Dear members of the Municipal Services Committee,
I am a Pasadena resident who commutes by bike and would like safe streets with slow vehicle speeds and protected bike lanes so that I am not risking my life getting around my neighborhood. I also care deeply about equity and the environment, and we need walkable, bikeable, and reliable streets to live up to there values.
I am writing to express support for All Ages and Abilities Greenways.
People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built for cars. What we desperately need are a few streets that prioritize people. Drivers can still use these streets, too, but can easily keep speeds under 20 MPH on just four streets.
It is absurd to talk about valuing community safety, children's development, or environmental goals and then create a city that will not build safe pedestrian and bike infrastructure if it could mean even the slightest inconvenience to people in cars.
The National Association of City Transportation Officials recommends that ALL bike facilities follow the All Ages and Abilities guidelines. Ignoring this engineering best practice would be a disservice to everyone traveling outside of a car. Please take this step for a more livable, more vibrant, and more equitable Pasadena.
Do right by our city.

Subject: MSC - Agenda 2 - All Ages and Abilities Greenways Hi Municipal Services Committee!
I live in Pasadena and I ride my bike everywhere since I can't afford a car. I am very excited to hear about the All Ages and Abilities Greenways.
My partner was hit by a car on Cordova while riding her bike. It broke her clavicle and she couldn't work for about half a year. Car-related injuries and deaths are a moral issue, and furthermore, they cost Pasadena in terms of lost economic productivity.
Roads designed with strong bias for car travel are inequitable and dangerous. I hope you will fully fund every possible safety improvement to make it easier and safer to ride a bike in Pasadena.
Best,
Sam Davidson

Dear members of the Municipal Services Committee,
I am a Pasadena resident who cares deeply about equity and the environment. I am writing to express support for All Ages and Abilities Greenways.
The people of Pasadena deserve safe and effective transportation options. We need streets that prioritize pedestrian and bicycle traffic.
There are far too many injuries and deaths that occur on our streets. The vast majority of these casualties can be prevented by focusing on improving street design. Protecting our residents from traffic violence should be the main focus of our civic leaders and local governance.
The National Association of City Transportation Officials recommends that ALL bike facilities follow the All Ages and Abilities guidelines.
15 local organizations have endorsed all ages and abilities Greenways, including the PUSD school board, the League of Women Voters, and the NAACP. Plus, 800 people have signed petitions of support.
In Pasadena, there are 50 north-south streets that prioritize cars. We can prioritize safe walking and hiking on just 4.
Ignoring this national best practice would be a disservice to anyone who wants safe streets. Please take this step for a more livable, more vibrant, and more equitable Pasadena.
Thank you for everything you are doing for our city.
Signed,
Dr Philip Taylor

Dear members of the Municipal Services Committee,
I am an Altadena homeowner writing to express support for All Ages and Abilities Greenways.
People walking, hiking, jogging, taking their children and pets on a walk in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars quickly and safely. What we desperately need are a few streets that prioritize people too. Drivers can still use these streets, too, but can easily keep speeds under 20 MPH on just four streets.
I frequently ride my bike from Altadena to destinations in Pasadena - like my gym, libraries, post office, restaurants, Caltech, PCC, South Lake, Old Pasadena and the B Line Stations. There are no buses that serve my needs. Biking is the best way for me.
By hiking, I am saving a car parking spot from someone else who needs it. I am reducing air pollution and traffic. Yet it is so hard for me to find a safe north/south route. The Greenway improvements will help me and thousands of other bike riders and walkers in Pasadena get around more safely. I see more and more people bike riding since the Union Street opening, and we want to see more.
The National Association of City Transportation Officials - a organization who's conference is attended by Pasadena DOT employees - recommends that ALL bike facilities follow the All Ages and Abilities guidelines.
Ignoring this national best practice would be a disservice to anyone who wants safe streets. Please take this step for a more livable, more vibrant, and more equitable Pasadena.

I am a Pasadena resident who cares deeply about equity and the environment. I am writing to express support for All Ages & Abilities Greenways.
People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars. What we desperately need are a few streets that prioritize people. Drivers can still use these streets, too, but can easily keep speeds under 20 MPH on just four streets.
Most residents want to live on safe, quiet streets. In addition, we need to consider our vision for the city as a whole.
Pasadena needs a network of streets that are comfortable for people who don't drive a car, including people who are too young, too old, or too poor to drive. Plus, the climate emergency demands that we support affordable, low-carbon transportation.
The National Association of City Transportation Officials recommends that ALL bicycle facilities follow the All Ages and Abilities guidelines.
Ignoring this national best practice would be a disservice to anyone who wants safe streets. Please take this step for a more livable, more vibrant, and more equitable Pasadena.
Thank you for everything you are doing for our city.

Dear members of the Municipal Services Committee, I am writing to express support for All Ages & Abilities Greenways.
As a Pasadena resident who bikes their 2 and 3 year old children to preschool (2 miles), I am well aware of the dangers of hiking here. I use the infrastructure we have, but it's limited -1 don't take my kids to the grocery store by bike, for example, because there isn't a path that feels safe to me.
As e-bikes have gotten cheaper and better, more and more families are hiking instead of driving. Please support safer streets for our families.
Thanks,

Subject: BICYCLE TRANSPORTATION ACTION PLAN UPDATE
Dear members of the Municipal Services Committee,
I am writing to express support for All Ages and Abilities Greenways.
I am a Pasadena resident who uses a bicycle as my main mode of transportation because I want to do my part to limit both smog and C02 emissions. Unfortunately, I feel that I'm constantly exposing myself to danger on unsafe streets. Pasadena has taken significant steps to make streets safer for bikes, and I really appreciate what has been done. I have noticed the change and feel safer than before, but I still frequently get cars driving very close to me, parked drivers opening doors as I drive by, and occasionally drivers or their passengers yelling at me because they don't think I should be on the road.
A few years back, I was doored by a parked driver which resulted in an ambulance trip to the emergency room.
Fortunately everything turned out fine, but I have had multiple close calls since then. I have also had drivers make sudden turns in front of me almost causing me to crash into them. In one instance, I had to squeeze the brakes so hard that my bike flipped; I jumped off the bike, so I did not flip with the bike. Another time I did crash into the car, ripping off the car door handle in the process.
People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars. What we desperately need are a few streets that prioritize people. Subject: (^ ^> ^ MSC - Agenda 2 -1 support AA&A Greenways Dear members of the Municipal Services Committee,
As Pasadena residents who care deeply about the safety of our streets, equity, and the environment, I am writing to express support for All Ages and Abilities Greenways.
People walking and hiking in Pasadena deserve safe, comfortable spaces. Our City already has 50 north/south streets engineered to move as many motor vehicles as possible. What we desperately need are a few streets that prioritize people on foot, bike, and other forms of healthy, affordable, active transportation. Drivers will still be able to use these 'greenway' streets, too, so long as they keep speeds under 20 MPH, a critical safety threshold.
The National Association of City Transportation Officials (NACTO) recommends that ALL bike facilities follow the All Ages and Abilities guidelines. Ignoring this national best practice would be a disservice to anyone who wants safe streets.
Please adopt this standard to ensure we realize a more livable, sustainable, and equitable Pasadena.
Thank you,
Wes, Kristin, Jasper, and Max Reutimann
Pasadena 91103
All Ages & Abilities Bike Facilities are ...
Safe
More people will bicycle when they have safe places to ride, and more riders mean safer streets.
Among seven NACTO cities that grew the lane mileage of their bikeway networks 50% between 2007-2014, ridershi^jTiorethan doubled while risk of death and serious injyry to R was halved. Better bicycle facilities are directly correlated with increased safety for people walking and driving as well. Data from New York City showed that adding protected bike lanes to streets reduced injury crashes for all road users by 40% over four_years .
Comfortable
1 Bikeways that provide comfortable, low-stress bicycling conditions can achieve widespread growth in mode share. Among adults in the US, only 6-10% of people generally feel comfortable riding in mixed traffic or painted bike lanes. hlowever, nearlyjwo-thirds of the adult population may be interested in riding more often, given better places to ride, and as many as 81 % of those wou Id ride in protected bjkejanes.. Bikeways that eliminate stress will attract traditionally under-represented bicyclists, including women, children, and seniors.
Equitable
High-quality bikeways expand opportunities to ride and encourage safe riding. Poor or inadequate infrastructure—which has disproportionately impacted low-income communities and communities of coior —forces people bicycling to choose between feeling safe and following the rules of the road, and induces wrong-way and sidewalk riding. Where street design provides safe places to ride and manages motor vehicle driver behavior, ynsafej3icyci[ng_d^cisions_djsagp^ar, making ordinary riding safe and legal and reaching more riders.
Who is the "All Ages & Abilities" User?
To achieve growth in bicycling, bikeway design needs to meet the needs of a broader set of potential bicyclists. Many existing bicycle facility designs exclude most people who might otherwise ride, traditionally favoring very confident riders, who tend to be adult men. When selecting a bikeway design strategy, identify potential design users in keeping with both network goals and the potential to broaden the bicycling user base of a specific street.
Children
School-age children are an essential cycling demographic but face unique risks because they are smaller and thus less visible from the driver's seat than adults, and often have less ability to detect risks or negotiate conflicts.
Seniors
People aged 65 and over are the fastest growing population group in the US, and the only group with a growing number of car-free households. Seniors can make more trips and have increased mobility if safe riding networks are available. Bikeways need to serve people with lower visual acuity and slower riding speeds.
Women
Women are consistently under-represented as a share of total bicyclists, but the share of women riding increases in correlation to better riding facilities. Concerns about personal safety including and beyond traffic stress are often relevant. Safety in numbers has additional significance for female bicyclists.
People of Color
While Black and Latinx bicyclists make up a rapidly growing segment of the riding population, a recent study found that fewer than 20% of adult Black and Latmx bicyclists and non-bicycljsts feel comfortable in conventional bicycle lanes; fear of exposure to theft or assault or being a target for enforcement were cited as barriers to bicycling. Long- standing dis-investment in street infrastructure means that jh^ej:|d^rs_a.re disproportionately likely to be killed by a car than their white counterparts.
Low-lncome Riders
2 Low-income bicyclists make up half of all Census-reported commuter bicyclists, relying extensively on bicycles for basic transportation needs like getting to work. In addition, basic infrastructure is often deficient in low-income neighborhoods, exacerbating safety concerns. An All Ages & Abilities bikeway is often needed to bring safe conditions to the major streets these bicyclists already use on a daily basis.
People with Disabilities
People with disabilities may use adaptive bicycles including tricycles and recumbent handcycles, which often operate at lower speeds, are lower to the ground, or have a wider envelope than other bicycles. High-comfort bicycling conditions provide mobility, health, and independence, often with a higher standard for bike infrastructure needed.
People Moving Goods or Cargo
Bicycles and tricycles outfitted to carry multiple passengers or cargo, or bicycles pulling trailers, increase the types of trips that can be made by bike, and are not well accommodated by bicycle facilities designed to minimal standards.
Confident Cyclists
The small percentage of the bicycling population who are very experienced and comfortable riding in mixed motor vehicle traffic conditions are also accommodated by, and often prefer, All Ages & Abilities facilities, though they may still choose to ride in mixed traffic.

Dear members of the Municipal Services Committee,
Safety is ALWAYS appropriate. I am a Pasadena resident.
Thank you for everything you are doing for our city,
-Sean McGill
