ITEM #2
46 DATE: October 24, 2023
TO: Municipal Services Committee
FROM: Joaquin Siques, Acting Director of Transportation
SUBJECT: Bicycle Transportation Action Plan Update
The attached presentation provides an update on the implementation progress of the City of Pasadena’s Bicycle Transportation Action Plan (BTAP), which was adopted in 2015 as part of the General Plan Update. A summary of the various components of the BTAP is included below.
Union Street Two-Way Protected Bikeway
This past September, the City held the ribbon cutting ceremony for the Union Street Two-Way Protected Bikeway which runs from Hill Avenue to Arroyo Parkway. The Union Street Bikeway provides a dedicated space for bicyclists of all ages and abilities.
The project increases safety, comfort, and access for all users to local businesses and destinations along Union Street and throughout Pasadena. As part of the project, we also created a Greenway along Holliston Avenue to connect the Union Street Bikeway to the bike lanes on Cordova Street.
Roseways
Roseways are roadways recommended for bicycle use because of their lower speeds and volumes. Twenty-one miles of Roseways are identified throughout the City’s street network. The Roseways sign installations were completed in 2020.
Cordova Street Enhancement Project
The Cordova Street Enhancement Project is currently under construction and is on schedule to be completed by December 2023. This project along Cordova Street creates a complete street environment, improving safety and accessibility along Cordova Street with the addition of buffered Class II bike lanes, bicycle detection, pedestrian ADA accessibility upgrades and curb extensions to shorten crossing distances along the corridor.
Greenways
Greenways represent a special type of on-street bike routes where the streets are designed to accommodate bicyclists with a wide variety of skill levels. Greenways are streets where bicyclists and motorists share the travel lane. Treatments for greenways 47 Bicycle Transportation Action Plan Update
October 24, 2023
are selected to create appropriate automobile volumes and speeds and to provide safe crossing opportunities of busy streets. Typical treatments include mini roundabouts, curb extensions, speed humps, speed tables and traffic diversion techniques that allow bicyclists to proceed straight through an intersection, but force motor vehicles to turn.
Greenways have been shown to increase the number of bicyclists and pedestrians using the street, as well as safety for all users. Through outreach efforts during the development of the BTAP, four north-south streets were recommended for Greenways.
These include Craig Avenue, El Molino Avenue, Wilson Avenue and Sierra Bonita Avenue. These four corridors are preferred by cyclists because they connect the northern portion of Pasadena with the lower portion, crossing the I-210 Freeway on streets that do not have freeway on-ramps or off-ramps to negotiate.
Funding in the amount of twelve million dollars has been secured thru the Metro Measure R Mobility Improvement Program (MIP) for the outreach, design, and construction of the four Greenway corridors. Craig Avenue has additional state grant funding for a quick build (temporary) traffic calming project and a permanent traffic signal at the Orange Grove/Craig intersection. Below is the anticipated schedule for Greenway implementation.
Greenways Schedule
• Execute Measure R MIP Program Funding Agreements– Spring 2024 • Advertise and Award Design and Outreach Contract – Summer 2024 • Conceptual Design and Outreach – FY 2025
• Final Design and Outreach – FY 2026

All Ages and Abilities
The All Ages and Abilities design guidelines were developed as a national and international best practice that, according to the National Association of City Transportation Officials (NACTO), should be adopted for all bicycle facility design and network implementation, to make bike facilities safer, more comfortable, and more equitable. Department of Transportation staff recommends the use of NACTO guidelines for “All Ages and Abilities design” where the application is appropriate and plausible with community support, and as budget permits.
