it so, and I hope that you can see what our future could hold and do your part to bring about that future.
Thank you!

Agenda Item 18 - MIP Funding
John Avenues, with the enhancements detailed in the letter from the Pasadena Complete Streets Coalition, to repair two corridors damaged by Cal Trans decades ago.
Thank you!

Measure R funding for Wilson Ave
safe ... Report phi sh using the Phish J\1.ert. Bu.tt()n Dear City Council,
As a member of the Caltech community, I am hugely concerned about the safety of people riding their bikes & walking along Wilson Ave. Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built as soon as possible and Wilson A venue can be as safe as possible.
I am one of the over 200 people who have expressed support for the "Wilson For All" concept and we are asking that the city add protected bike lanes and mid-block crosswalks to Wilson A venue. We've been waiting seven years for the city to deliver on its promise to improve safety on Wilson Avenue - NOW is time to get it done!
Please support applying Measure R funding to the Greenways projects, so that these projects can be built soon. And, please support designs that are as safe as possible for people riding bikes and walking in Pasadena.
Thank you!!
