Dear City Council Members and Staff,
As a constituent who cares deeply about the safety and sustainability of our community, I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects:
1) North/South Greenways to reduce high speed, cut-through traffic on neighborhood streets, making residential areas quieter and safer.
2) Continental Crosswalks to enhance pedestrian safety at more than 100 intersections. 3) Avenue 64 Complete Streets Program to install long-overdue safety improvements on a dangerous road. 4) Traffic Calming and Complete Streets Program for Pasadena and St. John Avenues, with the enhancements detailed in the letter from the Pasadena Complete Streets Coalition, to repair two corridors damaged by Caltrans decades ago.
I also support the request of the Friends of the Arroyo Link that the City Council direct Staff to repackage the Arroyo Link project as a $10 million design and build project. I recognize that an alternative route may be identified and selected as part of the design process.
Please approve the top 11 priorities approved by the Municipal Services Committee and DOT staff. Together, these changes will improve mobility, safety, public health, and sustainability across the entire city.
Thank you!

I am writing on behalf of the Social Justice Committee, Pasadena Jewish Temple and Center, to encourage approval of support for funding the Greenways proposals. Sinking money into the East-West complete streets improvements without immediately proceeding to the North-South connectors leaves unresolved the issues for which funding has already been dedicated.
Regular, large-scale groups enjoying bicycling include our members and others in the greater Pasadena area. However the availability of useful, efficient transportation choices is more importantly an issue of economic justice and access.
Improvements to public transit are admirable and welcome, but these improvements need the complementary options for disabled scooter access, safe and comfortable walking, and bike-friendly routes for our residents who need an alternative to the fixed schedules of busses and trains or the challenges of Metro Micro, challenges especially difficult for parents with small children (Micro does not accept riders with children who require but cannot provide car seats, for example).
Please prioritize funds to complete the job, as recommended by staff and the Complete Streets Coalition.
Thank you.

Re: Pasadena Transportation
Dear Mr. Jomsky,
Many of the projects listed do not impact areas of our city that need immediate attention, nor do they work to ensure that Pasadena remains a city where residents can move freely. We need to work to shape Pasadena into a high quality, multi- modal transportation city. How will we know these projects will achieve this? What metrics will be required to ensure we are headed in the right direction? Can we please work on walkability and beautification in dense, urban areas.
Sincerely,
Mrs. Moore Bernadette

Re: Ease Traffic Concerns
Dear Mr. Jomsky,
I urge the members of Pasadena City Council to ensure the list of potential projects will impact the most affected areas of Pasadena and will make a real difference in easing the problems we face with increase in density and failing intersections. We ask you to examine the data for each specific project to determine the best and most impactful use of the funds. We need to make sure the money will be effective in providing for our needs and benefit the greatest number of residents.
Sincerely,
Mr. Stacey Fortner

Re: Please Prioritize Measure R Money for the Most Effectiveness Dear Mr. Jomsky,
It's no secret that Pasadena has horrible traffic congestion problems - especially in the center of the city around the train. The original plan to do a grade separation where California crosses the L Line remains one of the worst places to drive, walk or try to ride a bicycle. Instead prioritizing potential solutions to this problem like enhancing local walking and upgrading at-grade signals first and foremost, the Department of Transportation (DOT) has given precedence to a variety of expensive projects for bikes and buses which may not alleviate severe traffic situation in central Pasadena. Hardly anyone in Pasadena is aware that these projects are even being considered as little to no outreach was done by DOT. DOT says it wants to make it easier for Pasadena residents to be able to choose multiple forms of transportation and make it safer to ride a bike or to take a walk.
If this is the case, it is imperative selected projects be need based and provide relief for the most residents as possible. We must focus on serving the area of Pasadena where most residents choose to drive, walk or ride their bikes, not outlying areas where this is not occurring. It is also unfortunate millions of dollars will potentially be used with minimal public input and with no cost-benefit analysis. The city process of selecting these projects was rushed and not properly publicized through community organizations. I urge the city council to require studies to the effectiveness and usefulness of these projects going forward and to prioritize the projects which will produce the best outcomes. We also need to ensure the action on this wish list only occurs with getting more public input and from a variety of residents, not just a small sample of like minded people. I also would like council to address the most critical areas for traffic congestion and to fix the bicycle and pedestrian safety issues where there is the most critical need and where growth is poised to be the most substantial. The list of projects appears to fall desperately short of those goals, but we will only really know the outcome if DOT is required to provide actual traffic analysis and effectiveness for each project. I urge city council to keep DOT accountable and need based when pursing all transportation projects to ensure all mobility concerns and overall safety is properly addressed.
Sincerely,
Ms. Angela Guzman

I am a business owner in Pasadena on Green Street near Hill and commute to work by bicycle from Sierra Madre. We support our employees to cycle and walk whenever possible. However, many find this option dangerous or simply not accepted by the public.
There is a large community that is ready to use bike paths immediately and many many more that will adopt it over time. It is a classic chicken and egg problem. Build it and they will come, especially if it is safer. A culture will evolve as it has in cities around the world. We have perfect weather for year-round bicycle commuting.
You cannot forecast how many people will eventually adopt cycling for some or all of their trips based on today's observations, though even today cycling is very strong. Consider the very large local cycling club PAA of which there are nearly 500 members. Pasadena may not know it but cycling is already a strong part of our culture. Consider not only the large cycling community, but the regular rides that have occured in and around the city for decades. Witness the numerous stages of the Tour of California that have been through or finished in Pasadena. In fact, the Tour of California, which was by far the most prominent bicycle race in the U.S. finished its final race in Pasadena. Sadly it was cancelled after many years.
Please help to increase cycling in our city through safe bike paths throughout the city. This will ease motor traffic, provide a cleaner city, make people healthier, and begin a culture that will spread to neighboring cities and beyond.
Thank you, Scott Hood

Dear City Council,
As a member of the Caltech community, I am concerned about safety for people riding bikes and walking on Wilson Ave. Please support a high priority ranking for the Greenways Project in the Measure R funding request, so that the Greenways can be built soon and Wilson Avenue can be as made safe as possible.
I am one of the over 200 people who have expressed support for the "Wilson For All" concept available at https://www.wilson4all.org. We are asking the city to add protected bike lanes and mid-block crosswalks to Wilson Avenue, as part of the Greenways project. We've been waiting seven years for the city to deliver on its promise to improve safety on Wilson Avenue - it is time to get it done.
Please support applying Measure R funding to the Greenways projects, so that these projects can be built soon. And, please support designs that are as safe as possible for people riding bikes and walking in Pasadena.
Thank you!
Best,

Dear City Council Members,
I am a young professional who lives, walks, commutes, bikes, and shops in Pasadena. I love our city, but I am very afraid of the danger of speeding vehicles. We have been waiting years for solutions to combat speeding and protect alternate forms of transportation that are not cars. I want to be able to walk and bike safely around my neighborhood and to/from places like Old Town Pasadena and the Rose Bowl. When I do, I am always afraid that I will get injured or killed by a speeding or careless driver.
Even when we get transportation planning engineering and community support, we often face the obstacle of funding. The Measure R funds are an opportunity for which we've been waiting for years.
I am writing to support the Top 11 Project status of the following Measure R Mobility Improvement Projects.
These projects have been chosen with transportation department technical expertise and local community support from the residents like me who would directly benefit. My life would be safer and better with these projects. Please preserve these priority projects.

Re: September 19, 2022 City of Pasadena Council Meeting, Agenda Item #18, related to Submission of a Project List to LA County Metro for Consideration of Measure R Mobility Improvement Project (MIP) Funding in Lieu of the California Boulevard Grade Separation Project Dear Honorable Mayor and City Council,
The City of South Pasadena greatly appreciates our partnership with the City of Pasadena to improve transportation, mobility, and traffic circulation in the region. South Pasadena is currently working collaboratively with Pasadena on the improvements along Columbia Street. We hope to continue this effort as both a partner and a stakeholder on the plans along the Pasadena Avenue corridor, as well as the stub re- visioning plan, as this is a significant source of traffic impacts between the two Cities. Therefore, our City would like to voice its support in favor of Pasadena's move to reprioritize Measure R funding for these projects. We look forward to working with Pasadena to reconnect the area to the local transportation network, improve regional traffic impacts, and offer multimodal transportation opportunities to the community. If you have any questions or comments, please contact me at [email protected] and (626) 460-6392.

Only yesterday another person was the victim of traffic violence in Pasadena. Because of the neglect of its streets, Pasadena is known as one of the most dangerous cities for pedestrians and bicyclists for its size in the state. For many years Pasadena residents have been asking the city to implement smarter and safer street design that is proven to slow down drivers. Measure R funding from METRO is a golden opportunity to begin making badly needed changes.
The Measure R projects have been already approved by both the Transportation Advisory and the Municipal Services committees. Drivers, pedestrians and wheeled mobility will all benefit through building the proposed infrastructure. These include traffic calming design on the north south corridors of El Molino, Wilson, Craig, and Sierra Bonita Aves., more visible cross walks at more than 100 intersections, a traffic calming and complete streets program for Pasadena and St. John Avenues, and a pedestrian walkway from Old Pasadena to the Rose Bowl and middle Arroyo Seco recreation area.
I urge the Pasadena City Council to request METRO to award Pasadena the Measure R Mobility Improvement Project in the order of priority as proposed by Pasadena's Department of Transportation.

It appears the priorities for reprogramming the Measure R (2008) funds have changed starkly since 2018. The closure of the off and on ramps south of Del Mar was #2 in 2018. Now, it is dropped off the list. Instead, a $60 million management building outside the 710 corridor is proposed. This violates the terms of Measure R and the LACMTA's guidelines.
Please postpone the approval of this list.
