Dear members of the Municipal Services Committee,
I am writing to address the last sentence in the staff report for Agenda Item #2:
"Department of Transportation staff recommends the use of NACTO guidelines for 'All Ages and Abilities design' where the application is appropriate and plausible with community support, and as budget permits." 1) "Where the application is appropriate..." Prioritizing safety is ALWAYS appropriate. 2)"... and plausible with community support..." The City should seek extensive community input on HOW to reach the AA&A standard, but not IF to reach the standard. The City Council should adopt the standard, and work with staff and community members on how to achieve it. 3)"... and as budget permits." There is approximately $50M in unallocated Measure R funds that are earmarked for Pasadena. These funds are not competitive. The City Council priorities will dictate what those funds are used for, and if safe Greenways are the Council's priorities, those funds will be available.

Thank you,
Blair Miller

Subject: Support of Greenways in Pasadena
Hi,
I would like to expressly support for the greenways initiative of Pasadena, both for walking and hiking. I walk everyday East-West to Caltech along the very very busy streets, and would appreciate this initiative and even extend it to lanes along California and del mar for example in east-west direction as well.

Make Pasadena more walkable/bikable.

Best Regards,
Jonas Flygare

Dear members of the Municipal Services Committee,
Safety is ALWAYS appropriate.

I am a Pasadena resident who cares deeply about equity and the environment. I am writing to express support for All Ages & Abilities Greenways.

People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars. What we desperately need are a few streets that prioritize people. Drivers can still use these streets, too, but can easily keep speeds under 20 MPH on just four streets.

Most residents want to live on safe, quiet streets. In addition, we need to consider our vision for the city as a whole.

Pasadena needs a network of streets that are comfortable for people who don't drive a car, including people who are too young, too old, or too poor to drive. Plus, the climate emergency demands that we support affordable, low-carbon transportation.

The National Association of City Transportation Officials recommends that ALL bicycle facilities follow the All Ages and Abilities guidelines.

Ignoring this national best practice would be a disservice to anyone who wants safe streets. Please take this step for a more livable, more vibrant, and more equitable Pasadena.

Thank you for everything you are doing for our city.

Bicycle Transportation Action Plan Update
Dear members of the Municipal Services Committee,
I am a resident of Council District #6. Because of my training and experience in urban planning and design, I am acutely aware of the fact that we have allowed the streets of our city to be dominated by cars to the detriment of the needs of pedestrians, bicyclists, and the residents of the areas through which the streets travel.

Because of these concerns, I am writing to express my support for All Ages and Abilities Greenways, which will constitute a small first step in reclaiming our streets to make them safer for those who live along them and those who travel on foot or by bicycle.

One of the reasons for my support of the All Ages and Abilities Greenways is that they include design elements that slow traffic speed. This is key because traffic speed is a fundamental component of the safety equation for pedestrians and bicyclists. There is a movement in Europe to limit speed on city streets to 30 kilometers per hour, the equivalent of 18.6 mph. In addition, the United Nations has launched a "Twenty is Plenty" campaign to reduce speeds in urban residential areas. In this country, Portland and Eugene Oregon, and Denver, among other cities have adopted a "Twenty is Plenty" policy.

Of course, all of us who attended Chuck Mahron's presentation this past week at the Throop Church know that putting up 20-mile-per-hour speed limit signs isn't enough to slow traffic down and that over time, modifications to the streets and their management will need to be made to provide physical cues to vehicle drivers to drive more slowly (see for example https://usa.streetsblog.orci/2022/02/02/studv-20-is-plentv-but-signs-alone-dont- always-get-drivers-to-slow-down).

Creation of Greenways like the All Ages and Abilities Greenways now being proposed will create the physical cues needed to slow traffic down and will help to achieve the Twenty is Plenty objective. Because implementation of these proposed greenways will also provide Pasadena with experience that can inform the development and implementation of measures to slow traffic on additional residential streets, this initiative will constitute an important first step in substantially improving the safety and quality of life in all of Pasadena's residential neighborhoods
I strongly urge you to adopt the All Ages and Abilities Greenway initiative.

I believe streets should be safe for everyone! I stand with the Pasadena Complete Streets Coalition in calling for Pasadena to implement an All Ages and Abilities safety standard for the four North-South Greenways on El Molino, Wilson, Sierra Bonita, and Craig as described in the national design
standards manual "Designing for All Ages and Abilities." Sara Mahdavi

Dear Pasadena Municiple Services Committee,
I am writing to urge you to design the Pasadena greenways according to the All Ages & Abilities design guidelines. I am a graduate student at Caltech and a Pasadena resident, and reducing car traffic, reducing car speeds, and improving crossings will be very helpful to me.

I used to walk everywhere in Pasadena until I had back surgery earlier this year. Two weeks after my surgery, I reinjured my back while crossing Lake Avenue, a street with many lanes offast-moving cars. Since then, I have not been able to walk around Pasadena because the street crossings are too difficult and dangerous for me to cross with my injuries.

Implementing the All Ages and Abilities designs for the Pasadena greenways project will be a good first step to making Pasadena a better city for people with injuries and disabilities and will be of great help to me personally since I cross Wilson daily on my way to work.

Sincerely,
Jonathan White

Dear members of the Municipal Services Committee,
I am a Pasadena resident who cares deeply about equity and the environment. I am writing to express support for All Ages & Abilities Greenways.

Pedestrians and cyclists Pasadena deserve safe, comfortable spaces. In a beautiful city with so much history and so much to do our transport and infrastructure overwhelmingly prioritizes cars, often at the peril of people who are walking or cycling. As a cyclist, I love having a green way to get around - however I have often felt danger and anxiety as I try to navigate across town on my bicycle in the face of Pasadena traffic. The lack of safe bike lanes and greenways means that my bike ride is not pleasant, but a means to an end. And that's a shame in such a beautiful city.

What we desperately need are a few streets that prioritize people.

Most residents want to live on safe, quiet streets. In addition, we need to consider our vision for the city as a whole.

Dear members of the Municipal Services Committee,
My name is Radhika, and I'm a graduate student at Caltech. I live just north of the 210 freeway close to Wilson Ave. Even though I live just a mile away from campus, I do not feel safe hiking to work and back everyday. Cars move too fast and drivers do not know how to keep space for bikers (I know, because I learned to drive in Los Angeles and we are not properly taught this). Because of this risk I choose to drive, which not only costs my wallet, but costs our environment gravely.

I know many people do not have the financial means to buy a car, and they are left hiking with high risk of personal injury. It has become common for each individual at Caltech to know someone who's been hit by a car while hiking.

Therefore I write to strongly express support for All Ages & Abilities Greenways.

People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars. What we desperately need are a few streets that prioritize people.
