advice, recommendation or counsel independent of the
control and direction of the City or any city official
other than normal contract monitoring and the
consultant possesses no authority with respect to any
City decision beyond the rendition of information,
advice, recommendation or counsel.
Relate to the daily decision-making process of
the City and the Consultant plays a role in the actual
decision-making process of the City.
