MONITORING REPORT
Chair Gordo introduced the item and Tony Olmos, Director of Public Works, provided a brief outline of the agenda item.
Chair Gordo thanked staff for their work on the progress of the Washington Park project.
Chair Gordo asked how construction costs were trending compared to the Consumer Price Index (CPI) and if the material costs were coming in higher than the service cost. Mr. Olmos responded that prices have been on the variable side; however, some leveling off from the peak of inflation is notable. He also added that the cost of the material is similar to the cost of providing the service, making it easier to predict.
Councilmember Hampton inquired if staff has placed projects that are in the queue on hold until the total cost of the project has decreased.
Mr. Olmos responded that in some cases that approach has taken place, also called value engineering.
Councilmember Hampton asked if staff had noticed a decrease in bid proposals as a response to the City’s Request for Proposal announcements. Mr. Olmos advised that staff is receiving the typical number of bids for general work (8-10 ) and specialized work (1-2).
Responsiveness of bids in total, has been good.
Following a brief discussion, on the order of the Chair and consensus of the Committee, the item was received and filed.

PUBLIC WORKS
Tony Olmos , Director of Public Works, p rovided a PowerPoint presentation and responded to questions.
Chair Gordo suggested for staff to prioritize the following:
• Adding sport field improvements at all park s to future Capital Improvement Project forecasting and suggested to seek out grant opportunities and possible
partnerships with the Pasadena Unified School District.
• Set up a joint meeting with the Los Angeles County director of sanitation to seek out funding opportunities
for the storm drain repairs.
• Examine the condition of the truncated domes specifically the one in the Playhouse District that seems to have caved-in. Mr.

Councilmember Hampton thanked Mr. Leclair for the work being done in Parks related to free Wi-Fi availability and asked if there were plans to expand free Wi-Fi service to the business districts. Mr. Leclair shared that Free Wi -Fi is available in the O ld Pasadena Business District as part of an agreement with AT&T; however, AT&T seems to be fading out these types of agreements . The department is assessing the

John Street to the future redevelopment of the 710 stub. Staff committed to conducting a study of the intersection on Rosemont Avenue and Seco Street and assured Councilmember Hampton that the work being done at Pasadena Avenue and St. John St reet are legacy projects that will have zero impact on the future redevelopment of the 710 stub.
Councilmember Hampton suggested for staff to reach out to neighboring cities about interest in collaborating on the hydrogen fuel cell project and stated that it is important to have a fleet with a mix of electric and hydrogen fuel cells to improve reliability.

1. Find that the proposed action is not a project subject to the California Environmental Quality Act (CEQA) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of the State CEQA Guidelines and, as such, no environmental document pursuant to CEQA is required; and
2. It is recommended that the City Council adopt a resolution amending the Fiscal Year (FY) 2024 General Fee Schedule.
BACKGROUND:
The (FY) 2024 General Fee Schedule was adopted by the City Council on June 5, 2023. These fees fall under the Hazardous Materials Business Plan (HMBP) program and have not been increased since 2018. The program was established by the state in 1986 and is implemented within Pasadena by the Fire Department. Its purpose is to prevent or minimize damage to public health, safety, and the environment from a release or threatened release of hazardous materials. The program also ensures compliance with community right-to-know laws by requiring businesses that handle hazardous materials to inventory hazardous materials, develop a site map and an emergency plan, and implement a training program for employees.
Fee amounts established for the HMBP program follow methodology provided by the California Environmental Protection Agency (CalEPA) to ensure consistency throughout the state regarding administrative requirements, permits, inspections, and enforcement.
Amendments to the Fiscal Year 2024 General Fee Schedule July 31, 2023
CalEPA oversees 81 certified local government agencies including Pasadena, known as Certified Unified Program Agencies (CUPAs), which apply regulatory standards established by five different state agencies. Each CUPA maintains a fee accountability program, which is annually reviewed, audited, and updated.
COUNCIL POLICY CONSIDERATION:
The proposed action is consistent with the City Council's Strategic Plan Goal of maintaining fiscal responsibility and stability through the periodic review and update of the General Fee Schedule and by ensuring that, where appropriate, the City is reimbursed for the cost of providing selected services.
ENVIRONMENTAL ANALYSIS:
The action proposed herein is not subject to the California Environmental Quality Act (CEQA) in accordance with Section 21065 of CEQA and State CEQA Guidelines Sections 15060 (c)(2), 15060 (c)(3), and 15378. The proposed action is the modification of a tax or fee, which is a government fiscal activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. July 31, 2023
TO: Honorable Mayor and City Council
THROUGH: Finance Committee
FROM: Department of Transportation
SUBJECT: ACCEPTANCE OF SUSTAINABLE COMMUNITIES PROGRAM GRANT
FOR ACTIVATE ALLEN AVENUE QUICK BUILD PROJECT IN THE
AMOUNT OF $164,181 AND AMENDMENT TO THE FISCAL YEAR
2024 CAPITAL IMPROVEMENT PROGRAM BUDGET
RECOMMENDATION:
It is recommended that the City Council:
1. Find this action exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061 (b) (3), Common Sense Exemption;
2. Authorize the City Manager to enter into an agreement with the Southern California Association of Governments (SCAG) to receive a $164,181 of Sustainable Communities Program for the Enhancements to Metro L Line Alien Station and execute any subsequent agreements regarding this grant award; and
3. Amend the Fiscal Year 2024 Capital Improvement Program Budget by appropriating $164,181 in 2018 Sustainable Communities Program Grant to the Enhancements to Metro L Line Alien Station (75514) project.
BACKGROUND:
As part of the FY 2018 Capital Improvement Program, City Council approved funding to the Enhancements to Metro L Line Alien Station (75514) project for a concept study of Alien Avenue between Villa Street and Colorado Boulevard to enhance pedestrian and bicycle access to the Metro (Gold/L) Line Alien Station. The Alien Avenue project corridor contains residential and commercial uses. Within this corridor, there will be spaces allocated for housing as well as for businesses and commercial activities. It is a mixed-use development that aims to provide a blend of residential and commercial amenities in the designated areas along Alien Ave. Alien Ave, also provides vehicular, MEETING OFAGENDA ITEM NO.

pedestrian and transit access to nearby educational institutions including Pasadena City College (PCC), Jefferson Elementary School, and Colorado Boulevard which are all within walking distance of the project corridor. The pedestrian safety and transit accessibility enhancements of the project are aimed at directly improving the quality of life for students and transit customers.
The concept design includes bulb-outs and sidewalk extensions, high visibility crosswalks, striping of right-turn lanes, improved street lighting, wayfinding signage, leading pedestrian intervals, and a designated pick-up/drop-off zone in front of the station. The plan also includes a buffered bike lane, connecting the existing bikeway on Villa Street to the Alien Station.
As part of the concept design process, outreach was conducted to introduce the project to stakeholders and community members along the corridor, explain the goals of the project, identify necessary safety needs and opportunities, and receive input on the concept design. Community members offered their input via online surveys, emails, and at four in-person workshops.
Alien Ave Quick Build
The City applied for and was awarded funds through Southern California Association of Governments (SCAG) in 2018 for a Pasadena Alien Avenue Pedestrian Safety Enhancement Project (Quick Build). The City was awarded $164,181 for the project for the period between October 9, 2019 and February 29, 2024.
The SCAG grant allows for Quick Build implementation of identified safety enhancements. A quick build is a pilot infrastructure project that provides opportunities to test improvements, further engage the local community, collect and evaluate feedback and data, and expedite changes. A quick build project typically lasts between six and twelve months, and uses short-term, low-cost, and scalable interventions that allow for modifications and feedback before a permanent project, including:
•Restriping
Flexible delineators
Planters
Signage
Painted curb extensions
The Department of Transportation has scheduled the installation of the project for fall 2023 and has five additional public outreach events planned throughout the duration of the quick build project period.
Safe System Approach
DOT has implemented a Safe System Approach to traffic safety, based on national guidance from the Federal Highway Administration. A key safe system principle is that safety is proactive. The Quick Build project will build upon past safety improvements that reduce vehicle speeds, reduce crossing distances, and improve access to transit.
Grant Acceptance - Activate Alien Avenue Quick Build
July 31, 2023
Additionally, one of the goals of the project is to achieve zero pedestrian and bicycle collisions along the project corridor. This goal is consistent with a Safe System Approach to traffic safety.
COUNCIL POLICY CONSIDERATION:
The Activate Alien Avenue Quick Build project supports the General Plan guiding principle that Pasadena will be a city where people can circulate without cars. This program will directly assist the Department of Transportation in implementing the following objectives of the Mobility Element:
Enhance Livability
Encourage walking, hiking and other alternatives to motor vehicles.
Specifically, this project addresses a policy of the Mobility Element:
•Policy 1.23 Improve public health by supporting walking and bicycling throughout the City.
ENVIRONMENTAL ANALYSIS:
The proposed action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061 (b) (3), Common Sense Exemption.
FISCAL IMPACT:
Approval of this Funding Agreement will enable the City to obtain a $164,181 in 2018 Sustainable Communities Program Grant from SCAG, through Caltrans. The recommended appropriation will result in a $164,181 increase to FY 2024 Capital Improvement Program Budget.
