CITY CLERK
Our Voices Matter District 3 CITY OF PASADENA
The selection process by City Council to appoint a representative to fill the open seat for District 3 was flawed on many levels. Based on the results of their selection many City Council Members chose to ignore the voices and wishes of District 3. Brandon Lamar received a total of 89 letters of support sent to Council, of which 44 were from District 3 residents, more than double the number for the next candidate. Also he received 13 speaker card phone call ins. Both the letters and speaker cards cited Brandon's on the ground grass roots community involvement and support for the issues important to the residence of District 3.
In addition and in accordane with requirements to be considered a qualified applicant, candidates must gather a minum of 25 signatures from registered voters in District 3; Mr. Lamar turned in 300 nominating signatures, two to three times the next candidate.
Based on the facts pertaining to the City Council stated selection process, it becomes clear that Brandon Lamar had oerwhelming support from not only the citizens of District 3 but citywide as well. Many of the members of the Pasadena City Council chose not only to ignore this support during the selection process but did not take into consideration that Brandon, unlike the other two candidates, had the courage and commitment to put his name in the Democratic Electoral Process. He took his message to the voters of District 3 and was able to receive 41% (1081) of the vote. Yet some members of Council chose to suppress the importance of him running against an incumbent, being outspent by a huge margin and still resulting in suprisingly enormous support from voters of the District.
Some residents of District 3 are meetig not in support of or against any of the candidates that applied to fill the vacant Council position. Rather it is because of 12/15/2022
Item 3
the concerns for long-term, inherent dangers, if the process used in the recent appointment SHOULD GO UNNOTICED AND BE ACCEPTED. MANY OF THE RESIDENCE OF DISTRICT 3 WILL CONTINUE TO CHALLENGE THE PROCESS.
The question is will Councilmembers make a decision based on the priorties of District 3 as decided by its residents. Additionally a change in the Charter is needed for more safeguards against backroom deals that could involve a few members of the Council in plots like THAT WHICH RECENTLY OCCURED IN LOS ANGELES.
Regardless of the Council appointmnet decision two members, Steve Madison and Jessica Rivas, stated for the record that they considered the vote a rejection of the will of the people of District 3.

I am a voter and resident in District 3. I reside at :
Pasadena, CA 91104.
It is requested that Brandon Lamar be appointed to fill the vacant District 3 Council seat. He has demonstrated a commitment to address the issues important to the majority of the residents of District 3. He is visible and involved with the issues of homelessness, public safety, affordable housing, quality of life, police and community relations, and public education, not only in District 3, but the greater Pasadena area.
The last process used to fill the vacancy wrongfully excluded the input from a majority of the residents from District 3 that responded in making the appointment. It is hoped that it will be different this time. District 3 residents should have a major say in who will represent them for the next two years and not have outsiders make that decision for them..
Respectfully submitted,

Dear Mayor and City Council,
My name is Allison Henry and I am a District 3 resident; resident of and former board member of the Garfield Heights Neighborhood Association. I was also appointed by Mayor Gordo to serve on the Housing Task Force to work on the housing element and am a co-founder of the San Gabriel Valley Tenants' Alliance. This letter is in support of Brandon Lamar for the District 3 appointment to serve the late Councilmember Kennedy's term.
In my opinion, Brandon Lamar is more qualified to equitably represent District 3. Too many residents in our district are struggling and aren't properly listened to at council and I think Brandon Lamar can change that. Brandon Lamar's showing in the last election and the public support he has brought to bear are not being taken seriously enough by the council.
And I am sure that Mr. Jones is a capable human being, but I will state here that I am uncomfortable with the length of time or lack of length of time, Mr. Jones lived in District 3. Many of us feel that it is so easy for wealthier and connected classes of people to walk into power, and that this council process continues to facilitate that unequitable and harmful process. I hope this can at least serve as a reflection point for the council: are you selecting someone that your interests want to work with or who actually represents District 3?
In addition, I suggest considering efforts to change our City Charter so that we have a better process and say for district residents should this situation occur again. We need City Charter amendments that would a) provide for a special election in the event of a victor's/incumbent's death before taking office and b) create a better process should the council not be able to vote overwhelmingly for the appointment. Currently, an easy a to break a stalemate but hot a us one propose the the event if the our no being or are a s clear majority winner through a vote that the Council utilize rank-choice voting. A random draw just seems like a whim in the process. We can do better.
Thank you for your consideration.
Sincerely,
Allison Henry

Dear Pasadena City Council:
My name is Jose Silverio, and my family of four and 1 are currently living in District 3. I am writing this email because I support Brandon D. Lamar's petition to run for District 3 City Council.
I have known Brandon since 2019 and have run into him at several community events. He is friendly and a known face with a lot of knowledge about the issues in the community because he's not afraid of meeting people where they are, and he is also a part of committees that support young people. As a 2X-year-old father and provider too busy to attend meetings and get involved in the community at that level, I feel grateful to have a representative like Brandon who already listens to and supports his neighbors.
Thank you for your time,

Brandon Lamar CITY CLERK
CITY OF PASADENA
Why are we having to go through a process of appointing a person to represent district 3? We had an election, Councilmember Kennedy won. The candidate Brandon Lamar received about 40% of the vote, he qualified, he did the work, he walked our neighborhood, he raised the necessary campaign funds and paid for his campaign etc., and now, due to circumstances no one thought would happen, the only option being proposed is to allow the setting councilmembers to select from the 2 individuals who expressed an interest, 1 of which did not campaign for the position, until the "process" was determined or agreed upon, rarely seen or involved in 'their" community etc.,. And was appointed the seat.
Logic/common sense says Brandon Lamar has paid the price legally through a legitimate election, that he should be selected and is the best choice for District 3.
Brandon is known in District 3 and around the community volunteering his time and is concerned about or needs. Shouldn't the residents select who we want to represent us? Not to take away anything from Justin Jones many of the residents know of him, but not how or why he could be the best choice for district 3? Why even have an election if council can decide who is the best choice for a particular district? I do not believe it would happen in any other district.
Please do the right thing and select Brandon Lamar to represent District 3. Thank you.

RE: Brandon Lamar
Dear Pasadena City Council,
I send this brief letter in honor and support of Mr. Bandon Lamar as the District 3 Representative. I have personally known Mr. Lamar over ten years and it has been awesome observing him advocating for the members of his city, developing his voice, and standing firm on what he believes is right for the residents of the City of Pasadena, especially our youth.
He believes that we must invest in the next Generation and has been a strong advocate for Small businesses. He believes the needs of the people come first as his strong and stern community advocacy for Affordable Housing, Workers Rights, Immigration rights, and Police Accountability has shown.
Brandon served as the Mayor's appointee as Commissioner for 6 years and Chair for 2 years on the Pasadena Human Relations Commission, where he made himself visible on the very issues mentioned above. Furthermore, he serves as an Executive Board Member to local Nonprofits, such as Pasadena NAACP, Leadership Pasadena, and Pasadenans Organizing for Progress (Co-Chair).
Most importantly, he is not only a Pasadena Native; he has devoted his life's mission to working and serving in District 3.

To Whom it may concern:
As a resident of district 3 I believe the City Council office should be occupied with someone who cares about the safety, wellbeing, economic development and stability of the residence within the district. The City Council should have government experience, an established relationship with the community, local business/organizations, understanding of the diversity, as well as culture, values and the needs of the residence.
I believe Brandon Lamar meets those characteristics. He attended PUSD, lives in the district and has been actively serving the community in many capacities for several years.
He is helping to bridge the gap between millennials and Gen X to make sure both generations are valued. His objective is to decrease city violence, improve economic growth and advocate for everyone within the community rather they are of the upper or lower economic status.

RE: District 3 Replacement
Esteemed Mayor Gordo and Members of the City Council:
I am writing to express to you that in my own humble opinion, Brandon Donte Lamar is the only logical choice to fill that vacant city council seat that was previously occupied by John Kennedy.
Quite simply, John Kennedy held office for many, many years doing very little for his district, yet no one, until Brandon Donte Lamar, ever thought to challenge him for that seat. Brandon Donte Lamar, although young, actually lives in that community and cares deeply for the residents of that district. So much so that he actually went up against a Pasadena fixture, John Kennedy, because he knew that so much more needs to be done on behalf of his own community; as is evident by the work that Brandon consistently does on his own - without running for an office. Let's also not forget that Brandon Donte Lamar received an impressive amount of votes - especially considering that he was running against an automatic fixture in Pasadena. To me, that speaks volumes! With all due respect, in my own humble opinion - I'm surprised that there is even any question about whom to appoint to John Kennedy's vacant seat. Quite frankly, although many constituents were disappointed in Kennedy's performance on behalf of his own district, not one person showed any initiative and actually tried to do any better for District 3 - until Brandon Donte Lamar. Suddenly everybody wants the vacant seat!
So, as far as I'm concerned - it's a no brainer to appoint Brandon Donte Lamar to represent Pasadena District 3. Not only does Brandon Donte Lamar not have to use anyone else's address to appear part of that district - but he's the only person who ever showed any initiative, the only person who actually got off his butt and made the effort to make the difference that is so urgently needed in Pasadena District 3.
Thank you,
Patricia Cunliffe

Dear Members of the City Council:
Earlier this Fall, most of you made a mistake in voting for Justin Jones to fill the vacancy on the City Council left by the death of John Kennedy. Mr. Jones is likely qualified. But that is beside the critical point of who would best serve the residents of District 3 and who the overwhelming number of public commenters supported. That was and is Brandon Lamar. You chose someone who "knows how the sausage is made" over someone who would best represent the interests of the residents of District 3 and who has shown over an extended period the willingness to spend the time and effort helping those same residents: Brandon Lamar.
You now have the unique opportunity to rectify your mistake. You can recognize Mr. Lamar's vast community knowledge and experience in District 3 by voting for him tonight. This Council desperately needs the perspective and voice of a renter who has experience with the issues facing those who are hurting in our City.
Please do the right thing this time and vote for Brandon Lamar to fill the District 3 vacancy on the City Council.

Honorable Mayor and fellow City Council Members
December 15, 2022
Greetings
My name is Ed Washatka and 1 am a 43 year resident homeowner in District 3. I appeal to you this evening to appoint Brandon Lamar to succeed John Kennedy. Brandon's qualifications for appointment separate him from the other applicant. It's demonstrated through his activism in support of social and economic justice.
In fact, John Kennedy, in a post-election interview after the June primary, paid respect to Brandon for how he conducted his campaign and called him a "change agent."
Brandon's combination of service on commissions and community-based organizations as well as his work with youth and make him the best prepared to meet the challenges ahead. We residents in District 3 know Brandon. He in turn, knows what we want and need, because he's walked door to door and listened to us.
It's a lived experience for Brandon - he didn't just move into to the district a couple of months ago.
We know that Brandon stands for building more affordable housing because he's worked with other housing advocates calling for policy changes in the City's Housing Element We know that Brandon stands for police reform because he's helped organize the community calling for the creation of the police commission and monitoring its progress.
We know that Brandon stands for increased mental health services - because he's advocated for expanding the H.O.P.E and P.O.R.T teams.
I don't recall there ever being a renter on the Council - It's time to appoint a renter - someone who lives and understands the reality of renters since they make up more than 60% of the residents in District 3 and throughout the City.
Almost 70% of the voters In District 3- voted in favor of Measure H- the highest percentage in any district It's time for the majority of Pasadena residents, who are renters like Brandon, to have direct representation on the council.
There are many voices through out the city weighing in on this appointment and I encourage you to give special weight to District 3 residents.
Brandon is the appropriate choice to represent the wants and needs of District 3 residents. I urge you to appoint him the District 3 council member.
Thank you.

Thank you for the opportunity the appointment of Brandon Lamar to District 3. Brandon was raised in Pasadena who was educated through our PUSD system. He has not only took part in community programs but he has worked for the city as well.
The work Brandon has done as Chair of the Human Relations Commission is impeccable. He has work to engage and educate the community on ways to combat hate crimes and hate incidences.
He has been nothing short of a respectable leader in Pasadena that gives voice to the unheard.
Even before running for City Council Brandon has worked on issues that affects District 3 and the rest of Pasadena such as Affordable Housing, Homelessness, Public Safety, Immigration Rights, and more. We need someone who has their own mindset and is not persuaded by those outside the district.
Brandon represents me and my values. He is a candidate who has:
Established and deep ties with the city that can be traced from his years of leadership with the NAACP Pasadena Branch.
Has deep roots working with local non-profits in the community.
Advocated for renters by knocking on doors for Measure H- which passed with 69% of the vote in District 3l

Sincerely,
lan Grav
