Dear Mayor, Councilmembers & City Staff:

I am pleased to see the City move forward on the important business of planning for the re-use the 1-710 surplus right of way and the re-connection of the communities impacted by this 60+ year disruption and displacement.

I encourage the City to ensure that the working group has excellent technical representation from the field of planning and urban design. As the staff report suggests, none of the recommended appointees are from a planning background.

Mr Phjl Bums has submitted an application and would be an excellent member of the working group to fulfill the needs of a Oj'ofessionaLpiannerwjth experience in urban design and public policy implementation. He is a member of the Americanlnstitute of Certified Planners (AICP) and has extensive experience working with a wide range of stakeholder interests through his professional work at the Arroyo Group, where he is principal.

Thank you for your consideration and best of luck in this critical work.

Sincerely,
-Tim
