9-29-22 Special Meeting Comments in support of Brandon Lamar and Suggestions for Charter Amendments
My name is Allison Henry and I am a District 3 resident. I write this letter for two reasons: 1) support for Brandon Lamar for the district appointment to serve out the remainder of Councilmember Kennedy's term and 2) to highlight the need for City Charter amendments that would
a) provide for a special election in the event of a victor's/incumbent's death before taking office and b) create a better process should the council not be able to vote overwhelmingly for the appointment. Currently, should the Council not be able to reach consensus or majority vote then the seat is filled by a random draw. Random draw is an easy way to break a stalemate but not a just one. I propose that in the event of the Council not being able to arrive at a clear majority winner through a vote that the Council utilize rank-choice voting. A random draw just seems like a whim in the process. We can do better.

As someone who watches and participates in most council meetings, as well as reads the staff reports, I can count on Brandon Lamar to have done the same. We have discussed items and issues more fully based on both of us reading the reports and attached documents. The incoming council person needs to have this skill set.

Also, I noted that there was NO outreach done to me or my neighbors on behalf of the other two applicants for the appointment. One may not agree with many of my stances (especially on tenants rights and rent control), but I have submitted enough comment and done enough study of Pasadena's Housing Element; Pasadena's City Budget for FY 20- 21, FY 21-22, and FY 22-23; and the City Charter that being hit up for some thoughts would have shown me that all applicants were willing to do their homework . Such outreach by the other two candidates would have been welcome especially given the gender gap that persists on our Council.

I hope you are able to take all of this into consideration as you decide upon the next District 3 representative and that you select Brandon Lamar. He has done his homework. He has done his outreach. And he continues to do the listening necessary to equitably represent District 3. Too many residents in our district are struggling and aren't properly listened to and I think Brandon Lamar can change that. But please also consider efforts to change our City Charter so that we have a better process and say for district residents should this situation occur again.

Thank you for your consideration.

Best regards,
Allison Henry

Supporting Brandon Lamar for City Council District Three Appointment I live in District Three and knew John Kennedy for years as we dealt with ongoing safety issues on my block of Summit Ave. I liked John Kennedy very much because he always took the time to be present for our community for the good and the bad, be it hosting all community meetings after shootings, organising tree plantings, attending block parties and neighborhood association meetings beyond his many legislative accomplishments on City Council.

I came to know Brandon Lamar when he was running against John Kennedy in the primary and initially I was skeptical because I really liked John Kennedy but what I have come to appreciate about Brandon is that same commitment to community. When things happen Brandon is always there even though he isn't even serving in any elected capacity. He attends neighborhood meetings, city council meetings, block parties, to say nothing of his work with the Pasadena NAACP and he has deep roots to this community. Brandon is also imminently approachable and easy to talk to which I think goes a long way in such hyper local politics. Brandon would be a great advocate for our district at city council because he understands this neighborhood and the people who live here.

I wish we had an opportunity to vote and choose our city council member democratically but I hope the City Council weighs all of the factors carefully in selecting an appointment. Thank You and good luck! Joe Fenstermaker

Brandon Lamar is my choice for city council
I write as a long time (23 years) resident of district 3, I support Brandon Lamar to be the councilmember of our district.

He is the only one of the three candidates that attempted to run for the seat, and he garnered a whopping 41% of the vote against a popular incumbent, which is extraordinary! He also has served the city as a member and chair ofthe Human Relations Commission and serves on multiple nonprofit boards in Pasadena. He has worked for the city as well.

He has been an advocate for affordable housing, workers rights, immigrants rights, and police accountability. These concerns reflect our district.

He knows both the city government and the community, so he is the ideal person to serve as our council representative on the city council.

Thank you for considering my statement and the preferences of district 3 constituents.

Support for Brandon Lamar, City Council District 3 Candidate I am writing today in order to express my resounding support for Brandon Lamar for City Council. Not only did he receive over 40% of the vote in the recent election, but he has been a steadfast advocate in the Pasadena community his entire life. I have been privileged to serve with Brandon for two years on the City of Pasadena's Human Relations Commission, volunteer with him as part of POP Pasadena, and see his work with the NAACP profoundly impact our community for the better. I believe he has the best interests of our youth, our BIPOC residents, and our progressive politics at heart and will serve to the best of his ability.

Thank you for your time and consideration.

Sincerely,

Cc: Suzuki, Takako <[email protected]>, Jomsky, Mark <[email protected]> Dear City Manager and Councilmembers,
I would like to support both Justin Jones and Brandon Lamar for City Council District 3. As the owner of My Zero Waste Store, I attended the late Councilmember Kennedy's Turkey Giveaway and gave away refillable laundry detergent and dish soap to community members in need. Councilmember Kennedy was very focused on civic duties. We were also discussing a neighborhood clean-up in his district and currently we are planning a tree planting in District 3 with a $1k grant from the California Clean Air Day Grant. I really see both Justin and Brandon maintaining this community focus and community engagement.. Brandon has always been involved with volunteering in the community and Justin has volunteered for the City on advisory groups and both are aware of community issues and have ideas on resolutions. I think both candidates would represent the community's needs and would benefit the constituents of District 3 and neighboring communities. Furthermore, comments from Reverend Smith have shown that he has little interest or knowledge of community issues and antiquated and onerous thoughts about religion.

I urge you to elect either Brandon or Justin. Please also take the Clean Air Day Pledge and do something good for the environment this Oct 5. https://www.cleanairday.org/pledge/ Mark, please distribute to anyone I missed.

Subject: In Support of Brandon Lamar as District 3 Council Member g the Phish Al
Dear City Council,
My support of Brandon Lamar as the appointed District 3 Council Member comes from three observations:

1. I have watched Brandon in action with his community, and it's an extension of his belief that service is working on behalf of others. He listens. He asks questions. He is not afraid to connect his experience with others' or to call out where he himself is learning from their experiences. I believe he will take the responsibility of representing a district within a dynamic city seriously - acting from a place of caring about the district residents.

2. His choice to run against the late Council Member Kennedy was an interesting one. I don't believe he expected to win. Rather, I believe he ran to offer an alternative for those who maybe disengaged from the civic process due to feeling disconnected from elected officials - or perhaps a degree of apathy. I certainly know he respected Mr. Kennedy's commitment to the council, the district, and the City of Pasadena as a whole, viewing him as a vital support for those who knew and trusted his leadership. But communities change. Residents move in and out, economic stability and cultural fit aren't uniformly shared, and generational differences challenge cohesion. Mr. Lamar identifies as a young leader, but not as a naive one. He understands where the blind spots are in community building and knows people need to be seen and heard to feel like they belong. I believe he put the work in knocking on every door and taking thousands of phone calls to do just that.

3. We are in an era of needed diversification for increased perspective sharing. That includes within city leadership. The socioeconomic status and age of council members varies a bit, but not in accordance with the city's population. I would like to see what adding a Millennial, Black, upwardly striving resident voice feels like in policy-shaping.

My final comment is one of fairness. I believe Mr. Lamar should get credit for jumping into the election process when the people had a vote. 40 percent of the district's vote is not insignificant. For the appointed term, I wonder if it isn't fitting to include the district's vote in consideration. When the seat is up for re-election, let any candidate who believes they can serve the community best put forth the same effort Mr. Lamar did and learn from their own constituents before they speak for them.

Thank you for hearing my thoughts. I appreciate that the council is a group of very passionate and engaged leaders from across Pasadena and will need to carefully consider their own feelings, perspectives, biases, and experience alongside the necessary cohesion of the full group in operating healthily as a representative body for the city's residents. I know this will not be an easy choice for you to make.

Best,

Hello,
I'm a resident of Pasadena's Council District 3 and am writing to urge the city, ahead of the 9/29 discussion, to select Brandon Lamar as my representative .

John Kennedy has left some very big shoes to fill, but I've been very impressed with Brandon and think no one is better qualified to take up the mantle of community advocacy. What I like most about Brandon is his roots in the community: he has grown up in Northwest Pasadena and knows the people and politics of District 3. He's done the hard work of building relationships and addressing issues of urgent concern, including homelessness, gang violence and holding our police department accountable.

I recently attended a debate between Brandon and two other candidates. When I asked a question about rent control -- something I support and want to see in Pasadena -- I was told the topic had already been addressed. I was disappointed that my question wasn't taken (I had asked the candidates to clarify their positions; only Brandon said he supported rent control, while the other two candidates said they supported rent stabilization).

Brandon was thoughtful enough to follow up with me the following day, asking several people whether they knew who I was and getting my number so he could provide an answer to that question -- and several others.

Any council candidate worth their salt would have done the same. But what I appreciated most is that Brandon is responsive -- he was willing to stay on the phone and listen to other concerns, and he is generally available to district residents and engages with them about community issues.

I'm struck by how young Brandon is. He has a tremendous amount of energy; he's the person I think is best prepared to speak for District 3 and find solutions to the many challenges we face.

I would like to see Brandon Lamar as our D-3 representative. He received 40% of the vote running against the formidable John Kennedy. If the incumbent were not so well situated, Lamar would have done even better. We need a younger person , a different perspective.

Support of Brandon Lamar
I am writing to express my support of Brandon Lamar to be appointed as the new councilperson for District 3.

Given his long service to the citizens of Pasadena, his involvement in numerous non-profit organizations, his generational connections to Pasadena, and his service to the community, he is more than qualified to be our new councilperson. Furthermore , he was runner up in the most recent election, securing 41 % of the vote. The passing of Councilperson Kennedy is tragic, but I believe that the appointment of Brandon Lamar could help heal this community and move forward.

Thank you for your time and consideration.

Hello members of the City Council,
I am writing to ask that you appoint Brandon D. Lamar as our city council representative for District 3. Over the years of knowing Brandon, he has shown that he is willing to go above and beyond for his city, and that is exactly what I would like to see in a council member. As a current resident in District 3, it is very important for me to know that the next person who will sit in this seat will be a person who genuinely cares about the needs of his community. Brandon has shown that he not only cares but that he cares enough to want to bring about change! While we did not get the chance to vote again, I am hoping that this email will count as my second vote for Brandon D. Lamar for District 3 City Council Member!!

In my most authentic opinion, Brandon D. Lamar is the only candidate worthy of consideration to represent District 3. I met Brandon at around 17 years old, and he already exhibited the qualities of a faithful leader, a community advocate and public servant. Since my first impression, Brandon has never waned from the qualities I saw in him that day. He has only matured, and grown in his commitment to public service. Aside from the obvious supporting evidence that recognizes Brandon as the only competitor to the honorable John Kennedy in the recent election for Council Member, Brandon is an invaluable asset to the Pasadena community. He generously gives of his time, his energy, his resources, relationships, and is an example of what it means to walk this Earth as a Servant-Leader. It is true that I am a friend to Brandon Lamar, but this only makes my testimony more valid. I have never been one to put my word behind anything I can not stand on. If there is another reasonable option, I am oblivious to the reasoning behind it. I want what's best for this community, and I believe Brandon is exactly that.

Thank you for your time.

Hello,
As a proud lifelong member of District 3, I can not think of a better person to represent our community than Brandon Lamar. He has shown through his perseverance, resilience and never ending commitment that he is more than qualified for the role of city council. I have witnessed him be a role model both in and outside of his community. He is not only passionate about seeing the community flourish as a whole, but he is interested in watering and developing the lives of individuals in the community .

Mr. Lamar is a true example to the members of District 3. He exemplifies an impeccable balance of grace and strength that I believe is needed in governmental roles. As an aspiring attorney, I am familiar with how the law and governmental procedures can weigh on a person both mentally and physically and I believe that Mr. Lamar has the emotional intelligence to execute this position in an effective manner.

It is with great pleasure that I type the aforementioned words of recommendation for Mr. Brandon Lamar and I hope that the city takes the word of its citizens into account when making such a monumental decision. 1 09/29/2022

Dear Mayor and City Council,
I am writing this email to support Brandon Lamar's appointment to represent District 3. My family has called this district home for over thirty years and we have seen the good, bad, and ugly. Even though we have seen some rough days, our good days definitely outweigh our bad because of our outstanding leadership. Mr.

Kennedy has brought us this far but I believe Brandon has the experience, drive, and determination to take continue to do what it takes to make our district thrive.

As you've all heard already, we cannot discount the 41 % of voters who did vote for Brandon because in our democracy ALL votes matter, not just the winning votes. I think it's also noble to recognize that Brandon has empowered more people to vote in the Primary election which showed to be the most votes our district has ever seen.

Lastly, as a Latina, I appreciate the work Brandon has done to bring solidarity to our community. He works with the local community groups and organizations to advocate for everyone in our district especially those with fewer resources.

Brandon took the initiative before he ran for office to advocate and address the concerns of my neighbors.

These concerns have been affordable housing, addressing crime/violence, and the safety of pedestrians walking to school.

Please please please appoint Brandon Lamar.

Sincerely,
Esther V.

Greetings,
As a resident of district 3 I believe the vacancy of the City Council should be filled with someone who cares about the safety, wellbeing, and economical development and stability of the residence within the district. The City Council should have government experience, an established relationship with the community, local business/organizations, understanding of the diversity, as well as culture, values and the needs of the residence.

I believe Brandon Lamar meets those characteristics. He attended PUSD, lives in the district and has been actively serving the community in many capacities for several years.

He is helping to bridge the gap between millennials and Gen X to make sure both generations are valued. His objective is to decrease city violence, improve economical growth and advocate for everyone within the community rather they are of the upper or lower economic status.

I wish to express my support for Brandon Lamar for the open District 3 seat on the city council.

He knocked on my door on Summit Avenue when he was campaigning for the seat, and I saw him multiple times around the area while he was out campaigning. I was thoroughly impressed with his enthusiasm, work ethic, organization, and tenacity. It was not an easy feat to oppose the Honorable Councilmember Kennedy, who was well loved within the district. However, he believed in fresh ideas, and will continue to bring new ideas and a unique perspective, if chosen for the seat.

His background as a generational resident of Pasadena, and experience already working with city government as the Chair for the Pasadena Human Relations Commission, as well as his connection with multiple local non-profit organizations (such as the Pasadena NAACP and Pasadenans Organizing for Progress), gives him the knowledge and reputation needed for such a position. His experience is unmatched amongst the candidates for the District 3 seat.

Thank you for your time,

To Mayor and City Council:

My name is Aja Grant, and I am a resident currently living in District 3 of Pasadena. I have lived in this beautiful city all of my life. But I have lived in this district for going on 7 years. I love this city and I believe in its future. But there are things that need to be attended to and minded by people who also know this city firsthand. That person is Brandon Donte Lamar. I have watched him into an amazing man of valor and integrity most importantly. He leads our youth including my son, in and through the challenges and accomplishments in life, and he is exceptionally concerned for the wellness of this city.

That is the perfect recipe. Care for our children, and a plan to help this city truly thrive in the ways that we KNOW IT CAN! I fully support, and hope to see Brandon Lamar at the forefront of District 3's support and village. Thank you for your time.

To the Honorable Mayor Gordo and Members of the Pasadena City Council, On Thursday, September 29th, the Pasadena City Council will appoint a Councilmember to fill the vacancy left by the passing of John J. Kennedy.

Councilmember Kennedy was a pillar of our community and embodied a life dedicated to public service that we highly value in Pasadena . The Council should appoint a person to fill this important seat with someone with a similarly strong commitment to the needs of the District they serve.

Since last year, I have had the pleasure of getting to know, interviewing, and supporting Brandon Lamar. A community advocate, Brandon has shown time and time again his dedication to the people of District 3. As a candidate for City Council , he championed the idea of one Pasadena - a place not divided by Council boundaries or neighborhoods but one where all people view themselves as a critical part of our city and a place where all can succeed and thrive.

Brandon's experience with youth engagement and leadership as the Chair of Pasadena's Human Relations Commission and as a Vice President of the NAACP Pasadena are just a few examples of the positive impact he has already made and are glimpses into the future he wants to build for the residents of District 3 and all of Pasadena.

I believe that Brandon has the skills and passion for working with diverse groups to create collaborative and constructive policy that moves Pasadena forward. For this reason , I support Brandon and encourage the Pasadena City Council to select him as the next City Councilmember for District 3.

Sincerely,
James De Pietro

Why are we having to go through a process of appointing a person to represent district 3? We had an election , Councilmember Kennedy won. The candidate Brando Lamar received about 40% of the vote, he qualified, he did the work, he walked our neighborhood, he raised the necessary campaign funds and paid for his campaign etc., and now, due to circumstances no one thought would happen, the only option being proposed is to allow the setting councilmembers to select from the 3 individuals who expressed an interest, 2 of which did not campaign for the position, until the "process" was determined or agreed upon, rarely seen or involved in 'their" community etc.,.

Logic/common sense says Brandon Lamar has paid the price legally through a legitimate election , that he should be selected and is the best choice for District 3. What is it that the councilmembers are looking for in the person they are being given the power to select a representative for the district 3 residents? Shouldn't the residents select who we want to represent us? Not to take away anything from Pastor Lucious Smith and Justin Jones, many of the residents know of them, but not how or why they could be the best choice for district 3? Why even have an election if council can decide who is the best choice for a particular district? I do not believe it would happen in any other district.

Please do the right thing and select Brandon Lamar to represent District 3. Thank you.

Sharon S.

It would be a true disservice to select anyone other than the most qualified candidate for the District 3 seat. The only candidate is Brandon Lamar. This young man has shown that he is willing, able, capable, and prepared for the challenge of fair and positive leadership in District 3 and the City of Pasadena.

I know of the other candidates, but have not seen them at community or city events unless they were on program. Brandon has been reachable and willing to listen to us as residents even before he official ran for the seat. He is what our Council needs at a time such as this.

I implore you to select the candidate who will serve the people and city - Brando Lamar Ms. Towns

CiTY CL.EHi< Mayor and City Council, CJTY OF Pt\Sl \DEN:\ Respectfully, I submit my support of Brandon Lamar for the District 3 Council seat, left vacant by the passing of the Honorable Councilmember John Kennedy.

The three candidates being considered for the position are notable city residents in their own right, but only one has been:
• an active, long term (from a young age), visible, community involved, knowledgeable of community needs and how our city's political structure is managed,
• listens to the voices of District 3 and Pasadena residents as a whole - profit and non-profit, mom and pop shops to major businesses,
• is and has volunteered and served on numerous City commissions, • an advocate for affordable housing, worker and immigrant rights, • on the board of several non-profit organization,
• not to mention Brandon stepped out on faith to run against the notable long-term District 3 incumbent and received over 40% of the vote, • able to connect, communicate and work with city youth and young adults • has well thought-out ideas to improve homelessness and community/police relationships
• committed to serve District 3, the City of Pasadena, and encourage community input
• and so much more.

Brandon has proven and shown his desire and commitment to serve the District 3 residence and the city by being a known active (internally and externally), visible, accessible, respected, knowledgeable candidate capable of coming in and serve to the best of his ability.

Thank you

LETTER OF SUPPORT FOR BRANDON D LAMAR
Dear Mayor and City Council Members:

RECEIVED
2022 SEP 28 PM 3: 3 I
I fully support the appointment of Brandon D. Lamar to the District 3 seat. Brandon has been actively involved and is familiar with the issues facing District 3 and the City of Pasadena. He has been a strong advocate for those that are most in need in our community. I've witnessed his dedication to serving Pasadena as a whole. I appreciate that he worked very hard to connect with as many District 3 residents as possible to hear their concerns.

Watching Brandon grow up in this community. I am proud of his achievements and his willingness to stand in the gap for others. I don't need to go through his resume with you all because I'm sure you've heard it already.

As a resident of District 3, I respectfully urge you to appoint this hard-working young man to serve as the next representative.

Thank you for your time and consideration.

Sincerely,
Marcus Washington

Hello. I have been a District 3 resident for over 20 years. Branden has been one of the constant people in my life as I joined the same church that he attended. As Brenden grew, he became a strong youth leader in the church and a mentor in the community. I had two boys who grew to love and respect his leadership.

I have always known him to be a positive force who supports what is right and fair in my personal village as well as the District 3 community.

Sincerely,
Minister Zina Chapman

To Whom It May Concern:

I am sending this email to express my appreciation and gratitude for the work Brandon Lamar has done in our community.

The past two years have been very traumatic for our community. After eulogizing Anthony McClain, I made a commitment to those in attendance that I would make myself available to our friends and community by keeping hours at La Pintoresca Park from 5-11pm each day for one week. During that time I was able to hear the hearts of those who were hurting as well as provide pastoral counsel to many who were lost.

During my time at the park Brandon Lamar would frequently come and sit with me. His knowledge of our community and friends was impressive and helped me make genuine connections.

He has backed his words with actions and would be an exceptional choice for Council member of district 3.

The City Council has a very serious decision . I'm thankful that you have a solid slate of choices. I just wanted to affirm the work that Brandon Lamar has already done and what O know he will continue to do for our community.

Please feel free to contact me if further discussion woulds necessary.

Blessings,

The Attachment contains the list of attributes the person should have to be appointed to fill the vacant District 3 Council position. All cautions should be taken to ensure that the person appointed has the welfare of District 3 residents coupled with the overall welfare of City of Pasadena and not someone seeking to fill their own personal agenda and ego.

Secondly, influences related to your decision should come mostly from District 3 residents. Keep in mind that none of the existing Council Members reside in District 3 and therefore, not have the influences for decision to appoint come from outside of District 3 ..
