Dear Council Members,
My name is Jamie Scott and I am a resident of Pasadena District 6.
I support 100% carbon free electricity and urge you to:
1) State clearly that Pasadena's plan is 100% carbon free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan,
2) Require IRP updates every 2 years from now until 2030,and 3) Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon free by 2030, and an IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.
Thank you for considering this request!

Dear Council Members,
My name is Felix Breden and I am a resident of Pasadena District 6.
I implore you to pass a IRP that clearly states the mandate for 100% carbon free electricity by 2030.
We need a plan that explains how the city will go from 55% carbon free in 2028 to 100% in 2030, or better yet, a plan to get to 55% before 2028.
Let's get on the ball here. Paasdena has the resources to be a leader in fighting climate change. The city will look good, the council will look good, and the planet will survive. Let's take the lead again.
Thank you for considering this request!

Dear councilwoman,
I am writing as a concerned resident of your district and as a business owner in Pasadena.
Like most businesses in Pasadena we rely on the clean power produced by the city in order to support our critical operations for wildfire detection across California.
Pasadena is also home to one of the key trauma centers for the region. Without reliable power, it's operations are also endangered.
I believe it is critical for Pasadena to continue operating it's power production plant to provide grid capacity when needed.
Electric power is the fuel for our economy. The slower the economy, the less the transition to clean energy can happen quickly.
By shutting down the plant today, we would add unnecessary years to the transition due to the economic damage that will result.
Shutting the plant down will also result in additional diesel based generators, in order to ensure that business operations continue. These generators will pollute more than the plant itself and result in poor air quality for our city.
We are coming into a paradigm where clean power is also failing to live up to its promise. The key problem rising from the maintenance costs of clean power being much higher than anticipated; partly due to failing solar panel, wind farms and the battery banks needed to store power for at night. Too many companies are trying to make a quick buck out of the transition.
The transition to clean power will happen, but trying to make it happen at the cost of more pollution, simply aggravates the problem.
This is not to say that we shouldn't take action, but the action taken should be measured so that it creates meaningful, sustainable clean power. Not something that creates more pollution while increasing the cost to ratepayers.
This needs to be the most effective and efficient transition possible, not something that runs out of economic steam because it was rushed.
The most effective thing we can do is reduce our power usage. As shown by California as a whole, reducing peak usage by responding to Amber alerts can be an effective method to prevent needing the plant to operate in the first place. Let's work together to make sure people can be notified in Pasadena and all do our part to reduce peak usage on peak days? The power is in the people's hands. Let's leverage the ones protesting our power plants to call to action when needed to help the city lower it's reliance on its power plant!
Best,
Gilberto DeSalvo, PhD.12/11/2023

Dear City Council:
In 2016 I founded Pasadena 100. Today I sit on its Steering Committee.
I asked ChapGPT about clean energy and whether it could recommend a portfolio mixture for Pasadena that minimizes greenhouse gas emissions for least cost, by January 1, 2031. (Note: ChatGPT was given the latest IRP draft.) This is a summary of its answer: The 2030 portfolio recommendation should consist of approximately 90% clean energy including batteries, and approximately 10% fast-responding resources for reliability (e.g. natural-gas peaker-plants). (It then provided a breakdown of the portfolio, which I won't repeat here.) ChatGPT's answer is pretty close to IRP's Scenario 5 (a portfolio supplying 82-85% clean energy). As I wrote last week in public comment submitted to MSC (email delivered December 3), we know from IRP that the estimated rate increase for Scenario 5 with respect to Scenario 4 is $6/month year-on-year (Scenario 4 is the baseline reference case, with 60% clean energy in 2030). $6/month is only a little more than the cost of a single gallon of gasoline (today!), yet since Scenario 5's emissions are so much lower than Scenario 4's emissions it makes Scenario 5 a true bargain.
I'm reporting ChatGPT's assessment to you because the MSC voted 3-1 on December 5 to recommend adoption of the IRP draft, subject to 'aspirational' attempts by PWP to achieve a 100% carbon-free portfolio by 2030. Yet the IRP, in its current formulation, achieves only 55% carbon-free electricity by 2028. It is unlikely then, that PWP will achieve 100% carbon-free energy by 2030 given its under-performance and obstructionism to-date. IfPWP won't reach 100% carbon- free energy by 2030, then an almost-carbon-free compromise portfolio similar to Scenario 5's level of clean energy seems like an appropriate backup target, instead of the low-ambition baseline offered by Scenario 4.
It's up to you, dear Council Members, to enforce goals and priorities set for PWP. I urge you to continue supporting the aspirational goal of 100% carbon-free energy by 2030 in Pasadena, but also, in the spirit ofCOP28, unequivocally state that PWP must target a minimum of 80% carbon-free energy in its power portfolio by December 31, 2030.
Best regards,
Robert Haw

Dear Mayor Gordo and members of the Pasadena City Council:
Growing up in Pasadena, I was unaware that our energy was powered by dirty sources and contributed to pollution and public health issues. Now, as a Climate Reality Leader, I am writing to ask that you reject the unacceptable Integrated Resources Plan - and instead, I ask that_yoy^emand for a plan that actually explicitly achieves 100% carbon free electricity by 2030, where PWP must be held accountable to achieving it.
Anything less is unacceptable for our children and future generations, who depend on the important actions and decisions we make today.
Thank you for your time and consideration. I look forward to discussing this important topic in coming up with a plan that explicitly calls for PWP to achieve 100% carbon free electricity by 2030 for a healthier future for all.
Sincerely,
Jennifer H.

Dear Council Members,
Pasadena is such a great city. It is not Los Angeles. It is its own entity and a leader in so many ways. Please look to the future and consider those Pasadenans who will live their lives here after us - children now, adults later.
With that in mind I support 100% carbon free electricity and urge you to: 1) State clearly that Pasadena's plan is 100% carbon free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan; 2) Require IRP updates every 2 years from now until 2030; and 3) Require a 2024 IRP Update due in June 2024. This update should utilize the building block scenarios to model how to optimally get to carbon free by 2030, and a 2024 IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.
This is all wonky stuff, but so important to the lives of the children who will have to deal with the consequences of our inaction if we don't address climate change now. You have great power; please use it so that the next generation(s) can thrive.
Best regards,
Meredith Rose

Dear Council Members, I am a second-year student at Pasadena City College. We understand that without action, within the next decade, the climate crisis can reach levels beyond our control and have irreversible effects. The MSC's IRP committing only to 55% carbon-free electricity by 2028 is absolutely unacceptable and works against the best interests of Pasadena residents. Climate change is only worsening, so committing to 55% is insufficient and a weak effort towards creating a sustainable community. Why are we choosing to act when our environment deteriorates when we can take the steps needed to prevent that from happening in the first place? We do not have the time to continue postponing and avoiding taking responsibility. If there is a city that can achieve this, it would be Pasadena. I sincerely hope each council member will support achieving 100% carbon-free electricity by 2030. Our actions now will shape the future of Pasadena residents and determine the legacy we leave for generations to come.
In Solidarity,
Harry Wo ng

I am deeply disappointed in PWP's current IRP. I've been attending City Council and MSC meetings all year. It's clear to me that PWP has failed to operate in good faith to fulfill the mandate to create a plan to achieve 100% carbon free electricity by 2030. Instead they chose to obfuscate and dither, and run out the clock. They failed to provide a road map for what it will take to achieve the goal. How much money did PWP spend on this process and total waste of time? I am not happy with their performance and I believe they have proven themselves untrustworthy and disrespectful. We still don't have a plan. Please - do not approve the current IRP.
Sincerely,
Diane Morgan

Mayor Gordo and members of the Pasadena City Council:
I have worked in Pasadena for the past decade and try to ensure all the activities in my daily life align with my values-in particular, how my activities at work impact the climate. As such, I am writing to ask that you reject the unacceptable Integrated Resources Plan - and instead, I ask that you demand for a plan that actually explicitly achieves 100% carbon free electricity by 2030, where PWP must be held accountable to achieving it.

Dear Council Members,
I am a busness owner in Pasadena District 1.1 support 100% carbon free electricity and urge you to: 1) State clearly that Pasadena's plan is 100% carbon free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan,
2) Require IRP updates every 2 years from now until 2030, and 3) Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon free by 2030, and a 2024 IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.

It is absolutely inappropriate that the citizens of Pasadena take upon their shoulders the burden of decreasing carbon emissions LONG BEFORE the State of California mandate. Given that the entire US itself is NOT the major generator of such emissions, the entire concept is just virtue-signaling at the expense of people who have no say in the matter - we are REQUIRED to use City electricity..
Do not pass this harmful and useless plan.

I'm a resident of District 3 and support every effort to get Pasadena off of any fossil fuels.
Everyone my generation and younger are being gifted a hotter world by older generations - a world where our climate will be less predictable and more destructive. Water will no longer be something we can simply take for granted.
We don't have the power to change the global economy, but we *do* have the power to change where we get our energy from. For a city with so many climate researchers and people who study planetary science, it would be unconscionable to *not* make this a priority.
We need to be carbon free by 2030. Let's do our part.

Dear Council Members,
I am a resident of Pasadena District 6, and I serve as the Vice Chair of the City's Environmental Advisory Commission. I write regarding the Council's consideration of the IRP.
The EAC took a stand in support of Resolution No. 9977 earlier this year. The EAC has continued to engage PWP throughout the IRP drafting process, including by making a series of recommendations to PWP about improving the draft IRP in a memo dated September 26, 2023. I urge the Council to consider the recommendations in that memo as it evaluates the current version of the IRP.
I remain concerned that the IRP the Council is being asked to approve is deficient. More broadly, I am concerned that there are not adequate measures in place to hold PWP accountable for meeting the carbon-free goal set forth in Resolution No. 9977. The Council took a bold step in making the policy decision to adopt a target of 100% carbon-free electricity by 2030, and I urge the Council now to take commensurate steps to ensure that PWP follows that policy decision. Specifically, I urge you to do the following:
1. Demand that the IRP, RPS Procurement Plan, and RPS Enforcement Plan each state clearly that Pasadena's plan is 100% carbon-free electricity by 2030.
2. Require IRP updates with reasonable frequency between now and 2030 to ensure that PWP remains on track to meet the 2030 goal and to course-correct as needed.
3. Require PWP to produce a document in 2024 that uses the scenarios in the current IRP as building blocks to model how PWP intends to reach 100% carbon-free energy by 2030. That update should include a timeline and milestones to implement the modeled scenario.
Best,

Mayor Gordo and Councilmembers,
I cannot attend the meeting today because I am out of town. So, I am writing to request that you require the 2023 IRP to clearly state that Pasadena's goal is to achieve 100% carbon free energy by 2030.
And that PWP provide an IRP 2024 update by June 2024 that states how that will be achieved.
Thank you for your serious consideration of this critically important issue.

Dear Council Members,
I am a longtime resident of Pasadena District 6. My public comment is about a critically important topic that perhaps many Pasadena residents don't even know is happening.
The Municipal Service Committee's recommendation to adopt an Integrated Resources Plan that only gets us to 55% carbon free electricity by 2028 is unacceptable.
I support 100% carbon free electricity and urge you to:
1. State clearly and absolutely that Pasadena's plan is 100% carbon free electricity by 2030 throughout the Integrated Resources Plan (IRP), Renewal Portfolio Procurement Plan, and RPS Enforcement Plan;
2. Require IRP updates every 2 years from now until 2030;and
3. Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon free by 2030, and an IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.
We all know the science is clear: climate change is here and will be getting worse over the coming years. You and I (and our children) wilt be living through this. It is incumbent upon us to do everything we can. This is true not only on an individual level, but our cities also need to step up.
This is why I am urging you to only support a plan that achieves 100% carbon free electricity by 2030.
Pasadena has the technology, the knowledge, and the resources to do this, but we need to give a mandate to the PWP and MSC that this is critically important to accomplish.
Thanks very much.

I oppose the adoption of the IRP due to the significant increase in rates (20%+) and potential additional taxes.

Hello Council Members and Mayor Gordo,
My name is Jamie Cho, I am a resident of Pasadena District 7. I support 100% carbon-free electricity and urge you to 1) State clearly that Pasadena's plan is 100% carbon-free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan, 2) Require IRP updates every 2 years from now until 2030, and 3) Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon-free by 2030 and an IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.
It's time to focus on the possibilities instead of dwelling on the reasons why we might not succeed. Even though the odds of overcoming climate change may seem slim, it's crucial to invest everything we have into that opportunity, rather than the opposite. No more excuses, no more postponing. Please urge MSC to act now towards a solution, not compromise.
Thank you very much,
JamieCho

Honorable Mayor Victor Gordo and City Councilmembers,
The City Council should pass the IRP as is:
- It will get us to reach 100% clean energy by 2030 (a/?eoc/of the State 2045 requirement). We're already ahead of the goal with a plan that won't financially strap the city and its infrastructure. - If you don't pass it and it's adjusted to what the activists {who do NOT represent the majority of Pasadena residents) want (unattainable 100% carbon-free energy by 2030), that will cause 20%+ rate increases through 2030. - These rate increases will not be sustainable by many Pasadena residents, especially renters, low-income, and those residents who haven't been able to pay their current PWP bill in months.
Please vote for science, fiscal responsibility, and most importantly, COMMON SENSE! Thank you,
Lee Alien

Subject: Urgent Call for Pasadena's Commitment to 100% Carbon-Free Electricity Dear Council Members,
I hope this email finds you well. My name is Phyllis M. Chestang, MBA, PhD (student), Executive Director/Founder/Travel Consultant including sustainable, eco-conscious travel planner, Phyllis Second Wind Corp. 501 c3,- focused on international education and sustainable communities. I urge you to visit my website to learn more @https://www.phyllissecondwind.com/.
I am a proud resident of Pasadena District 3. I am writing to express my strong support for the pursuit of 100% carbon-free electricity in our city and to urge the City Council to take decisive action on this critical issue.
In light of the escalating climate crisis, it is imperative that Pasadena demonstrates leadership in sustainable practices, particularly in the crucial area of energy consumption. I understand that the City is currently developing plans for its Integrated Resource Plan (IRP), Renewable Portfolio Standard (RPS) Procurement Plan, and RPS Enforcement Plan. I believe it is of utmost importance that these plans clearly articulate and commit to achieving 100% carbon-free electricity by the year 2030.
To ensure accountability and progress, I propose the following recommendations:
1. **Clear Commitment in Plans:** Explicitly state in the IRP, RPS Procurement Plan, and RPS Enforcement Plan that Pasadena's objective is to achieve 100% carbon-free electricity by 2030. This commitment should be prominently featured and integrated into the overall strategy.
2. **Biennial IRP Updates:** Mandate updates to the Integrated Resource Plan every two years from the present until 2030. This will allow for regular assessments of progress, adjustments to strategies, and incorporation of new technologies or methodologies that may arise in the rapidly evolving field of sustainable energy.
3. **2024 IRP Update:** Require a comprehensive IRP update by June 2024, utilizing building block scenarios to model the optimal pathways to achieve carbon-free electricity by 2030. This update should include a detailed timeline and milestones, providing a tactical implementation plan for realizing the optimized carbon-free scenario. 12/11/2023
l Item 26
This issue is of paramount importance because the decisions we make today will have far-reaching consequences for future generations. By committing to 100% carbon-free electricity, Pasadena has the opportunity to lead by example, contribute significantly to the global effort to combat climate change, and safeguard the well-being of our community.
I urge you to consider these recommendations seriously and take bold steps to ensure that Pasadena becomes a model for sustainable and responsible energy practices. Your leadership in this matter will not only benefit our local community but will also serve as an inspiration for other municipalities to follow suit.
I also urge your leadership to stop the harassment and elder abuse that I am personally experiencing while staying out-of-necessity at the Courtyard Marriott Old Town, Pasadena, CA. LA County Adult Protective Services - Joycelyn Mantuano, and K. Tagmazian, et al, I ask simply that the City of Pasadena, LA County District Attorney, and LA County Adult Protective Services (APS), please enforce the ongoing violations of CA Penal Code 368 Elder Abuse statute that makes inflictions of emotional and psychological abuse a crime with various penalities. These violations include name calling, racist and sexist slurs, and physical injuries from the construction/renovation at my living space for over 90 days- without relocation to a safer space.
Thank you for your attention to this critical matter, and term health and sustainability of our beloved city.
Sincerely,
trust that you will make decisions that prioritize the long- Phyllis M. Chestang, MBA, PhD (candidate)

Greetings Councilmembers,
I'm Una Lee Jost, Pasadena resident District 4, PUSD parent, and member of the PTA, the nation's largest volunteer-led child advocacy association working to drive improvements in the education, health and well-being of all children and families.
As you may recall, in October 2022, 300 local residents, including high school students, rallied at the steps of City Hall calling for our City to transition to 100% Carbon Free Electricity by 2030.
I'm pleased the Pasadena City Council adopted Resolution 9977 in January this year declaring a Climate Emergency and committing to achieve 100% Carbon Free Electricity by 2030, along with support of the PUSD Board of Education and PCC Board of Trustees.
However, just like what one of my law professors used to say back when I was in law school, the Constitution is only a piece of paper if no one enforces it. The same with the Council's Resolution 9977.
As you may recall, Resolution 9977 includes the following Resolve clause:
"NOW, THEREFORE, BE ST RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASADENA AS FOLLOWS:
Section 1. The City Council hereby declares that climate change is an emergency that threatens the health and welfare of our city, region, state, nation, and the environment.
Section 2. The City commits to environmental stewardship and continued leadership in sustainability.
Section 3. The City Council hereby sets a policy goal to source 100% of Pasadena's electricity from carbon free sources by the end of 2030.
Section 4. The City Council hereby directs the City Manager to utilize the 2023 IRP process to plan multiple approaches to transition to the goal described in Section 3 and to optimize affordability, rate equity, stability, and reliability of electricity while achieving this goal.
Section 5. The City Council hereby directs the City Clerk to send a certified copy of this resolution to the Pasadena Water and Power General Manager."
In furtherance of Resolution 9977, it is VITAL the Council adopt a plan through the IRP process that actually gets us to our goal of 100% Carbon Free Electricity by 2030 - one that clearly states that Pasadena plans to achieve the goal stated in Resolution 9977 of carbon-free electricity by 2030, along w/ a timeline and milestones.
Electric power production is responsible for more than 25% of greenhouse gas emissions in the US and our City of Pasadena owns our own utility company, so we have the power and responsibility to do so.
By doing so, the MSC Committee would also be in alignment with the State PTA's stated goals:
In 2015, the PTA passed a "Climate Change is a Children's Issue" resolution explaining that our children are most vulnerable to the hazards of climate change.12/11/2023 Item 26
1 In 2020, the PTA reaffirmed its commitment passing a "Net Zero Emission Schools" resolution declaring that "children are among the populations most affected by climate change: a child born today will experience climate-related health impacts from infancy to old age - experiencing significantly increased health risks due to extreme weather events, climate- sensitive inFectious diseases, air pollution-related illness, and heat-related illnesses. The PTA thus called for our leaders to "plan for and implement greenhouse gas emission reductions at the rate required to safeguard the futures of our children and generations to come."
Climate scientists are in consensus that we have a limited time window (2030 less than carbon emissions to 40-60% below 2010 levels in order to avert climate catastrophe. decade away) to reduce
And that if the current trend of fossil fuel use continues beyond 2030, Pasadena's children will not only experience significantly increased risk of air pollution, but also water insecurity, food insecurity, infectious diseases, extreme heat, habitat loss, drought, and poverty WITHIN THEIR LIFETIMES.
In light of the danger to our families and communities, I'm most appreciative of Councilmember Madison's words on the City of Pasadena's website. In his words:
I "Pasadena is now committed to achieving 100% carbon free electricity by 2030. As far as I'm concerned, this is a unanimous mandate from the City Council, not a lofty, aspirational policy goal. "If challenges such as the affordability of the new energy sources arise, we must find solutions and stay true to our commitment to go carbon free. If we need to subsidize low-income families, I'm all for that. If we need to look at different approaches to our rate structure, I'm all for that, too.But we cannot abandon this commitment just because it turns out to be more costly. We have to do this. [ "Climate change is truly an existential threat. We're Pasadena. If we can't do this, nobody can. We're the home of Caltech, JPL, the Carnegie Observatory, and the best minds in the country. We don't want to go along to get along. We want to be a leader. We want to far exceed the state's bare minimum requirements."
"Pasadena has been a leader in this space for a long time by adopting the UN Urban Environmental Accords in 2006, a Green Cities declaration, and an environmental charter. Those are important historical documents that demonstrate this Council's and the City's leadership on climate change action."
Councilmembers:
In light of the above, as our leaders, I urge you to follow through on the Council's Resolution 9977 and the Council's policy goal to source 100% of Pasadena's electricity from carbon free sources by the end of 2030.
In furtherance of such goal of 100% carbon free electricity by 2030, I urge you to:
1) State clearly that Pasadena's plan is 100% carbon free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan,
2) Require IRP updates every 2 years from now until 2030,and 3) Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon free by 2030, and an IRP Implementation Plan that details a timeline and milestones to tactically implement the optimized carbon free scenario.
This is our time to rise to the occasion and use all the tools and resources at our disposal to help ensure a planet and future that Pasadena's children, and all children and youth deserve.
Because WE ARE IN A CLIMATE EMERGENCY. Thank you.
In hope,

BACKGROUND SUMMARY
According to thousands ofpeer-reviewed studies, the Earth's temperature is warming and the dominant reason is due to human activities. In California, climate change will cause more frequent and intense forest fires, more air pollution and deadly heat waves, a significant reduction in the snowpack and state water supplies, sea level rise and erosion along California's long coastline.
Today's children are already being impacted by climate change. Because of their physical, physiological, and cognitive vulnerability, children are more susceptible to adverse health effects from environmental hazards. As impacts of climate change worsen in the coming years, anticipated direct health consequences of climate change will include injury and death from extreme weather events and natural disasters, increases in climate-sensitive infectious diseases, increases in air pollution-related illness, and more heat-related, potentially fatal, illness. By rallying to protect and prepare our children today, we help the nation, the planet and future generations.

NET ZERO EMISSION SCHOOLS
Adopted by the Statewide Annual Meeting Delegates June 2020
WHEREAS,
WHEREAS,
WHEREAS,
WHEREAS,
RESOLVED,
RESOLVED,
RESOLVED,
Children are among the populations most affected by climate change: a child born today will experience climate-related health impacts from infancy and adolescence to adulthood and old age—including increased food insecurity and malnutrition, heightened transmission rates of infectious diseases, economic losses from extreme weather events, temperature rise and heatwaves, and negative health effects from heat, air pollution and wildfire smoke—and these impacts are already present and worsening; and
The Intergovernmental Panel on Climate Change estimates that human activities have already caused approximately 1.0°C of global warming above pre-industrial levels, and furthermore that global warming is likely to reach
1.5°C by as early as 2030 if it continues to increase at the current rate; and Rapid reductions in greenhouse gas emissions across all sectors of our society—particularly C02 emission reductions to 40-60% below 2010 levels by 2030, and net zero by 2050-are necessary in order to limit global warming to within 1.5°C and thereby significantly reduce the risks and impacts of climate change; and
School activities such as transporting students, heating buildings and water, and employee commuting contribute to climate change because they create greenhouse gas emissions; however, schools vary widely in terms of the resources, including funding, staffing and expertise that they have available to achieve net zero emissions; now, therefore, be it
That California State PTA and its units, councils and districts support legislation, regulations and/or other measures that would educate communities about the hazards to children and direct schools to inventory their current greenhouse gas emissions, then plan for and implement greenhouse gas emission reductions at the rate required (or faster) to limit global warming to within 1.5°C of average pre-industrial temperatures; and be it further That California State PTA and its units, councils and districts support legislation, regulations and/or other measures to identify resources needed to address financial and other constraints that may hinder the planning and implementation of greenhouse gas emission reductions at schools throughout the state; and be it further
That California State PTA and its units, councils, and districts urge legislators and other decision-makers to invest in greenhouse gas emission reductions by schools; however, these investments should NOT be offset by, or at the expense of, reductions in state or local in K-12 education, higher education, nutrition, health care, or other programs that improve the lives and prospects of children and youth; and be it further
California State PTA, 2327 L Street, Sacramento, CA 95816 • 916.440.1985 Net Zero Emission Schools - continued
RESOLVED,That California State PTA, its units, councils and districts, urge schools to ensure that greenhouse gas emission reduction measures undertaken at school sites serve to reduce the emissions of their broader communities where possible (for example, by making electric vehicle charging infrastructure installed in publicly accessible areas of school sites available for public use outside of school hours).
###
BACKGROUND SUMMARY
Our children are most vulnerable to the hazards of climate change. In 2015, California State PTA adopted a resolution entitled "Climate Change is a Children's Issue," that urged "school districts to support programs and strategies to make schools more climate-safe and energy efficient models."
Research published over the ensuing 5 years shows how urgently we must act. Most notable is the 2018 report of the Intergovernmental Panel on Climate Change, which projects with high confidence that the risks and impacts of climate change can be significantly reduced if, by 2030, global net C02 emissions from human activities decline by about 45% from 2010 levels, and then reach net zero by around 2050. Achieving emission reductions at this scale and speed requires participation from all sectors of our society. As institutions focused on improving the well-being of children, schools have a particular opportunity to participate in and even lead these efforts.
This resolution seeks to engage PTA members, and their communities, in a concerted effort to advocate for and encourage school efforts to reduce their greenhouse gas emissions at the rate required to safeguard the futures of our children and generations to come. California has existing laws, resources and guidance in place to help schools do this, and potential funding is also available. Program examples include the US Department of Education's Green Ribbon Schools program and the California Air Resource Board's "Cool California" website. Both facilitate local schools' ability to inventory their greenhouse gas emissions and then develop emission reduction plans that align with local circumstances and possibilities. Programs like these are a great starting point, but we must make faster and more widespread progress.
In practice, greenhouse gas emission reductions at schools are likely to come from two main areas. First, California's largest single category of greenhouse gas emissions is fossil fuel combustion to power on-road transportation (cars, buses and trucks). Schools contribute to such emissions both through transporting students (over 250 million school bus miles are traveled annually statewide) and through employee commuting by over 500,000 teachers and other employees. The second area is emissions from the buildings at over 10,000 schools statewide (typically through natural gas combustion for water heating and space heating). Many climate change mitigations involving buildings and transportation are viable today, and in many cases are more cost-effective than 'business as usual.'
California State PTA, 2327 L Street, Sacramento, CA 95816 • 916.440.1985 Net Zero Emission Schools - continued
Finally, any realistic effort to address greenhouse gas emissions at schools throughout California must also provide the support needed to address the resource constraints - including funding, staffing, information and expertise - that many schools need to address in order to successfully plan and implement greenhouse gas emission reductions. Some schools have already made notable progress, and highlighting their successes and 'lessons learned' can help others who are at earlier stages in their journey to achieving net zero emissions.

Pasadena is now committed to achieving 100% carbon free electricity by 2030. As far as I'm concerned, this is a unanimous mandate from the City Council, not a lofty, aspirational policy goal. If challenges such as the affordability of the new energy sources arise, we must find solutions and stay true to our commitment to go carbon free. If we need to subsidize Low-income families, I'm all for that. If we need to look at different approaches to our rate structure, I'm all for that, too.But we cannot abandon this commitment just because it turns out to be more costly. We have to do this.
Climate change is truly an existential threat. We're Pasadena. If we can't do this, nobody can, We're the home of Caltech, JPL, the Carnegie Observatory, and the best minds in the country, We don't want to go along to get along. We want to be a leader.
We want to far exceed the state's bare minimum requirements.
Last night, I also successfully added an amendment to include an additional Whereas in the resolution that acknowledges the support of the City's Environmental Advisory Commission, the PUSD Board of Education, and the PCC Board of Trustees for carbon free energy sources by 2030, as well as that Pasadena has been a Leader in this space for a long time by adopting the UN Urban Environmental Accords in 2006, a Green Cities declaration, and an environmental charter. Those are important historical documents that demonstrate this Council's and the City's leadership on climate change action.

Dear Council Members,
I am a resident of Pasadena District 1.1 support 100% carbon free electricity and urge you to:
1) State clearly that Pasadena's plan is 100% carbon free electricity by 2030 throughout the IRP, RPS Procurement Plan, and RPS Enforcement Plan
2) Require IRP updates every 2 years from now until 2030 3) Require a 2024 IRP Update due in June 2024 that utilizes the building block scenarios to model how to optimally get to carbon free by 2030 and details a timeline and milestones to tactically implement the optimized carbon free scenario.
The MSC's recommendation to adopt an IRP that only gets us to 55% carbon free electricity by 2028 is unacceptable. I urge you to only support a plan that achieves 100% carbon free electricity by 2030. Thank you.
Sincerely,
Co I in Bogart

Re: City Council Public Comment - Agenda Item 26 - Support for 100% Carbon Free Electricity
Ms Sharp
Merry Christmas and happy holidays to you. I am grateful for your email. I understand the urgency of reaching a carbon- free future for PASADENA and our community by 2030.1 believe that even with the presented IRP, we will be able to accomplish this plan. The IRP is simply a compliance document that has to be based on tangible factors. Currently, there is no feasible path to produce the amount of energy the city consumes. Although the technologies exist, they are not yet to scale. However, I believe these technologies will be able to get us there. Therefore, I have requested a few things from the power department. Firstly, a dashboard to measure success that will hold Water And Power accountable and be visible to all stakeholders. Secondly, to open our IRP every two years instead of every five. Lastly, to build a strategic plan to guide us towards a carbon-free future by 2030. Since it is a compliance document, we must have a tangible plan. Otherwise, our plan will be rejected by the state, resulting in serious violations that would harm all of our residents and rate payers.
Blessings,
Tyron Hampton
