SUBJECT: REJECTION OF BID FOR SOUTH LAKE AVENUE PEDESTRIAN

ACCESS IMPROVEMENTS TO GOLD LINE STATION PROJECT
RECOMMENDATION:

It is recommended that the City Council:

1. Find that the proposed action is statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080(b)(5)(project which a public agency rejects or disapproves) and Section 15270 of the State CEQA Guidelines; and

2. Reject the single bid received on August 25, 2022 in response to the project plans and specifications for South Lake Avenue Pedestrian Access Improvements to Gold Line Station Project.

BACKGROUND:

This project provides for First-Mile, Last-Mile streetscape pedestrian improvements from Metro Gold Line's Lake Avenue Station, spanning 1.06-mile south along Lake Avenue, Corson Street to California Boulevard. The project was initially funded through the 2015 Metro Call for Projects and funding agreement executed in May 2020 for design and construction of the project. During the Planning phase of the project, 'Transportation and Public Works staff engaged and garnered support from the South Lake Avenue Business Association, including the commercial businesses along the project, and the Pasadena Complete Streets Coalition. The scope of work includes the installation of a mid-block traffic signal between Corson Street and Del Mar Boulevard for a pedestrian crossing; a new traffic signal at Granite Drive; installation of a new pedestrian-scale lighting system; modifications to the existing "pork chop" island at Union Street; curb extensions and ADA-compliant ramps; and, in-fill street trees.

The Department of Public Works prepared plans and specifications for this project. Bids were requested and received -in accordance with Section 4:08.070 of the Pasadena Municipal Code. On July 28, 2022, a Notice Inviting Bids for Lake Avenue Pedestrian MEETING OF o9 /l 9 / 2o22 AGENDA ITEM NO. __ 6 _ ___ ____ Reject Bid for South Lake Avenue Pedestrian Access Improvements September 19, 2022 ·

_ Access Improvements was published in the local paper and posted on PlanetBids. A totarof 48 vendors downloaded the specifications, of which three were local vendors. A total of one bid was received by the bid opening date, none from local vendors.

One bid was received on August 25, 2022. Upon detailed review of the bid proposal, it was determined that certain unit bid prices significantly exceeded the Engineer's estimate, with the total bid amount exceeding the Engineer's Estimate by 40% and the project's available budget by 25%. Although the Engineer's Estimate was derived from unit costs for materials as experienced on other similar projects last year, material costs have continued to escalate significantly since that time. In addition, due to the general increase in construction activity in the region, contractors are busy and not as readily available to bid new jobs. Therefore, staff is recommending that City Council reject this bid.

Subsequently, staff will value engineer the design of the project to determine whether certain items of work may be modified or eliminated in order to meet the budget. Public Works will then re-advertise updated plans and specifications for competitive bidding in early 2023 anticipating greater number of bids and more competitive pricing.

COUNCIL POLICY CONSIDERATION:

Rejecting the single bid supports the City Council's goal to maintain fiscal responsibility and stability.

ENVIRONMENTAL ANAL VSIS:

Public Resources Code Section 21080(b)(5) and Section 15270 of the State CEQA Guidelines statutorily exempt CEQA projects Which a public agency rejects or disapproves. The rejection of the single bid for Lake Avenue Pedestrian Access Improvements project is statutorily exempt from CEQA per these Sections.
