What do you see as the objectives and goals of the advisory body to which you seek appointment?
The goal of this advisory body is to assemble community members and stakeholders representing multiple disciplines, to collaborate in envisioning a plan for redevelopment of the relinquished 710 stub that is holistic in scope, feasible in execution, and meets community needs in a way that is as diverse as the community in which it is located. Specifically, objectives related to these goals should include restorative and reparative justice, addressing the housing shortage by the creation of affordable housing, and ensuring that the overall development plan is consistent with the identity of Pasadena.
How would you help achieve these objectives and goals? What special qualities would you bring?
My appointment to this advisory body would add value and help achieve the aforementioned goals/objectives in a number of ways. Firstly, I have an ability to cast vision and conceive solutions to problems as evidenced by my founding of Greenline Housing Foundation to address restorative justice in a tangible way. The vision phase of this project is crucial.
Additionally, I currently serve as a member and spokesperson for the newly-formed task force, 710 Restorative Justice Pasadena and can therefore participate in conversations around what restorative justice might practically look like as a part of this initiative. This brings an advocacy context that will also be crucial to this initiative. Also, I have technical knowledge of many aspects of development and real estate finance, having been a surety bond underwriter for many years, including the thorough underwriting of a potential project, and I can weigh in heavily in that capacity. In addition to these and perhaps most importantly, I have a unique perspective, as a Black woman having been bom in a marginalized community on the South Side of Chicago, and now as the resident of an affluent one here in Pasadena, having lived in District 6 and now District 4. Additionally, I have experience working in the for-profit and nonprofit sectors of business. I can relate to what might be considered opposing priorities of a diverse group of stakeholders and make recommendations that will bring the most good to the most people. That perspective will be necessary as this working group devises solutions and outcomes to something very complex.

Dear Honorable Mayor and City Council Members,
After reading about the formation of the "Former 710 Stub Working Group" I would like to indicate my interest in lending a hand in this visionlng process. I am a 28-year Pasadena resident who as a PCC student spent two years working in the basement of Pasadena City Hall researching histories of Pasadena's neighborhoods, its built environment, and Its historic fabric.
That Included examining records of neighbors affected by the original construction of the 134 and 210 freeways. In fact, those city tax assessor records still exist In Design and Historic Preservation's archives. Many years later I was appointed by former Mayor Bogaard to the Historic Preservation Commission where I later served as Chair. I have a formal background In urban and regional planning and spent the beginning of my career as a land use planner. I am attaching my resume which summarizes my vocational and educational background.
I see the objectives and goals of the advisory body which I am seeking appointment as focusing on a visioning process to help the elected leadership of Pasadena consider long term options for a key space which has long been thought of as a disrupter of established neighborhoods.
Now that the fate of the 710 has been settled, the City's leadership can finally envision how to treat its most important gateway with fresh perspectives. The former 710 stub has value to many people in Pasadena and this exciting opportunity will take considerable creativity and community input.
I could help foster these goals by being a passionate advocate for an inclusive process that, despite being complex and challenging, should be able to yield a set of concepts that are worthy of Pasadena's diverse and vibrant communities.
Please consider me interested in this working group and I would be happy to provide any additional information about myself that you would consider helpful. )
^Best,

To advise the Pasadena City Council on the best use of the project area while considering the history of the communities and families that lost their and homes and community institutions to the State of California through eminent domain.
Consideration would be given to the needs of those communities that were directly affected by the loss of their homes and institutions.

Are you a descendent of a resident or community member that was displaced by the 710 or 210 Freeways? If yes, please provide any documentation that you have which demonstrates this.
Our family and many friends lived in Northwest Pasadena since the early 1900's and many friends and acquaintances were displaced by the 710 and 210 freeways. The original Pasadena Japanese Community Center was located on Del Mar Ave between Fair Oaks and Pasadena Ave. and was displaced by the 710 Stub. The Japanese American Union Church was displaced by the 210 freeway. My father, Kiyoshi Takeda, was a leader of the Japanese community center as well as the Pasadena Nikkei Seniors.

Georgia Institute of Technology, Bachelor of Industrial Engineering. (1965 - 1970, extended co-op program)
Tulane University Law School, Juris Doctor. (1970 - 1973) What do you sec as the objectives and goals of the advisory body to which you seek appointment? Reclaiming the land formerly taken for the 710 freeway and returning it for use by Pasadena is an historic opportunity, that will impact Pasadena and its identity for decades.
1. The Bennett Plan for Pasadena was readopted by the city in 1988. It is widely praised for the City Hall and north-south axis on Garfield connecting the Library and the Civic Auditorium. Not widely discussed, the plan also included an east-west axis from City Hall to Orange Grove. The east-west axis was supposed to be anchored on the west end by another civic building, the Cannelita (situated between Holly and Colorado, at Orange Gave, adjacent to the former 710 property). This group should learn more about Bennett's plan and objectives for connecting the City Hall anchored east-west axis with this western part of Pasadena and consider how it may infonn our effort today planning for development of the land from the 710.
2. Pasadena is under pressure to provide increased housing at a rate several times our historic average. We must approach how this will impact development of the 710 land thoughtfully and strategically. A collaborative public effort (e.g. the CPP process) will not only bring fonvard new, innovative ideas, but will educate the interested public in the challenges we face.
3. This planning opportunity should include connection with a prominent asset of Pasadena, the Arroyo Seco. Improving access by planning for public transportation to this area, pedestrian and bike friendly options, along with parking and safe portals will attract residents and visitors. Connecting this project to the natural beauty of the Arroyo will increase the quality of life for residents and visitors.
4. There also must be convenient connection with Old Town Pasadena. Connecting this project with the amenities of this well-planned commercial area will increase the quality of life for residents and visitors.
Additional planning for public transportation, pedestrian and bike friendly options, and other low impact forms of access will increase the quality of life for residents and visitors.
5. This now available land presents us with the opportunity to improve the connection between Pasadena center with the northern parts of the city. The fact that this project is oriented north/south invites consideration of access and portals to encourage interconnection between the city's northern portions and Pasadena center. Improving access by planning for public transportation to this area, pedestrian and bike fnendly options, along with parking and safe portals will attract residents and visitors. 710 Working Groiip Appointment/Application Form
6. We should also educate ourselves about how other cities have handled smular opportunities, both the good and the bad. For example, the group should learn about the Promenade du Paillon in Nice, a successful urban project that provides an inviting setting in a dense urban area, with amenities for all ages. (Search "promenade du paiUon photos")
How would you help achieve these objectives and goals? What special qualities would you bring? Achieving objectives and goals: Commitment to a collaborative process is essential. In my career, most of my work focused on developing community plans to achieve certain air quality and transportation goals.
Most of that work was conducted through participation on Task Forces, Working Groups, and Advisory Groups. I believe any achievements realized in these collaborative Groups derive from my personal belief ia respect for everyone participating in the group, listening to what others say, clearly and honestly explaining my thoughts/positions, and my belief that the best outcome is ahnost always a combination of the ideas from those involved.
Special skills/experience:
1. Understanding of the impact of transportation and community plamung on the health aiid quality of life of residents.
2. 25 years of experience with environmental policies, regulations, and issues, in the context of community planning.
3. 6 years of experience with legislative process, US Senate and House of Representatives committees.
Are you a descendent of a resident or community member that was displaced by the 710 or 210 Freeways? If yes, please provide any documentation that you have which demonstrates this.

I was born and raised in the City of Pasadena, and over the course of 60 years of residing in the Pasadena community; I have seen the City of Pasadena evolve from a red-lined de facto segregated community to a vibrant inclusive multicultural area.
As a young kid when the 210 Freeway was being constructed, when Ralph Parsons located its world headquarters in Pasadena and when "Old Town" Pasadena was being developed which transformed the area from a haven for drug dealers, prostitutes, and vagrants to the vibrant area we know today. I saw first-hand the transformation of real estate value that benefit others and how "Old Town" became an economic power engine for the entire San Gabriel Valley With over 30 experiences as a Real Estate Broker and Risk Manager specializing in real estate development and land use, I would be able to contribute my knowledge and best in class insight.
If selected, it would be privilege to provide my time and energy to focus on promoting economic and cultural opportunities for those most affected by the transformative nature of the unattended " 710-5tub".
