Climate change has already had deep impacts into our community and I think Pasadena has a chance to be an exemplar if we have the will and commit the resources to becoming one. We are blessed with good bones as a city with lots of sun for solar energy, lots of light rail and busses to travel carbon-lite or free, and plenty of big trees. We need to double down and finish the job to make our city an example to follow, even if it's not easy or simple.

My name is Michael Robertson, I am a resident of district 4, and a professional Environmental Scientist. I urge you to support a plan for 100% carbon free electricity by 2030.

The City Council in January took the courageous step of passing a resolution to achieve renewable power by 2030 hundreds of thousands of dollars have been spent studying this effort and many months have passed. I hope that at this meeting, we have a concrete plan we can put into action that will get us to our goal quickly and responsibly.

The People of the City of Pasadena, are watching and time is of the essence. Those who will suffer most from the effects of climate change are our children and their children and we have to act now to save our future if not forourselves, than for them,
We owe it to our great city to have the best resources that are responsibly managed for our people. We need Pasadena Water and Power to step up to the plate and make this dream a reality. I know it is hard work and extremely complicated but if anyone can accomplish this goal, we can! 1 Stevenson, Garrett

As a homeowner in district 1,1 urge our city to adopt to 100% carbon-free electric power ASAP. This year's unprecedented rain deluge, followed by this summer's sweltering heat wave, and this dry winter's threat of wildfires remind me of the urgent need to stop using fossil fuels to power our city. Thanks for your time.

My name is Ford Pedersen, I am a student at Sequoyah School in Pasadena, and I urge you to support a plan for 100% carbon-free electricity by 2030.

All my life I have been bombarded about how the world is ending, the temperatures are rising, species are going extinct, and it's all on me to fix it. And so, now that I have learned so much about the issues at hand, I really want to make a difference. I now realize that the best way for me to do this is simply to help push forward the idea of being 100% carbon-free electricity by 2030,1 don't want humanity to end or suffer because people in the 20th and 21st centuries were greedy. The world is a beautiful place that we have been gifted, and to destroy it in such a way as this is horrible.

So please, do something to help the world prosper.

DATE: November 14, 2023
FROM: Genette Foster, Council District 2
RE: Agenda Item 2. Adoption and Approval of 2023 IRP
In the final slide for their presentation, PWP requests that City Council support the policy goal of 100% carbon-free by 2030 through utilization of the Waypoint framework supported by 2023 IRP Scenario 2 modeling results. Although PWP's Agenda Report dated December 4, 2023 devotes virtually half (3 out of 7 pages) to repetitive mentions of "Waypoint", neither the methodology nor its actual incorporation into the 2023 IRP are explained. There is vague reference to "Critical Path" but no attempt at critical path analysis aside from comments in Item 1 - PWP2023 Supply Chain Issues regarding increased lead times for procurement and contracts.

PWP Slide 8 is identical to IRP Figure 209 Implementation Timeline. This table lists many proposed actions but fails to connect tasks which constitute "Critical Path" to achieve the stated goal ofcarbon-free by 2023: Distributed Energy Resources, Local Battery Storage and Community Solar. The following table is based on Figure 209, presenting these key tasks according to PWP's stated timeline.

PWP's leisurely implementation timeline does not reflect any urgency. In fact, it would likely result in PWP's failure to achieve significant goals by 2028 when nothing is scheduled. 1 Distributed Energy Resources (DERs) - Costs for Scenario 2 are inflated by false assumptions about rooftop solar which is paid for by private property owners. At the MSC Meeting October 10, a representative of Pasadena Unified School District stated that many PUSD roofs would be eligible for rooftop solar installation; this is not mentioned, Study Expansion and Identify Potential Projects are two parts of the same task which should be carried out in 2024 so that PWP would be ready to Seek Pilot Programs by 2025. toco/Battery Storage-Slides for MSC/fern J identify Transformer Shortage as an Overall Major Risk with potential impact on Battery Energy Storage ("BESS") project. Scenario 2 includes a total of 665 MW of battery storage. Only 105 MW of battery storage are currently available: 85 MW to be added in 2023 and 20 MW to be added in 2027. Consultants E3 note PWP's reliance on Energy Storage, especially in Scenario 2 (see E3 Slide page 50). PWP should quickly acquire a minimum of 100MW of battery storage. All scenarios require that substantial storage be in place by 2025. The current 25MW procurement initiative is inadequate. Increase storage over the next 4-5 years, piloting new storage technologies including Long Duration Storage with federal IRA funding. • Local Projects and Seek Additional Sites should both be completed in 2024 to account for supply chain issues that could affect additional projects and heavy reliance on energy storage to meet goals.

Community Solar - SlidelS for MSC Item 1. Includes Government Incentives: "The availability and extent of government incentives, subsidies or tax credits can impact the overall cost of renewable energy contracts. In some cases, these incentives can offset high upfront costs." However, there is virtually no mention of participation in the Inflation Reduction Act which could reduce costs. The 2023 IRP does not mention any active applications for federal grant programs although PWP filed a Notice of Intent to apply for Greenhouse Gas Reduction Funds. Also unmentioned are eligible areas for Jystice4QDisadvantaged Community (DAC) funds in portions of Council Districts 1,3 and 5.

Evaluate Community Solar and Identify Potential Projects should be performed simultaneously in 2024 so that PWP is ready to implement a Community Solar Program in 2025.

PWP's ambivalence to meeting the goal of carbon-free electricity by 2030 as mandated by City Council Resolution 9977 is demonstrated in Appendix 28: [DRAFT] Renewable Portfolio Standard Procurement Plan. "Though the SB100 mandates require POUs to procure 60% of their retail needs through renewable power by 2030, PWP must strike a balance of meeting this need while being mindful of its cost, reliability and sustainability obligations and proprieties. Over or under procuring renewable energy in comparison to requirements come with risks and opportunities" (page 269 of 297).

Figure 4; PWP SB 100 Procurement Plan from 2023 IRP projects retail sales for Compliance Periods 4 (2021-24), 5 (2025- 27) and 6 (2028-30). Projected Retail Sales for CP-4 are based on actual sales. With no explanation, the projected load forecast for CP-5 increases dramatically with an average annual increase of 18.3% for the three years between 2024 and 2027. The projected load forecast for CP-6 then drops to an average annual increase of only 1.5%, virtually flat for the three years between 2027 and 2030, again with no explanation.

2 Pasadena Water and Power's draft 2023 IRP does not put forth a firm commitment to achieving the City's goal of Resolution 9977: 100% Carbon-free by 2030. City Council must reaffirm its commitment to Resolution 9977 by demanding additional adjustments to the draft 2023 IRP.

City Council consideration of Attachments 28 and 29, Renewable Portfolio Standard Procurement Plan and Enforcement Plan is premature.

PLEASE VOTE NO for any motion to approve the Renewable Portfolio Standard Procurement Plan and Enforcement Plan.

My understanding is that during Agenda Item 2, you will be able to vote on one of the plans put forward in the IRP from Pasadena Water and Power. Please vote yes for one of the plans that leads to 100% carbon-free electricity by 2030.

Combating climate change is in my top two issues as a voter (alongside racial and social justice issues). I feel it is imperative that Pasadena, as a SoCal community that will be highly impacted by a changing climate, take aggressive steps to alter our energy mix.

Thank you.

Best,

I urge you to support a plan for 100% carbon free electricity by 2030.

Do you want a city full of electric cars, that are actually powered by coal? For the future of Pasadena, commit to carbon-free electricity so that Pasadena doesn't have to contribute to polluting the Earth with dirty fossil fuels.

I respectfully request that you direct Pasadena Water and Power staff to address the concerns of the Pasadena 100 volunteers who will speak at this afternoon's meeting.

Specifically, the 2028 waypoint for assessment is only two years before 2030. It does not take into account the amount of'backloaded" resources required in 2030.

Also, the IRP does not address the Environmental Advisory Commission's memorandum recommending a doubling of rooftop solar.

Finally, this plan needs to address the impact on financially disadvantaged customers, while at the same time not shying away from the Council's goal of moving to 100% carbon free electrical power.

Thank you,
Blair Miller

My name is Sam Berndt.

At the October 17th MSC meeting, PWP was directed to come back with a plan to get to 2030, with a waypoint set up along the way.

Instead, what we see before us, is a plan to get to 55% carbon free by 2028, and a plan that will make it logistically infeasible to get to 2030.

According to the Waypoint Framework which follows Scenario 2 over the next 5 years, PWP will seek to acquire 300MW of carbon free resources. Then, in 2028, PWP will "reassess" the feasibility of the 2030 plan.

At that time, they will see that to complete Scenario 2, they will need to acquire an additional 1,015 MW of carbon free resources in two years.

You do not need to be a power supply expert to know that backloading 3x the amount of resources to procure in Vs the amount of time is a plan that is not set up for success. If they wanted this to be successful, they would plan for 2030 and attempt to procure an equal amount of resources each year until then, not wait until the last minute to "suddenly realize" they didn't plan ahead.

What is ironic about this, is that PWP claims that this is the most ambitious plan, but in reality Scenario 2 has the second least amount of carbon free resources in 2028. [[[In fact, if PWP came back with the same plan they had last time, Scenario 4, in 2028 they would have 22% more carbon free resources than what they are proposing. Scenario 5, the scenario that takes into consideration the social cost of carbon has more than 2x the amount of carbon free resources by 2028]]]
Now, if you really want to see PWP's intentions, you would go to the very back of their submitted document and look at their Renewable Portfolio Standard Procurement Plan. In there, you will see that they only plan to meet the state mandates of 60% renewable by 2030, and 100% renewable by 2045.

PWP is playing us all for fools.

There is nowhere in the document that shows they are planning on getting to 100% carbon free by 2030.

The underlying flaw in all of this is that PWP set a plan for 2028, not for 2030. Setting a plan for 2030 would allow them to make all of the considerations necessary to actually achieve the goal.

I urge the MSC to send PWP back to the drawing board to redraft the Renewable Portfolio Standard Procurement Plan and create a plan in the IRP that will get us to 100% carbon free electricity by 2030.

My name is Lisa Zeigel I am a resident of District 7, and I urge you to support a plan for 100% carbon-free electricity by 2030. The continuing reliance on and support of fossil fuel as a primary energy source says that you care more about money than your residents. We are already suffering the effects of the climate crisis (and why aren't you treating it like a crisis)? It is that as well as a public health emergency. Life-threatening, just like Covid, only we will end up worse off. We have been lucky thus far that weather events have not been seriously damaging here, but they very well could in the future. The traffic congestion on the streets in Pasadena is becoming worse and I don't feel safe taking public transportation. I have my hand on my pepper get spray when I use the Fillmore Metro station. I stopped parking in the Fillmore parking structure as well after seeing unhoused drug users in there.

And a big thing for me...I can't run outdoors during ultra-heatwaves. You are contributing to a situation that is taking away a thing I love.

Please preserve our future and make our now better and livable for everyone.

Thank you
Lisa

Dear members of the Municipal Services Committee,
Safety is ALWAYS appropriate.

I caredeeply about equity and the environment. I am writing to express support for All Ages & Abilities Greenways.

People walking and hiking in Pasadena deserve safe, comfortable spaces. We already have 50 north/south streets built to move cars. What we desperately need are a few streets that prioritize people. Drivers can still use these streets, too, but can easily keep speeds under 20 MPH on just four streets.

Most people want to live on safe, quiet streets. In addition, we need to consider our vision for the city as a whole.

Pasadena needs a network of streets that are comfortable for people who don't drive a car, including people who are too young, too old, or too poor to drive. Plus, the climate emergency demands that we support affordable, low-carbon transportation.

The National Association of City Transportation Officials recommends that ALL bicycle facilities follow the All Ages and Abilities guidelines.

Ignoring this national best practice would be a disservice to anyone who wants safe streets. Please take this step for a more livable, more vibrant, and more equitable Pasadena.

Thank you for everything you are doing for Pasadena.
