The social cost of carbon is the real cost and should be addressed in all scenarios of the IRP. Renewable resources such as solar, wind and geothermal will provide the least expensive long term path for Pasadena in planning for the future.
Local solar with battery storage is a sure solution for reliability and avoids long distance transmission. Lowering of Existing power consumption thru energy efficiency is a common sense approach as well.
