Dear Mayor Gordo and City Council Members,
I am writing to express my support for the goal of 100% electricity from carbon free sources by 2030.
Clearly, we are in a climate emergency. Just today, there is an article in the New York Times describing how our water supply from the Colorado river is in danger due to climate change. We've already seen repeated wildfires in our area, again, due to climate change. Climate change is happening now.
Please approve the resolution for 100% of Pasadena's electricity from Carbon free sources by 2030.
Thank you for everything you are doing for our city.

Mayor Gordo and Councilmembers:
The Pasadena Audubon Society was founded in 1904, with the mission of bringing the excitement of birds to our community through birding, education, and the conservation of bird habitats. Birds enrich our lives and provide essential biodiversity benefits in our neighborhoods.
Not since our founding has Pasadena Audubon Society experienced such an existential threat to the habitat of our local (and all North American) birds as anthropogenic climate change.
Therefore, it is of critical importance to act quickly in mitigating the effects of climate change through the expeditious and dramatic reduction of the burning of fossil fuels.
The City of Pasadena, through Pasadena Water and Power, is at the crucial point where it must act quickly and decisively regarding the percentage of fossil fuel to be burned to provide energy to its customers. It must do so by giving a clear focus on the mandated Integrated Resource Plan (IRP) and its implementation.
Pasadena Audubon's Board of Directors, representing its 1,400+ members, requests the Pasadena City Council provide clear leadership and guidance to the mandated IRP process, i.e., its participants, in advance of their activities, by providing clear policy goals which emphasize the achievement of providing 100% renewable energy - not "carbon neutrality" - to its customers by the end of year 2030.
Please, with your vote on January 30th support, without modification^ the Resolution unanimously passed by the Municipal Services Committee on January 24th as posted as Item 5 on the Consent Calendar.

Dear Mayor Gordo and Pasadena City Councilmembers -
I am writing to express my support for Agenda Item #5 - Resolution to declare a climate emergency and set a policy goal to source 100% of Pasadena's electricity from carbon free sources.
I am proud of the forward thinking of the council on environmental issues and the work that has already been done to create a more sustainable Pasadena, but it is critical that our city continue to be a leader by setting high benchmarks for the development and use of carbon free electricity.
Our climate crisis could not be more serious and it is time for the Pasadena City Council to finally make a firm commitment to our city's future. Many organizations and individuals have been pushing for this resolution for years, the time to act is now.
I strongly urge the Mayor and all City Councilmembers to vote to approve the resolution.
Sincerely,

Dear Mayor, City Manager and Councilmembers,
Please show your support for MSC's recommendation to be Carbon Free by 2023 at Monday's City Council meeting.
Last Fall the •California Air Resources Board (CARB) documented additional policies and actions for California to drastically reduce its dependence on fossil fuels. This plan sets a more aggressive goal of cutting carbon emissions 48% below 1990 levels by 2030 — up from the 40% required by 2030 under state law which means that we could miss the target by up to 126 million metric tons.
Their achievable roadmap proposes an unprecedented shift away from petroleum in every sector of the economy and a rapid transition to renewable energy resources and zero-emission vehicles. Under this proposal, by 2045 California would:
•Cut greenhouse gas emissions by 85% below 1990 levels
•
Reduce smog-forming air pollution by
71%
•
•Reduce fossil fuel consumption (liquid petroleum) to less than one-tenth of what we use today - a 94% reduction
in demand.
•
•
•
Create 4 million new jobs.
Save Californians $200 billion in health costs due to pollution in 2045 •
Let's help CARB meet our California climate goals by reducing emissions and transitioning to carbon free energy by 2030. .

Dear Mayor Gordo and Members of the Pasadena City Council, The nice letter below is a template. This is ME saying that I am ashamed that the city I love is getting almost half its energy from burning coal. What?! We can do better than that and we need to do it NOW! As a local constituent deeply concerned by Pasadena's dependence on polluting fossil fuels, I urge you to adopt a goal of procuring 100% clean, carbon-free power by 2030.
Only clean, carbon-free power will guarantee Pasadena does its part to address the climate emergency. Per the most recent public data, Pasadena remains almost 50% powered by coal, the dirtiest fossil fuel. Statewide the average is 3%. As a result of our use of so much dirty power Pasadena produces more than double the GHG emissions per kilowatt hour than the rest of the state.
Dozens of communities across the state have realized that doing the right thing is not only feasible, it is cost-effective and reliable. Within the San Gabriel Valley, the cities of South Pasadena, Sierra Madre, Alhambra, Claremont, and unincorporated LA County have already adopted 100% clean power standards and are working towards procuring even more renewable energy. Setting a goal for Pasadena to do so by 2030 is a logical next step.
Please support a 100% Carbon Free Power by 2030 goal championed by the Pasadena 100 coalition, and unanimously supported by the Pasadena Unified School District Board of Directors, Pasadena City College Board of Trustees, and Pasadena Environmental Advisory Commission.
Now is the time to plan for a cleaner, healthier, more sustainable future.
Thank you for your service to the Pasadena community.

Mayor and Council members,
I am well aware of the changing climate, but feel this proposal is jumping the gun without having much more information available.
Thus, I encourage you to table the agenda item 5 regarding this 2030 deadline for the following reasons:
There are no assurances enough power will be available by 2030 and there is serious doubt that the Feds will approve the requested extension to its current closing date of the Diablo plant.
There are not enough transmission lines at the proper locations to transmit sustainable power if and when it would become available all at tremendous costs.
Without any idea of how much these costs will be passed onto Pasadena users this is just pie in the sky and non-thinking at this point.
It is time to start thinking about what you are doing to all the current and future property owners and residents of Pasadena!
Thanks for your consideration.

This correspondence is in favor of Agenda Item 5 on the January 30 agenda of the Pasadena City Council meeting.
5. MUNICIPAL SERVICES COMMITTEE: ADOPT A RESOLUTION TO DECLARE A CLIMATE EMERGENCY AND SET A POLICY GOAL TO SOURCE 100% OF PASADENA'S ELECTRICITY FROM CARBON FREE SOURCES BY THE END OF 2030 (Water & Power Dept.)
I am writing to encourage the City Council to pass the resolution declaring a climate emergency and setting a goal to source 100% of Pasadena's electricity from carbon-free sources by 2030.
I know that the City Council members understand the climate emergency, and the catastrophic consequences of continuing to burn fossil fuels.
The question is- can Pasadena achieve this goal?
Yes we can.
As of 2019, 50 California cities and counties have achieved 100% carbon-free energy. Sacramento has seta goal of 100% carbon-free energy by 2030.
There are many options which can be combined to reach the 100% goal. These include incentivizing rooftop solar and battery storage; expanding Pasadena's infrastructure to receive power from external sources, and contracting for that external power. The CAISO interconnection queue shows many projects in development. Of 141 retail supplier plans with California Power Content Labels, 41 generate 100% carbon-free power.
If you are concerned about the impact on the poor of transitioning to 100% carbon-free energy, note that the levelized costs of utility-scale solar and wind are less than or equal to even the least-costly fossil-fuels. And the costofcarbon-free energy will be predictable and less volatile than fossil fuels. Carbon-free energy is not subject to the vagaries of international politics, war, refinery and pipeline problems. Consider what the recent fourfold jump in natural gas prices has done to our gas bills.
There are billions of dollars available from the Inflation Reduction Act and the Infrastructure Investment Act, and from California's Greenhouse Reduction Fund.
Pasadena can achieve 100% carbon-free electricity by 2030. We must do this, to help reduce the impacts of climate change on Pasadena residents. We need only the will to do it.
Thank you for your attention,

Dear Councilmembers,
Thank you to the Municipal Services Committee for advising the council on moving to help save our planet. As the mother of an 11-year old who attends Blair here in Pasadena, I am terrified of the future. I'm afraid of the Mad Max scenario he might have to endure some day dealing with even worse conditions of drought, fires and flooding. There are no superheroes to save him. You are the superheroes and your vote tonight can make a huge difference in our lives.
As a member ofThroop Unitarian Church in Pasadena, we fully support zero carbon emissions by 2030 in Pasadena as well as the mission of the Pasadena 100. We join the boards of PUSD, PCC and many others. We can afford this thanks to the Inflation Reduction Act, and the infrastructure bill. In fact, we can't afford for you not to do this. It's a no-brainer. What kind of economy do you think we would have with a mass human extinction and global migration and displacement? Thank you for your vote today. We will remember you, you will be our heroes.

Resolution on January 30 Consent Calendar
Agenda item 5, Climate Emergency
January 30,2023
Dear Mayor Gordo and Members of the Pasadena City Council:
Objectively, economically, and ethically it makes sense for Pasadena and PWP to aim high and strive for "100% carbon-free energy by 2030". In 5-years (if necessary) it can make a course correction with the next IRP.
With this year's IRP, 100% carbon-free scenarios will either satisfy Reliability, Adequacy and Cost or they won't. Cost is always a big factor, although I can confidently assure you that wholesale costs of wind and solar generation are unambiguously the cheapest form of energy available today. The questions that remain are:
1. What fraction of solar-generated energy should be distributed between utility and local rooftop sites?
2. How much will it cost to retire the intermittency of wind and solar electricity? The answer to Question 1 can be assessed with a high fidelity, grid-optimization model. For example, see:
Technical paper: httDS://www.vibrantcleanenerav.com/wp-content/UDloads/2020/12/WhyDERs TR Final.pdf Explanatory webinar: https://www.voutube.com/watch?v=8LuflAsV-hc&t=27s The answer to Question 2 is (essentially) a "damn the torpedoes" sort of answer. No one knows what the future holds ... that's as true for fossil fuels as it is for renewable technologies (witness recent gas price spikes). But what we do know is that the best projections show storage technologies (the single remaining outlier) continuing to drop in cost relative to fossil fuels. See:
a) https://atb.nrel.flov/electricitv/2022/utilitv-scale batten/ storage b) httDs://about.bnef.com/bloa/lithium-ion-batterv-pack-prices-rise-for-first-time-to-an-averaae-of-151-kwh/ c) httDS://www.canarvmedia.com/articles/enerqv-storaae/ess-inks-laraest-ever-us-flow-battery-purchase-with-sacramentos-utilitv Therefore 'What will it cost?' can be answered in this way: incorporate credible yet aggressive price profiles for renewable and storage technologies into IRP cost models so as to authenticate realistic portfolio costs over the next decade. Then you will have a credible answer. But we won't learn that unless multiple 100% carbon-free by 2030 scenarios are run.
Please cast your vote in favor of the 100% carbon-free by 2030 resolution — in effect constraining PWP to running multiple scenarios of same.
Sincerely,
Robert Haw

Dear Pasadena City Council,
We support the Declaration of a Climate Emergency, vote yes, approve of policies and procedures, and finances that will mitigate and resolve our environmental crisis.
We need clean air, water, food, medicines, homes, workplaces, and healthy communities. End the careless, preventable invasion of harmful toxins and chemicals. We need sustainable practices. Industrial corporations are causing warming and catastrophic events on earth and in our neighborhoods.
We need a just transition to renewable energy, for all.
So, don't deny, or delay any longer.
We demand action now.
We also support the Zero Emissions Bus Rollout Plan.
Thank you for your attention,
Julie McKune and Randal Romero

1. Good evening Mayor and Council-1 was surprised to see the agenda item in support of adopting a resolution to declare a climate emergency and set a policy goal to source 100% of Pasadena's electricity from carbon free sources by the end of 2030. If this passes, does it mean we will be heating and cooling all our homes from renewable energy in seven years? Will we have the necessary infrastructure in place to meet this goal so quickly? Respectfully, I want to remind you just this last summer we were having flex alerts because the renewable resources could not keep up and California residents were asked not to charge their electric cars after work because of the incredible energy it takes to do so. I thought this sentence in the staff report was worth repeating, "setting an absolute goat by Resolution that binds staff without first evaluating the legal, operational, and fiscal impacts of the associated actions may be inconsistent with existing regulatory or contractual requirements and could create compliance issues." It seems a bit premature to be setting this lofty goal when it is uncertain where the city will get the needed resources and how they will be paid for. While I think Pasadena residents are up for the challenge, and will rally when we need to, I do think you will be putting our city and its charter in compliance issues. Please see quotes below from the LA Times "California's 9th straight flex alert was extended as smoke, clouds made solar power unpredictable". How will people heat their food on electric stoves, drive their electric cars, cool their homes if we do not have the ability to supply their energy needs by 2030? What will be the back up plan? Thank you, Erika Foy
"The principal reason we've extended [the alert is] largely due to some uncertainty about how much production we will have from our renewable resources, primarily the solar, during the heart of the afternoon," said Elliot Mainzer, president and chief executive of the California Independent System Operator, which runs the state's power grid." "This last week has been really very, very, very challenging, and I've just been so appreciative and so impressed with the way California electricity consumers have come together," Mainzer said. "They've really rallied ... and really helped us work through what has been an extraordinarily challenging time." "During the seven hours of the Flex Alert, ISO officials asked consumers to set thermostats to 78 degrees or higher, unplug unused devices, turn off unnecessary lights and not use major appliances. https://www.latimes.com/california/storv/2022-09-08/california-flex-alert-to-last-longer-on-9th-straiKht-dav 1 1/30/2023

Subject: Resolution on January Consent Calendar, Agenda item 5, Climate Emergency
Date: January 30, 2023
I am writing on behalf of the Social Justice Committee of Pasadena Jewish Temple and Center. Our synagogue has been committed to our responsibility to take care to be the best stewards of the world. This principle of Tikkun Olam guides us in our temple community and in our Social Justice Committee's advocacy for environmental action. On February 17 we celebrate one of the four annual beginnings, new years, in the Jewish calendar. This holy day of Tu b'shevat is known as "the birthday of the trees" an occasion that some link with our secular arbor day. But for Jews, this date is a reminder of our literal rootedness in the natural world. At PJTC we installed solar panels years ago, saving thousands of pounds of carbon and thousands of dollars over the years, more than recouping our investment. As we plan to invest in battery storage, we contemplate additional savings from an upgraded system. 1 1/30/2023

We recently decided further to reduce our carbon footprint by moving from using paper and plastic dinnerware at receptions and events, including weekly food service following each Friday night and Saturday morning service. Metal utensils and glass plates and cups will be more labor-intensive but rewarding in ways that resonate with our spiritual identity. Improving our recycling and compostable waste handling are high on our agenda, but already the garbage we send to the landfill is minimal. We know we are not unique in these commitments; our friends in area religious institutions have made similar changes to reduce waste and shrink their carbon footprints.
So, we join with fellow members of the Pasadena 100 coalition and the scientists, young people and many, many of our neighbors in appreciation of all the thoughtful, hard work that brought the City Council together in drafting and advancing this resolution to declare a carbon emergency and commit to 100% carbon free electricity generation and distribution by 2030. This guidance will lead Pasadena to its rightful place as a city of innovation and of dedication to a bright (and carbon free) future. Carbon free electricity, building electrification, and other steps taken and planned may not be the end of our journey to the future we need, but they are the first and essential steps on our journey.
It is gratifying to take this step together—with the unanimity among city committees and commissions, the boards of PCC and PUSD, and the associated students of PCC. These partners demand the future that is only possible if we take the actions the times demand.
Respectfully yours,
Carl Selkin, Chair of the Social Justice Committee of PJTC Pasadena Jewish Temple and Center 1434 N, Altadena

Dear Mayor Gordo and Members of the Pasadena City Council, As a local constituent deeply concerned by Pasadena's dependence on polluting fossil fuels, I urge you to adopt a goal of procuring 100% clean, carbon-free power by 2030.
