Hello there,
I would like to submit comment noting that I believe that Brandon Lamar should be appointed as the councilmember representing district 3. Brandan has done incredible work in our community, is the embodiment of "boots on the ground", and he shows up when it matters. He is reliable, trustworthy, and intelligent. He knows the people of this district and he loves the people of his district. His voice is vital to reflecting the values and needs of the community and believe he will be available asset to the council.

With a grateful heart,
Angela T. Lee

Dear City Council Members,
I am writing to address one agenda item and to provide general public comment to the council.

First, in regard to agenda item 16, I support the appointment of Brandon Lamar to the District 3 seat that John Kennedy's passing has left vacant. Brandon won 40% of the vote in District 3 in the last election, which shows that he has the support of nearly half the district's constituents. I think that Brandon brings valuable perspective to the council as a tenant who rents instead of owns a home and as a lifetime resident of Northwest Pasadena. I personally have seen Brandon show up at countless community events in the past three years in support of the Northwest community, and heard him speak eloquently about the issues the district faces, and I believe he is the best candidate the council could appoint to fill the seat.

Second, August 15th, the day of this council meeting, is the two year anniversary of the murder of Anthony McClain by Pasadena Police Officer Edwin Dumaguindin. The administrative review by the police department is ongoing two years later, which is an unacceptable amount of delay. It was deeply disappointing that the LA County DA did not press charges in this case, and it is now the responsibility of the city and police department to ensure that there is accountability for Officer Dumaguindin's actions. Below are the demands from the McClain family and the Pasadena community:

We demand the immediate firing of the officers involved in the murder of Anthony McClain, Officers Mulrooney and Dumaguindin. The McClain family's financial settlement does not equate to accountability or justice. We lift up the McClain family's demands:

Kimberly Jenkins: "Sadly, the money being paid on behalf of the city wilt not bring my son's father back to life. We are still waiting for the officer who shot and killed him to be held accountable." (quoted in the LA Times)
Attorney Caree Harper, who represents the McClain family members: The family hopes citizens of Pasadena will demand that their Police Department commit to reforms to avoid a repeat of the shooting: Stop handcuffing mortally wounded suspects, stop shooting fleeing people in the back, increase the retroactive recording time for body cameras from 30 seconds to two minutes, and stop pulling over motorists for minor infractions (quoted in the LA Times) We demand that the Pasadena City Council agendize the Anthony McClain case.

We demand the City of Pasadena implement mandatory disciplinary action for police misconduct.

Amend the City Charter if necessary.
•We demand fully transparent OIS (officer-involved shooting) investigations; all evidence released to the public within 24 hrs and available until the CIS investigation is complete.

Sincerely,
Margaret Starbuck

My name is Gabriela Perez, a lifelong resident of Pasadena and college administrator. I am submitting my public comment on agenda item #16. As the council acknowledges the vacancy of the passing of the honorable councilmember John J. Kennedy representing District 3 and begins to file to fill the vacancy, I would like to recommend Brandon Lamar to be appointed as City Council representative for District 3.

Brandon has been showing up and doing the work in our community and in District 3. This past election alone, he already received 41% of the vote from the district. He has been dedicated to continuing to the work in his community and I have witnessed this firsthand being part of this city, it's admirable the work he has done to ensure residents have a voice and advocate for the issues that need to be highlighted. Most recently, Brandon has continued to create space and community by mentoring our youth and being an advocate to ensure a better quality of life for residents in our city, and speaking on issues that are important: housing/rent control, resources to better support our education system, public safety, workers and immigration rights.

I fully support Brandon Lamar to represent District 3 as a city council member and ask the council to consider appointing Brandon to fill this vacancy.

Thank you.

Gabriela

As Pasadena continues to mourn the passing ofCouncilmember John J. Kennedy, I send you my sincere condolences for the loss of your colleague and friend.

Ijom with my neighbors today in encouraging you to appoint Brandon Lamar as Councilmember. I supported Mr. Lamar's campaign because I have witnessed his dedication and leadership in action at many community events and gatherings. His commitment to the residents of Northwest Pasadena is indisputable, and I urge you to consider him to fill the District 3 vacancy.

Additionally, I add my voice to the community of people honoring the life of Anthony McClain today, on the two year anniversary of his death. Mr. McClain's murder by deadly force is a shameful part of our city's history. I urge you to discipline and terminate the officers involved in his death.

I live in district 3 and have been a constituent voter in that district for 23 years. I join with all who have mourned the passing of John Kennedy who was an ardent advocate for justice in our community.

I support the appointment of Brandon Lamar to take Kennedy's place. Brandon garnered 41% of the vote in his first run for a council seat, an extraordinary feat given Kennedy's popularity. I think Brandon will bring new energy and and a new perspective to the city council. He has demonstrated his commitment to the community and wilt bring that same dedication to the work of the council.

Thank you for considering this request.

As a Pasadena community member and PUSD parent, I wholeheartedly state that Brandon Lamar should be appointed to the position that he came in 2nd place for and was vacated by John Kennedy's sad passing.

Brandon is qualified and motivated to do the job.

Dear Honorable Mayor Victor Gordo and City Councihnembers:

I am writing in support ofBrandoa Lamar's appointment to the District 3 City Council open seat. Brandon epitomizes community engagement and leadership, he has worked for the betterment of our city for many years. Brandon has demonstrated leadership as fhe Chair of the Human Relations Commission, the Executive Boards of the Pasadena NAACP, and his involvement with the 20/20 Initiative.

As you well know the City Council position is demaiidmg requiring a depth of knowledge in a br&ad area of topics. It also requires soineone that has intimate knowledge of the district they represent. I believe Brandoa has both the ability to synthesize a large array of information as well as an intimate knowledge ofDistrietS community members concems.

As you look across the spectrum of applicants, I hope you will give Braadon more tfaan a quick glance. Brandon had the courage to run for the District 3 position against the beloved John Kennedy.

Wliile he didn't win the election, he received 41.6% of die votes. I believe he is qualified and can meet the challenge of being a couacilmember.

I lend my full support for the nomination ofBrandon Lamar for the Dlstriet 3 City Council seat.

Sincerely,

While I am not a resident of District 3,1 live quite close to its border with District 1, and am anxiously following the appointment process for the late Councilman Kennedy's seat.

Though about 60% of the households in our city rent their housing, none of the current city council are tenants.

A vast swathe of the city is currently unrepresented in its governance. Therefore, I would urge the council to appoint someone who is both a tenant, and who has shown consistent and material support for tenant issues. In my view, that person is Brandon Lamar.

I met Brandon for the first time when I knocked on his door, as I have been doing every weekend for the last year while working on the rent control citizen's initiative. I noticed immediately that he was a kind, engaged, and thoughtful person. I have been happy to work with him on tenant issues in the past few months. Brandon has been on the ground, having conversations with district 3 residents throughout (and before) his election campaign, and I believe he has the pulse of the community and the ability to represent everyone in the district.

I am also concerned about Pastor Lucious Smith's ability to adequately represent the LGBT community in District 3, after learning recently of his support for Prop 8 and banning same-sex marriage in California. It would certainly make me feel unwelcome in Pasadena to know that one of the council members publicly opposed the legality of my own marriage, which was in fact performed in the City of Pasadena! I hope that these issues will be appropriately explored during the interview process.

Sincerely,
Dr. Jane Panangaden

September 9, 2022
Dear Mayor Gordo and members of the Pasadena City Council:

The Democrats of the Pasadena Foothills would like to reiterate our heartfelt sorrow at the unexpected death of Councilmember John Kennedy, a man who has contributed so much to the citizens of District 3 and to all of Pasadena. We are still in shock at his loss.

Given the need, however, for a councilmember to represent the district for the balance of Councilmember Kennedy's term, we respectfully urge you to appoint Brandon Lamar to fill the position. Our club previously endorsed Mr. Lamar on the basis of his close connection to the District 3 community and particularly his work with youth. His active dedication to Pasadena and its underserved residents includes a position as chair of the city's Human Relations Commission, his work with Pasadena NAACP as an executive board member, co-chair of the board of Pasadenans Organizing for Progress (POP), Leadership Pasadena, and Black Los Angeles Young Democrats.

Mr. Lamarwould bring an important set of perspectives and range of experience to the Council. In addition, he has strong support within the community, gaining 41% of the vote in the recent election as a first-time candidate running against a very popular, well- known, and well-financed incumbent. Having run a strong campaign which included knocking on every door in District 3 and talking to hundreds of residents we believe Mr.

Lamar would be the best choice to fill this sudden and tragic vacancy.

Please respect the will of the voters in District 3 and appoint Brandon Lamar to the City Council District 3 vacancy.

Sincerely,
Members of the Democrats of Pasadena Foothills

Dear Mark Jomsky,
Please note the following email was sent last Friday, September 16 to Mayor Gordo and to Council members, or their liaisons, for whom I could find email addresses. I understand by sending a copy of my email to you, you will ensure all members receive my email and that the email will be recorded in the records.

Thank you for your assistance.

Dear Mayor Gordo and City Council members or liaisons,
My husband and I moved to Pasadena from the neighborhood surrounding USC in 2013 the same year John Kennedy was elected to the City Council. I was astounded when I discussed an issue with John early on that he gave me his cell phone number to follow up if I wished to discuss further. Soon, I learned this was John's standard operating procedure as was attending Garfield Heights Neighborhood Association meetings, our annual block party and holding regular community meetings.

Last night, I attended a Town Hall to hear District 3 applicants respond to some excellent questions. In addition to his ideas and approaches, Brandon Lamar spoke about being boots on the ground, my words, not his, when events occur in Pasadena. This was evident when he joined a Moms Demand Action event and walk I attended on Marengo Avenue a few months ago. He spoke about his, unfortunate, first hand knowledge about gun violence. I've been moved by Brandon's experiences, his actions and his ideas.

While I understand the process for filling the seat left vacant due to John Kennedy's untimely passing, I am concerned that voters in the district are unaware the seat is vacant and the process for filling it. I hope you will take into consideration that as a District 3 resident for just shy of nine years, if I had the opportunity to vote in this matter, I would vote for Brandon Lamar to fill the vacancy on both a short and long term basis.

Further, I am fmstrated that not all Pasadena City Council Members have a city email account where to reach them listed on the city website. At last night's Town Hall, the applicants spoke about how they would represent not only District 3 but all of Pasadena. It is my hope that the entire council feels the same way.

Respectfully,
1 Robin M. Snyder

PEACE, JUSTICE, EQUALITY for the 99%
Dear Pasadena City Councilmembers and Mayor Gordo,
We are writing on behalf of the Progressive Asian Network for Action (PANA), an independent, grassroots, multi-generational, all-volunteer organization that mobilizes Asian/Pacific Islanders and allies to advance the interests of working families and communities.

In pursuit of PANA's mission, prominent PANA members have played major roles in such organizations as "Save Our Seniors Network,"a senior healthcare advocacy group rooted in the Japanese American community; and "Neighborhood Safety Companions" in Koreatown, protecting vulnerable seniors, workers, vendors and others on the street from anti-Asian violence and supporting other victims. PANA members are active in African American Reparations efforts, Environmental Justice, and supporting community efforts in the people's struggle for full democracy.

We express our condolences to you and the family members of Councilmember John J. Kennedy on his tragic passing.

In this difficult time, we understand the Council has a duty to appoint an individual to fill the resulting vacancy on the Pasadena City Council.

On behalf of PANA, we urge you to appoint Brandon D. Lamar to fill the vacancy resulting from the tragic passing ofCouncilmember John J. Kennedy.

Lamar's experience as the Pasadena Human Relations Commission Chair is especially important to us. Hate crimes against Asians have been rising for several years, an issue of vital concern to the significant number of Asian residents who live across Pasadena. His ability to build bridges across racial lines as a Pasadena NAACP board member will bring more allies together to stop these incidents.

I think it is about time that we choose a candidate that lives and breathes the community and move away from old time "Experience" or "Deep Pocket" campaigns. Mr. Lamar deserves this opportunity! He has put in the time and effort to fight for what he believes the community needs relentlessly.
