Department's presentation.
Councilmember hlampton asked staff to determine if the City has the legal authority to train City employees (other than Pasadena Police Officers and Code Enforcement employees) to administer citations for fireworks violations. He expressed concerns with the messaging related to the cancellation of the 2023 AmericaFest at the Rose Bowl for the soccer game, stating that many community members believed there would not be a fireworks display. He also advocated for the City to close off the Colorado Street Bridge and North Windsor/Oak Grove Drive area for public viewing opportunities of the Rose Bowl fireworks display, which may help alleviate illegal fireworks in the City.
Councilmember Madison stated, as the City Council's
representative, he would forward Councilmember Hampton's comments related to the messaging of the 2023 AmericaFest cancellation to the Rose Bowl Operating Company (RBOC).
The Mayor stated that he is aware that the City of Riverside used Code Enforcement Officers to augment responses and issue citations during the Fourth of July. He asked staff to research the California Department of Forestry and Fire Protection's (Cal Fire) and the County of Riverside's models/programs that use
supplemental agency staff to issue citations.
The Committee thanked Fire Chief Augustin, Pasadena Fire Department staff, Pasadena Police Department staff, and Code Compliance Officers for their efforts and work in keeping the City safe leading up to and during the Fourth of July holiday.
