Good evening, Mayor and City Council Members,
It has been my honor to serve as a member of this Task Force under the brilliant leadership of Dr.
Vera Vignes. I have been an early childhood educator for almost 50 years. The accomplishment of the City of Pasadena to adopt a Policy in 2015 to address the needs of our very youngest citizens and their families was admirable, highlighting the critical importance of those early years for the well being of the children and the well being of our community.
And, seven years later, it was time to revisit that Policy, especially given the historic nature of our shared experience of the pandemic. The revised Policy being presented to you this evening is our very best thinking based on current research and input from community stakeholders.
I urge you to unanimously adopt this revised Policy and the recommended actions and set the wheels in motion for its full implementation so that the goals of the Policy will be realized with the City of
Pasadena being recognized as a champion for children in their most formative stages of development. The well being of our community depends on meeting the needs of children from birth to 5 years and their families. If we can do this effectively and strategically, our children will flourish and our community will be transformed.
Sincerely,
Toni Boucher
