Re: Congressional Earmark Funding for Outdoor Dining and Storefront Improvement Grant Proposal Dear Chair Hampton and Ed Tech Committee Members,
Old Pasadena Management District (OPMD) would like to voice support for the grant program proposed by Economic Development staff.
The outdoor dining areas put in place during the pandemic closures have been a life-line to many of Old Pasadena's restaurants, and continue to offer opportunities for economicgrowth. As the District and individual merchants continue to pursue more esthetic and functional infrastructure, this grant program will allow for improvements and additional structures that would otherwise not be possible. We are encouraged to see that the program outline embraces smaller improvement projects as well as complete platform installations, allowing business owners of varying means to take advantage of available funds.
As a potential Community Partner applicant, the program could assist OPMD greatly in supporting additional marketing of the outdoor dining element and businesses utilizing it.
Restaurant foot traffic is broadly recognized as being a generator for retail business, meaning support of this program and the success of its participants also brings additional support and success to non- restaurant retail businesses. The "lift" from these grants will go well beyond the individual participants.
We look forward to the additional opportunities provided by the grant program and encourage approval of this proposal. I'm available for further discussion at your convenience.

I have been a committee member for many years and am currently a Board member of Playhouse Village Association. During that time I have watched Playhouse Village transform into a vibrant center for commerce, culture and dining/entertainment. The bold move taken by the Association to design and build beautiful street dining pavilions will hopefully ensure that the restaurants in the Village remain vibrant for years to come. The standardization of well -designed dining Pavillions will ensure that they are maintained and remain in use for many years to come. However, the cost to maintain them AND to disassemble and reassemble them pre and post the Parade on January 1st each year comes at a significant cost. Therefore, I strongly encourage you to support approval of staff's recommendation to allocate funds from the federal Grant the City received to support street dining to the PVA to help pay for this cost. The program's sustainability is essential to our small restaurants.
