Councilmember Madison raised concerns regarding potential seismic events that could damage bridges and cutoff access for West Pasadena residents to Huntington Hospital and the rest of the City. He suggested that staff consider mobility issues for seniors when finalizing citywide evacuation plans in case of an extreme emergency.
In response to Councilmember Jones' question about conducting a functional or tabletop exercise of the evacuation plan, Chief Augustin stated that the City is in the process of hiring an Emergency Services Manager, and under their leadership, one of the top priorities will be to start training on and testing the plan.
In response to Councilmember Hampton's question about ways to inform community members about an evacuation, Tim Sell, Deputy Fire Chief, provided information on the various communication tools utilized by and available to the City: Pasadena Local Emergency Alert System (PLEAS), Nixie, Reverse 9-1-1, social media, leveraging local community and neighborhood associations, and law enforcement partners.
Mayor Gordo requested that the City Manager consider re-establishing the Neighborhood Connections Office as part of the City's yearly budget process, in order to improve and provide more support for neighborhood associations, in addition to the added benefit of increasing communication opportunities during emergency situations.
In response to Mayor Gordo's question about a registry for domestic animals and livestock to aid residents during an evacuation, Chief Augustin confirmed that staff will work to establish such a registry during training, exercising, and implementation of the evacuation plan.
On the order of the Chair, and by consensus, the information was received and filed.
REPORT ON GANG VIOLENCE OUTREACH AND INTERRUPTION
SERVICES - 2022 QUARTER 4: OCT 2022-DEC 2022
Manuel Carmona, Interim Director of Public Health, introduced the item, provided a Powerpoint presentation, and responded to questions.
In response to Councilmember Hampton's question about gang outreach program participant employment rates following job referrals, Interim Director Carmona stated that such data was not previously collected, but that the metric sheets were recently updated to include additional data that may be valuable to the California Violence Intervention and Prevention (CalVIP) program.
Interim Director Carmona added that the team is focused on making connections, disrupting violence, and connecting individuals with resources. Staff is working to build a consortium among community service providers in the areas of mental health treatment, substance abuse treatment, workforce training, education, and life skills. The consortium will build capacity to track referrals and the usage of services by program participants.

In response to Councilmember Hampton's question about barriers for individuals participating in the program, Ricky Pickens, Gang Outreach and Violence Interruption Program Contractor, identified and spoke about barriers experienced by program participants, including difficulties in obtaining driver's licenses, paying child support, avoiding substance abuse, and finding housing.
In response to Councilmember Hampton's question to staff about researching ways to offer incentives to gang outreach program participants, Miguel Marquez, City Manager, stated that staff will be looking at comprehensive ways to meet the needs of program participants, including identifying resources from the Foothill Workforce Development Board.
In response to Councilmember Jones' question about job training for Gang Outreach and Violence Interruption program participants, Mr. Pickens shared that referrals are made to local providers, but the majority of job training is in collaboration with the Flintridge Center Apprenticeship Preparation Program (APP) and Outward-Bound Adventures (OBA). He noted that City staff and program coordinators will seek to utilize every opportunity available to provide assistance and support to participants.
Councilmember Jones spoke in support of partnering with the WHAM (Measures W, H, A, M) regional initiatives effort, working through the City Manager, to develop a workforce program that would support the program participants in their search for employment.
Mayor Gordo commented on the barriers described by Mr. Pickens when individuals lose their driver's license due to legal penalties, and as a result, fall behind on child support. This then affects the person's ability to work and catch up on their payments. Mayor Gordo asked the City Attorney's Office to provide guidance on assisting participants with resources for court case expungement and child support arrears, in order to give participants a fair chance to improve their situation.
On the order of the Chair, and by consensus, the information was received and filed.
TRANSITION TO INCIDENT BASED REPORTING
Gene Harris, Police Chief, introduced the item, provided a Powerpoint presentation, and responded to questions.
In response to questions from the Committee, Chief Harris clarified that format of monthly statistical reports will be updated to include more information, but that reports can also be packaged in a version that is easier to understand and more community-friendly for the public and neighborhood associations to review.
On the order of the Chair, and by consensus, the information was received and filed.
