DISCUSSION AND REVIEW OF SB 959 PORTANTINO; SURPLUS
RESIDENTIAL PROPERTY: USE OF FUNDS: PRIORITIES AND

PROCEDURES
Bill Huang, Director of Housing, introduced the agenda item, provided a Powerpoint presentation, and responded to questions. Director Huang also thanked Dominick Correy and Kristi Lopez, District Representatives for Senator Portantino, for attending the meeting and being available to answer the committee's questions.

Mayor Gordo thanked staff for the presentation in addressing the vacant residential properties and their thoughtful approach in working with Senator Portantino.

In response to Councilmember Masuda's question regarding zoning areas and affordable housing, Director Huang shared that any multifamily affordable housing would have to be built in a multifamily zone, therefore multifamily housing would not be built in single family residential neighborhoods, and California Senate Bill 959 (SB 959) requires that affordable housing be built in the Highest Resource or High Resource Areas, with parcels having the correct zoning.

Chair Madison commented on the volatility of the housing market, the unknown condition of the surplus residential properties, and received confirmation from staff that it is possible to combine the sales net proceeds from the vacant Caltrans-owned single-family homes to generate funds for affordable housing if sold "as is" at market rate with a three to one ratio of three affordable units produced for one market rate unit that is sold.

Following discussion and on the order of the Chair, and by consensus of the Committee, the information was received and filed.
