RE: Agenda Item 9 Human-Coyote Interactions
Dear Mayor Gordo, City Councilmembers,
I'd like to explain why indiscriminate removal of coyotes is counterproductive.
Coyotes are unique in the wild dog world in that a coyote family, or pack, will defend a territory. They keep all other coyotes out.
And coyote families are typically small, consisting of 2 monogamous pack leaders -1 like to refer to them as the king and queen, and then there may be a helper or two. Typically 2-4 individuals, plus the pups-of-the-year.
Only the king and queen reproduce. Any other females in the family remain behaviorally sterile.
From late summer into winter,, you may experience an increase in coyote sightings as the pups-of-the-year mature and then disperse - they leave the area, and the family size returns to the 2-4 individuals.
So, let's say you have 4 coyotes that defend 5 square miles.
Here's what happens when coyotes are removed. If one or both of the family leaders - the king or queen, is killed, the social structure collapses. Any remaining females can then become reproductive the following winter.
One of the remaining family members may find a mate and continue to defend the home territory, or, the territory may be assumed by an adjacent coyote family, or, nomadic individuals might move into the area, which means that instead of 4 coyotes over those 5 square miles, you now have a revolving door of transient animals. I think this is what we're seeing in Torrance. 7/17/2023
Item 9
Councilmembers, there is zero scientific evidence that indiscriminate removal of coyotes is effective in reducing their numbers or resolving conflicts. None.
Honestly, truly, 100%, there is no evidence. That's why you don't hear any experts advocating for lethal control - not the state wildlife agency, not urban coyote researchers, not even long-time vertebrate pest management experts like Robert Timm, Rex Baker, Robert Schmidt.
What experts do advocate is for cities to adopt preventive strategies, like reducing attractants, prohibiting the feeding of wildlife, and public education.
Exactly what Mr. Carmona outlines in his report.
Don't get me wrong, there is absolutely a place for lethal removal - when a coyote bites a person or exhibits extraordinary behavior and has been deemed by experts to be a bona fide threat to human safety. And then, only that individual animal should be targeted and removed.
No coyote expert would advocate for indiscriminate trapping and removal. As Robert H. Schmidt and Robert M. Timm (2007) note, complete elimination is neither practical nor necessary.
I urge you, Councilmembers, please follow the science. Allow your staff to move forward with their well-thought-out recommendations, and vote to approve Option 3.
Thank you for your time.

Dear City Council,
Our families are reaching out in regards to the proposed trapping and killing of coyotes.
We are very strongly against this proposed action. Not only is this inhumane but has also been proven ineffective. In addition, indiscriminate trapping can result in trapping non-targeted animals including endangered species and domestic pets.
There are more humane methods for deterring coyotes. A very useful resource is Project Coyote (proiectcoyote.org). Other cities have had tremendous success in determining coyotes using human methods and Pasadena can surely be one of them.
Please do not return us to this barbaric practice. Unfortunately, it is the explosion of human population that is the problem... not these much needed animals in our ecosystem.
We thank you for your time in considering our comments.
Warmest regards,
Beal and Murphy Families of NC, AZ, FL, VA and CA

I am a resident of South Pasadena, a former commissioner of the South Pasadena Animal Commission, a pet owner, and a co-inhabitant with the many coyotes in my neighborhood. I understand the pain and suffering someone experiences when their beloved pet is killed by a coyote. I worry everyday about my own little dog. But lethal control is not the solution. It does just the opposite because of the rebound effect. Multiple studies have shown that it only increases the population.
I strongly recommend Option 3 to the city council. Direct staff to implement one or more of the five staff recommendations listed in the response to the Public Safety Committee:
The five recommendations include: 1. Increase public outreach services. 2. Improve local coyote reporting systems. 3. Convene a panel of coyote experts to improve our collective understanding of effective approaches. 4. Hire a consultant to conduct a field study where community concerns are heightened. 5. Support residents to strengthen their properties against coyote intrusion As the staff report noted, non-lethal control techniques such as hazing, removing coyote attractants, keeping pets indoors, strengthening properties against coyote intrusion, and enforcing laws prohibiting the feeding of wildlife can be effective if they are consistently and correctly applied throughout a neighborhood.
Thank you for your consideration.

Hello,
I live in Altadena and do not support the trapping and killing of coyotes. It is inhumane and ineffective, there is no evidence showing that lethal methods work and it would disrupt the ecosystem, which will have other unforeseen consequences.
If people don't want to interact with the coyotes who live here (and have lived here long before us) they can move or get a fence.

Dear Vice Mayor and Councilmember Williams,
I am a resident of District 2 in Pasadena. I am writing to express my concern and say that I oppose an amendment to the city's wildlife management plan to start trapping and killing coyotes in order to control their population.
I would like to ask you to please oppose the amendment as well.
While I understand that residents all over Pasadena are concerned about coyote sightings, I hope that the city council remembers that these sightings are just that and not threats or attacks from the coyote population. I don't believe that such an aggressive approach is necessary to keep residents safe. It is absolutely not something I want an estimated $80K of our city tax dollars used for.
There is no evidence whatsoever to support a trapping and killing approach to manage wildlife populations. In reality, a trapping and killing approach would not only have a negative impact on the Foothill ecosystem, but would actually bring more coyote into the Arroyo to take over new territory.
I love living in Pasadena because of its urban wildlife and feel lucky to be surrounded by so many different species and to be able to teach my son about them. I myself see coyotes in my area occasionally and do not feel threatened as I have been a lifelong resident of LA county.
I accept the coyote's role in our modern urban setting and know how important they are for a healthy urban forest ecosystem.
Thank you for your time and I hope my letter conveys my deep concern about the proposed amendment to trap and kill coyote under Pasadena's Wildlife Management Plan and encourages you to protect the coyote.
Sincerely,
Andrea Carcovich

Regarding Coyote Control please have the city of Pasadena stick to humane, effective, nonlethal methods of coyote control.
Here are some helpful points:
-Trapping and killing coyotes is cruel and ineffective.
Despite spending $80,000 of taxpayer money on a program that includes lethal methods, there are no fewer coyotes in Torrance now than before the program began.
Coyotes fiercely defend their territory, but when one or both of a pack's leaders are removed, individuals from the surrounding area quickly fill the vacancy, sometimes increasing the density of coyotes in the area. -There are many humane, impactful measures that could be implemented at tittle or no cost to the city, including cleaning up the trash throughout the Arroyo area and beyond, providing wildlife-resistant trash cans in and around the Arroyo and elsewhere, removing fallen fruit, and directing residents to keep their domestic cats indoors (for the good of the cats and other wildlife as well).
-The responsible and humane thing for the city to do is to adopt the recommendations researched and written by the city's own health department.
Thank you.

Dear Mayor Gordo and Councilmember Rivas,
I understand the Pasadena City Council will be considering possible actions regarding our coyote population. It's also my understanding that scientific studies indicate that culling coyotes does not work. I am prepared to be proven wrong, but I hope that the Council will make its decisions based on science, and not based on the emotions or ignorance of residents.
As far as I am aware, the best way to control the coyote population is to reduce food and shelter for them. So as usual, it's a people problem, not a coyote problem.
If the Council decides to take a different route (eg. euthanizing), I urge for it to be done for a limited time, and with rigorous scientific study of the effects - both to the coyote population and to the rodent population.
Thank you.

I just read that the City Council is meeting, as if this were a new problem in the area. Maybe you're being plagued by new(ish) residents who don't know how to keep their pets safe, or who don't care for the sound of nighttime yips.
Whatever the reason...
Please leave the coyotes alone. To begin with, they are instrumental in keeping down the vermin population. I'd much sooner see a coyote running down the street than a rat.
Secondly, coyotes figure out when to reproduce based on the number of coyotes in a given area. (More coyotes, less reproduction.) So if you remove some, you'll simply encourage those that remain to have more pups.
Thirdly, it's amazing how nature usually knows much more about the ecosystem (what can flourish and what can't, and in what quantities) than we do. We have been taught that lesson repeatedly, yet we've failed to take it to heart.
And finally, coyotes are not cats. They cannot simply be rounded up and neutered, then released again. You're doing damage by familiarizing them with human smells in a negative context (e.g., in their estimation, we're hurting them, even though we're trying to help). Instead of viewing us as simply "in the way," they will now come to view us as dangerous.
Some might do their best, from then on, to avoid us.
Others will attack. It's a very bad idea.

Dear Mayor Gordo and City Council Members,
I am a Pasadena resident and I'm writing to urge you not to approve a catch and kill coyote program and instead implement tried and true non-lethal methods to address the concerns raised by a few residents.
While I understand not everyone is comfortable with coyotes, most enjoy seeing these wild and wonderful animals in our neighborhoods, and the fact is, they are here to stay. Not only do lethal programs not work (look at Torrance where the number of coyote sightings has gone up, not down, since they started killing them), they are incredibly cruel.
I urge you to act responsibly by rejecting a snaring and gassing program for coyotes in our city. It is the right thing to do for residents and the animals.
Sincerely,

To whom it may concern-
I am a resident of the Highland Park neighborhood of Los Angeles, but I spend a lot of time and money in Pasadena. I think it's one of the nicest towns I've ever had the pleasure of living near. However, today I'm writing to express my deep concern and condemnation over something that is decidedly not nice: the proposal currently being considered by the Pasadena City Council regarding cruelly and inhumanely trapping and killing coyotes, as is done in Torrance. I am virulently opposed to this proposal for several reasons.
First, research has already shown that Torrance's program does not achieve its goals. In some areas of concern in Torrance, after instigating a lethal trapping program, coyote density increased. There has been no reduction in coyote population in the city since they began their ineffective (but expensive!) program. Taxpayers are on the hook for $80,000, and nothing has been accomplished except increasing the amount of suffering in the world and maybe getting a couple of trappers paid.
Second, I am deeply concerned about how setting traps in the Arroyo area would make exploring the area more dangerous for everybody. My family and I frequently spend time in and around the Arroyo area with our 8 year old herding dog Luca and my . Many dog owners with well-trained and savvy dogs let their dogs off-leash in the area, and children sometimes explore the wilderness.
A few homeowners' complaints do not justify the many downsides to following Torrance's model. Arroyo homeowners chose to live in an area that contains a natural wild coyote population, and they can and should educate themselves on how to coexist with them. There are sensible and humane measures that can be taken by residents, like keeping domesticated cats indoors and better managing their trash and waste with wildlife-resistant cans. The city can also invest more in fruit tree cleanup to eliminate food sources from areas where coyotes aren't desired.
Moving to lethal coyote removal will cast a bad light on Pasadena. There is already a viral outrage over it brewing online (I first learned about this from Reddit, where it's getting a fair amount of traction), and I don't think city council members and residents want the PR headache that will come with such a deeply cruel, ineffective, and expensive program.
Thank you for your time and consideration,
Erin Ryan

My name is Camilla Berretta and I am a software engineer, taxpayer, and resident of Pasadena. I wanted to write to let you know that I am against the proposal to study and imitate the Torrance program in order to kill/remove coyotes from Pasadena.
I am asking you to please understand that there are many folks from Pasadena who are not okay with demands from a small vocal minority of residents. These folks are demanding that the city study Torrance's plan to snare and gas coyotes, but this has proven to be completely ineffective - the plan was quite costly, and there are no fewer coyotes in Torrance now than before the program started. How is that a good use of taxpayer resources? As Pasadena taxpayers, my family and I will not stand for this. We will be attending the town hall. Thank you for your consideration.

Hello,
I'm writing to you today to urge the city council not to trap and kill coyotes in the area as a method of dealing with the population. Not only is it cruel, but it's ineffective and costs the taxpayers money. There are no fewer coyotes now than before this inhumane program began in Torrance. Coyotes are a territorial animal, and when a pack leader, or multiple coyotes are removed in one area, other coyotes fill those spots and can actually increase the density of coyotes in the area.
There are many more humane ways to deal with this that will cost less and actually solve the issue. Cleaning up trash, removing any rotting fruit and teaching residents the importance of keeping their pets inside are some of the ways to deal with it.
Pasadena's health department states that 'lethal control as a method for coyote population management is inconclusive' and CA fish and wildlife maintains it's 'not an effective strategy for reducing human coyote interactions'. Some methods proven effective are coyote rollers, taller fencing and lighting.
Please I urge you not to kill these animals whose land we keep expanding onto. Using non-lethal methods and educating the public about the importance of watching their cats and dogs and keeping them inside at night is a much less costly and effective way to deal with coyote human interactions.
Thank you,
Jennifer

To Whom It May Concern:
It may be reasonable to trap coyotes and place them in an area where there is no human populace. Coyotes have been known to not only attack and kill people's pets, their cats, and dogs, but according to California Department of Fish and Game, coyotes have attacked children and adults. Although human attacks are not all that common, the grief caused by families losing their dogs and cats is enough to constitute a real issue.
Let's also face the fact that human beings moved into their domains, developed cities and lifestyles, while condemning coyotes for being there.
Another way you can approach the issue is to use fertility control, alongside with humane trapping and transporting to wildlife areas. Ona pellucida (PZP) is currently the most promising method of fertility control in coyotes. If there are areas you can simply relocate them to, it's possible you can eliminate the coyote problem all together.
Trapping coyote families, keeping them together, is easy enough and probably the humane way to do this.
Keep in mind, you do not want to leave poison around for other wildlife to ingest.
Trapping is simple and effective enough. So is birth control.
Thank you,
Debbie Davidsohn

Please leave the coyotes in the arroyo alone! Just because people who pay large amounts of property tax don't like them is no reason to be inhumane. If there are humane ways to relocate them, try that. But understand that they were there first, and the arroyo is an ideal place for them to be, with the ample shade, water, and small animals (rodents, primarily) and birds for food.

Dear Council Members,
When I learned the news that coyote trapping was even a consideration in Pasadena, I was incredibly disappointed.
I was born and raised in Pasadena and would hate to see my hometown utilizing unnecessary methods for the "control" of wildlife.
There are so many other alternatives to achieving your goals, as opposed to the proposed lethal methods that are being considered in Pasadena.
I urge each one of you to listen to the science and support the recommendations being made by staff (Option 3) to gain a better understanding of Pasadena's coyote population and how to best prevent conflicts between humans and coyotes, and not resort to trapping and killing.
Please do not disregard the importance or preserving and respecting wildlife and do not slide down the slippery slope toward a society intolerant of other species.
Best Regards,
Christine Kelly

Urgent Appeal: Let's Protect Our Coyotes with Humane Methods 1 Some people who received this message don't often get email fromLearn why this is important ^] CAUTION: This email was delivered from the Internet. Dear Pasadena City Council,
I have deep concerns about the current practice of trapping and killing coyotes in our city. As a passionate advocate for animal welfare, and the preservation of our natural environment, I strongly urge you to reconsider this approach and explore alternative, humane methods for managing coyote populations.
It has come to my attention that the city has invested a significant amount, approximately $80,000 of taxpayer money, in a program that includes the use of lethal methods. Unfortunately, despite these efforts, the coyote population in Torrance has not shown a significant decrease since the program began. This raises serious doubts about the effectiveness of this approach and calls for a reevaluation of our strategies.
Coyotes, like many other creatures, are fiercely protective of their territories. However, when the leaders of a coyote pack are removed, individuals from neighboring areas quickly fill the void, sometimes leading to an increase in the overall density of coyotes in our communities. This unintended consequence demonstrates that lethal measures not only inflict cruelty, but also fail to address the underlying issue of population control.
Instead of perpetuating this cycle of violence, I urge you to consider a more compassionate and impactful approach. There are several humane measures that can be implemented at little to no cost, which would not only address the coyote issue but also improve the overall well-being of our community and environment. For example, the city could:
Take proactive steps to clean up trash throughout the Arroyo area and beyond. By removing potential food sources, we can significantly reduce the attraction of coyotes to our neighborhoods, thereby minimizing potential conflicts between humans and wildlife.
Provide wildlife-resistant trash cans in and around the Arroyo and other high-risk areas: this would be a practical and cost-effective solution. These containers can effectively prevent scavenging by coyotes and other animals, reducing the incentives for them to venture into residential areas.
Remove fallen fruit from public spaces, and encourage residents to do the same on their properties. Fallen fruit can inadvertently serve as a food source, attracting coyotes and other wildlife. By addressing this issue proactively, we can minimize the occurrence ofhuman-coyote interactions.
Promote responsible pet ownership, and educate residents about the importance of keeping domestic cats indoors.
This not only protects the cats themselves, but also prevents them from becoming prey to coyotes, or contributing to disturbances in local ecosystems.
In conclusion, I implore the City Council to adopt the recommendations researched and written by our own health department. By prioritizing humane and non-lethal methods, we have the opportunity to foster a harmonious coexistence between humans and wildlife. These measures are not only effective, but also align with our community's values of compassion, stewardship, and sustainability.
I sincerely hope that you will give serious consideration to these proposals, and take the necessary steps to halt the trapping and killing of coyotes. Our city has the potential to be a leader in progressive and humane wildlife l 7/17/2023

management practices. I trust in your commitment to the well-being of our community and the preservation of our natural heritage.
Thank you for your attention to this urgent matter.
Looking forward!

Regarding Coyote Concerns, for July 17, 2023 Meeting, Agenda Item #9 Some people who received this message don't often get email fromirn why this is important ^] CAUTION: This email was delivered from the Internet. Dear Pasadena City Council,
Regarding the proposed trapping and killing of coyotes as a Pasadena City-generated, sponsored and sanctioned program, I am confused by my City's process ofdecision-making. I live in Pasadena in the North Arroyo and understand interactions with coyotes, who are part of our natural landscape. I have found Pasadena government to make thoughtful and educated decisions, but I do not see any wildlife study, I see no experts that have submitted a report pertinent to the local conditions, and I, therefore, do not understand how a decision could be made at this time. If Pasadena is to act in this manner, at a significant cost and with the burden and reputation of killing local wildlife, then wouldn't it be sensible to act according to a sound study by a qualified wildlife biologist? Additionally, wouldn't Pasadena want to pause further on any action that will undoubtedly cause negative attention and bad optics for the City? The public is more and more aware of and protective of our local natural environment and people will question and oppose the act of humans killing and harming wild animals sanctioned by Pasadena. I ask you to first examine the risks, benefits and alternatives of this proposal with expert input, and share those results with the public prior to making this major decision. -Kristen Ochoa, MD

Dear Sirs and Madams of the City Council,
Here in Southern California, coyotes are part of our way of life. Of course it's obvious to say they were here first. Trapping and removing or killing coyotes will only create more space to be filled by more litters of coyotes. If there is space, they will come. That is proven.
I urge the Council to look at the science and study the overall picture to come up with better ways of dealing with the wild coyote population. Your option 3 is the most reasonable and humane way of dealing with these iconic beasts. Prohibiting feeding and enforcing those laws, educating the public on coexistence, and establishing response tiers for interaction with humans - all are the best way to go, and I urge you to adopt these methods.
Thanks for your time,
Malcolm Groome

Please listen to ! Consider option 3 on behalf of our coyotes. There are so many alternatives. They are innocent as we humans continue to take their survival away w/construction & infringing on their territory! They do not deserve to be trapped & murdered-they are hungry. They are dying of starvation! In search of food, mates & place to call home which we have literally stolen from them DO NOT TRAP THEM. Dl NOT HARM THEM. GOD PUT ALL OUR
ANIMALS ON YHIS PLANET, CARVING OUT HILLSIDES & PLACES TO EXIST IT IS HUMAN BEING THAT HAD ROBBED THEM OF THE LIFE THEY DESERVE.
THEY DO NOT HARM US BUT THEY ARE IN CONSTANT THREAT FOR SURVIVAL . NOT TRAP PLEASE I AM A VERY CONCERNED CITIZEN! Find alternatives There are many Thank you Dr Judy Schwartz Sent from my iPhone
