FUNDING TO THE POLICE DEPARTMENT'S FISCAL YEAR 2023
OPERATING BUDGET FOR USE OF FORCE AND DE-ESCALATION
TRAINING
Jason Clawson, Interim Chief of Police, introduced the item, and Bill Grisafe, Police Commander, provided a Powerpoint presentation and responded to questions.
In response to Mayor Gordo's inquiry about the training technology effectiveness, Commander Grisafe stated that training platform is relatively new and meets the criteria set forth by POST (Commission on Peace Officer Standards and Training), which set minimum selection and training standards for California law enforcement.
In response to questions regarding the vendor, Roger Roldan, Police Sergeant, stated that the platform is administered through Performs Labs, a start-up company based in Irvine, California that has been operating for approximately four years, originally focused in the field of professional athletics, with the technology designed to provide a certain amount of exposure to an event or experience, allowing the trainee to make faster and better decisions through repetition.

In response to questions by Mayor Gordo regarding the training format, Sergeant Roldan responded that the Use of Force and De-escalation Training Pilot Program is administered through the California Board of State and Community Corrections (BSCC) and the guidelines they provided were specific to: (1) Prioritizing mobile platforms, so that officers' use would be more frequent; and (2) Using body-worn camera footage as part of the training experience. This program is the only POST-certified training program that fulfills both mandates. Commander Grisafe added that the pilot program is new for the state of California through POST and there are no other programs that the Police Department is aware of that provide the type of training that meet all the criteria.
Councilmember Madison spoke on the horrific crash near the Los Angeles County Sheriff's Training Academy and Regional Services (STARS) Center, and expressed his support and well-wishes for Pasadena Police Recruit Velasquez and all the other victims in Academy Class 464.
Councilmember Madison requested that staff present the information to the Community Police Oversight Commission to keep them well-informed about the program, as they are very interested in de-escalation as a Police Department policy and practice in policing.
Councilmember Hampton commented on the importance of de-escalation training and using every tool available to better train Police Officers in carrying out the duties associated with their work.
The Committee requested that staff return at a future meeting to provide a short presentation and demonstration of the training program for the benefit of the Committee members and the public.
Following discussion, it was moved by Councilmember Madison, seconded by Councilmember Hampton, to approve the staff recommendation, and forward the item to the full City Council for consideration:
