In agreement with this commercial solar contract located in Riverside County. Local sources of clean energy are critical.
More should be done on solar for water pumping as well as building sited solar to add local resiliency.

Dear Pasadena City Council members,
Please authorize the agreement to buy 39 megawatts of solar energy and battery storage from Sapphire Solar, LLC to help achieve the goals of UN COP27.
I'm proud of Pasadena's environmental forward thinking. Our composting, alternative energy options, and magnificent trees are all part of what make our city so liveable. The more of this we can do, the more desirable a city Pasadena will be going forward into the climate change future.
Thank you.

Members of Pasadena City Council,
I'm writing to you regarding Agenda Item 19, the contract with Sapphire Solar.
The Paris Climate Agreement is an agreement between countries to limit GHG emissions to limit warming well below 2C and pursue efforts to limit warming to 1.50 (https://unfccc.int/process-and-meetings/the-paris-agreement/the-paris- agreement]. According to the IPCC SR5 report, the difference between 2C when compared to 1.5C is substantially more poverty, extreme heat, sea level rise, habitat loss, and drought. [https://www.ipcc.ch/sr15/1 Now quoting the Intergovernmental Panel on Climate Change (IPCC), an authoritative source on climate science, "Global GHG emissions in 2030 associated with the implementation of Nationally Determined Contributions (NDCs) announced prior to COP26 would make it likely that warming will exceed 1.5°C during the 21st century. Likely limiting warming to below 2°C would then rely on a rapid acceleration of mitigation efforts after 2030. Policies implemented by the end of 2020 are projected to result in higher global GHG emissions than those implied by NDCs." and "This implies that mitigation after 2030 can no longer establish a pathway with less than 67% probability to exceed 1.5°C during the 21st century". [https://www.ipcc.ch/report/ar6/wg3/downloads/report/IPCC AR6 WGIII SPM.pdf] "Reducing GHG emissions across the full energy sector requires major transitions, including a substantial reduction in overall fossil fuel use, the deployment of low-emission energy sources, switching to alternative energy carriers, and energy efficiency and conservation. The continued installation of unabated fossil fuel infrastructure will 'lock-in' GHG emissions." [https://www.ipcc.ch/report/ar6/wg3/downloads/report/IPCC AR6 WIII SPM.pdf] "Without a strengthening of policies beyond those that are implemented by the end of 2020, GHG (greenhouse gas) emissions are projected to rise beyond 2025, leading to a median global warming of 3.2 [2.2 to 3.5] °C by 2100." [https://www.ipcc.ch/report/ar6/wg3/downloads/report/IPCC AR6 WGIII SPM.pdf] Now, referring to the following charts presented by the IPCC:

We can see that at 3.2C of warming there is a very high likelihood of unique and threatened systems, extreme weather events, distribution of impacts, and at least a high probability of global aggregate impacts and large scale singular events. Further, a very high likelihood of heat-related morbidity and mortality, and ozone-related mortality. [https://www.ipcc.ch/report/ar6/wg2/downloads/report/IPCC AR6 WGlI SummaryForPolicymakers.pdfl Examples of key risks of climate change to North America are:
- "Climate-sensitive mental health outcomes, human mortality and morbidity due to increasing average temperature, weather and climate extremes, and compound climate hazards - Risk of degradation of marine, coastal and terrestrial ecosystems, including loss of biodiversity, function, and protective services
- Risk to freshwater resources with consequences for ecosystems, reduced surface water availability for irrigated agriculture, other human uses, and degraded water quality - Risk to food and nutritional security through changes in agriculture, livestock, hunting, fisheries, and aquaculture productivity and access
- Risks to well-being, livelihoods and economic activities from cascading and compounding climate hazards, including risks to coastal cities, settlements and infrastructure from sea level rise" [https://www.ipcc.ch/report/ar6/wg2/downloads/report/IPCC AR6 WII SummaryForPolicymakers.pdf] Thus, I am in support of the contract with Sapphire Solar as it will provide 17% of PWP's RPS portfolio and will bring us one step closer to 100% carbon free by 2030.
2 However, this does not yet go far enough. As quoted above, continuing to emit carbon dioxide through burning fossil fuels beyond 2030 will lead to significant disruptions in human health, food security, water security, our economy, and our planet.
In the words of the United Nations Secretary General, Antonio Guterres, "We need all hands on deck for faster, bolder climate action. A window of opportunity remains open, but only a narrow shaft of light remains... We are getting dangerously close to the point of no return. The global climate fight will be won or lost in this crucial decade - on our watch. One thing is certain: those that give up are sure to lose. So, let's fight together - and let's win." [https://www.un.org/sg/en/quote/2022-11-07/265863]
Pasadena City Council must immediately direct Pasadena Water and Power to go carbon free by 2030 before the assumptions are set in the Integrated Resource Plan in January 2023.
Best,
Sam Berndt

Dear City Manager, Councilmembers and City Staff,
I have been paying close attention to the UN Climate Summit (COP27) and 1 realize this year will be another year that we continue to do little to address the climate crisis. During this last week I have been looking at the Carbon Emissions by Country. It more than scares me to think about how much CO2 we each unknowingly emit in our day to day activities, and our lack of understanding between the relationship of these activities with fossil fuel consumption and their associated emissions. There has been little local leadership on mitigating the impacts of the climate crisis including ravaging fires, reduction of biodiversity, dissemination of California wildlife and their habitats, and inarguably the influence on the drought and the many daisy-chain impacts it will have on other species, soils and habitats.

Dear Mayor Gordo and Council Members,
As local constituents who care deeply about the health of our community, I urge you to support Agenda Item 19 and accelerate the City's transition to clean power.
Over the past few years our neighbors in South Pasadena, Sierra Madre, Alhambra, and unincorporated Altadena / East Pasadena have implemented (or committed to) a 100% clean power standard. Meanwhile over half of the electricity used in Pasadena in 2021 was generated from coal power. The statewide average was 3%.
The cost of clean power and storage such as solar and on-shore wind is now more affordable than any form of polluting, fossil fuel energy. Now is the time to expedite our transition to clean energy. Please take this first step and direct staff to prioritize an accelerated transition to 100% clean power in the ongoing Integrated Resource Plan process.

Please support Agenda Item 19 and accelerate the City's transition to clean power. Because in Pasadena we need cleaner, non-toxic air for the health of our communities and we need to join nations around the world in mitigating the global climate emergency of runaway climate change, it is unacceptable that in 2021 coal power generated over half of the electricity used in our city! Why are we so far behind the statewide average of 3% coal power usage and also far behind many of our closest neighbors in implementation of a 100% clean power standard.

The Building Electrification Coalition supports and commends the PWP for its proposal to enter a contract to purchase solar power from the Sapphire Project in Riverside County. We appreciate the Municipal Services Committee's recommendation to approve the contract.
Electrifying our buildings is an important step in transitioning to a carbon free city. Transitioning the power source to those buildings to renewable energy is of the utmost importance. This proposal is a welcomed step in that direction.

Dear Mayor and Councilmembers:
This past week the Secretary General of the United Nations made the following statement at the COP 27 meeting in Cairo: "We are on a highway to climate hell with our foot still on the accelerator." In Pasadena, the same applies except that we are also blindfolded.
Although we appreciate the Sapphire project, its daily infusion of 39 MWs of solar powered electricity, plus battery storage, is only a tranche of what we need, and neither the Council nor the public have the information necessary to know how we will get the balance.
This Council is blindfolded because it lacks information about the Integrated Resource Plan process, what scenarios will be modeled, what assumptions, what balance of local and remote generation, and what options exist for using money from the Inflation Reduction Act. We understand that PWP plans to eliminate Net Energy Metering, the major incentive for local rooftop solar. Is the Council looking to see how that will affect our plan to increase renewable power supply?
The public is blindfolded because the citizen body--the STAG, that is supposed to be our way of being engaged in our energy planning process--has been stalled for almost 2 months by politics.
Is this fiduciary body looking at where we are going? Or is it all a blur that we hope someone at PWP and outside consultants will put into focus as the future of our children whizzes by? PASADENA 100 calls on this Council to take off the blindfold, require more information from PWP about the scenarios to be modeled, how they will use federal and state funding, and how distributed generation will help us make our transition to clean energy. Please regain public confidence by refusing to stall and stuff the STAG.

Dear Mayor Gordo, District 5 Council Member Jess Rivas, and all Council Members, I had the privilege of serving on the Stakeholders Advisory Group for the PWP's Integrated Resource Plan in 2018. At the conclusion of the meetings STAG members were assured that PWP would be able to keep the greenhouse gas emissions in its energy portfolio at minimal low levels. Apparently that has not been the case. Nearly half of the electricity used in Pasadena in 2021 was generated from coal power. The statewide average was 3%.
As a local constituent who cares deeply about the future health and livable of our community, I urge you to support Agenda Item 19 and accelerate the City's transition to clean power.

We write to urge the City Council to support the contract with Sapphire Solar in your vote today. It will provide 17% of PWP's RPS portfolio and will bring us one step closer to becoming 100% carbon free by 2030.
We are homeowners and chose our home because it had solar panels. Everything that can be done to expand our reliance on renewable energy - especially solar energy - must be done immediately. Pasadena residents should be supported in every way possible to change to renewable energy. Solar customers should be rewarded for their efforts to reduce carbon in our atmosphere.
Thank you for your commitment to making Pasadena sustainable, Rachel & Dave Ryan

Dear Members of the Pasadena City Council,
I am writing in support of Agenda Item 19. As a resident of our shared planet and more specifically of Pasadena, I do my best to make choices that will preserve the beauty and bounty of nature that we have been so fortunate to enjoy.
Some choices cannot be made by individuals, but must be made together. Transitioning to 100% renewable energy in this decade is one of the choices that we must make together. I am therefore happy to see the Sapphire Solar proposal, and I hope that the city council will approve it.
Thank you,

To: Mayor Gordo, Members of the Pasadena City Council
The contract for additional solar power from the Sapphire facility to partially satisfy Pasadena's electricity needs is welcome but inadequate. We need bold and comprehensive action on every level to transition from the "highway to hell" described at the COP 27 meeting in Egypt this week. Pasadena needs to step up to our responsibility for a livable and sustainable climate future as demanded by Pasadena 100 and other groups of knowledgeable and committed neighbors. The delay, obfuscation, and outright undermining of citizen input by the council is outrageous. Pasadena needs immediately to return to the promise of a legitimate STAG, a promise on which you have reneged and continue to politicize.

Dear Members of Pasadena City Council,
I am writing in support of Agenda Item 19: the contract with Sapphire Solar.
At Polytechnic School where I serve as the Environmental Sustainability Manager, we recognize that climate change is the most consequential threat facing humanity. We are prioritizing climate action and actively taking steps to decarbonize our campus by 2030.
Electrification is a key strategy, but we need clean electricity from PWP in order to meet our carbon neutrality goals.
The City of Pasadena must act now to address the climate crisis on as many fronts as it has at its disposal, especially directing city staff to do all they can to secure 100% carbon free energy sources for our public utility. With electricity making up about 25 percent of the United States' five billion or so tons of yearly emissions, decarbonizing the grid is essential.
The Sapphire Solar contract is an important step in the right direction. I commend PWP for the Sapphire project and encourage the Council to approve it. I also hope to see many similar clean energy contracts in the near future.
Respectfully,
Laura Fleming

I commend PWP for investing in the Sapphire Project. It is a solid beginning. I understand that converting from old systems to new innovations is costly and involves risk. If PWP and the city council make informed decisions after broad research, more alternative energy sources can and must be chosen. That risk will be far less than staying our current energy source.
COP 27 is once again informing the world about the catastrophic road we are on.
I ask PWP, our city council and city manager, and Mayor Gordo to research deeper and take smart, educated risks to invest in alternatives to fossil fuels. Again, Sapphire is a solid beginning. Thank you.
Residents will clearly support you if you do.

Distinguished Mayor and Council Members:
COP-27 is underway. The clear take-away message is rapid decarbonization or perish. Can we, in Pasadena, accomplish that?
Recent electric grid modeling (performed at significantly higher fidelity than the legacy models employed by utilities) shows that lowest cost grids will include utility scale solar and lots of rooftop solar (including battery storage)*. An abundance of rooftop solar allows for more utility scale solar without the need for massive distribution system upgrades. In other words, rooftop solar provides utilities with the flexibility to manage peak loads without requiring expensive, seldom-used, fossil-fuel peaker-plants. A clean grid is still a reliable grid. *The modeling considers power distribution system as a multi-parametric system to be optimized (everything between the energy source and its point of use). rather than the legacy method of treating the grid as a single, undifferentiated "load". Optimizing for local solar on a 100% clean grid can reduce California ratepayers bills by $4 billion dollars per year, vis-a-vis utility-scale only [Vibrant Energy https://clean-coalition.org/wp-content/uploads/2021/03/How-local-solar-and- storage-will-save-Californians-billions-webinar-02 rf-11-Aug-2021.pdf] So the answer to the question is 'Yes' - we can do it and moreover it'll be affordable. But the transition will take leadership and an acknowledgement that the predictions coming from the scientific method are powerful and accurate.
Best regards,
Robert Haw

Dear Members of the City of Pasadena Municipal Services Committee, Please consider entering into the contract with Sapphire Solar, LLC as recommended by PWP.
The climate crisis is urgent. We can be a nationwide leader here in Pasadena by continuing to exercise all green or sustainable options as this one moving forward. With the world stage currently gathering at COP 27 and making this year one of action, we can make the same changes here in Pasadena.
We are a wonderful city with so much to grow on with progress.
Thank you kindly,

Hello,
My name is Chris Peck. I live at in Pasadena.
I would like to support the purchase of more solar power, to facilitate 100% renewable power in the PWP portfolio by 2030 or preferably sooner.
If Sapphire is the best contract available at the present time given purchase price and wheeling charges, etc, then I support that contract.
I would also like to suggest that the City invest in ground mounted, roof mounted, and parking canopy solar within the city limits to reach the balance of the 100% renewable goal.
Third party financing is available so that these projects can be achieved without direct City investment, and energy can generally be secured at lower rates to the City than would be paid for electricity delivered from outside the City via long range transmission lines.
Local generation will also add to reliability, especially is paired with battery or other storage.
I would also say that the City's fleets of vehicles should be transitioned to electric vehicles in the near future.
Resale rates are great right now for the recently purchased gas powered fleet vehicles! Fuel costs will be eliminated with home-grown solar energy. The vehicles can also be charged during peak generation times, which can be offset from peak demand times of day, thereby reducing the peaks in demand relative to generation.
We are fortunate to live in a City with visionary people and institutions, such as CelTech, JPL, Idealab, Art Center, and others. We can and should lead the way with respect to engineering achievement and innovation. We should join the clean energy future quickly, so we can catch up with all the other jurisdictions in the world that are ahead of us in this respect. Solar is no longer cutting edge, but it is cheaper than fossil fuels in most scenarios and will lead us to a low carbon future and give the planet a chance to recover from the impacts of the industrial age. After we have accomplished that, then we can turn our attention to even more innovative solutions coming down the pike Chris Peck, Principal
