City Council Members,
My name is Simon Anuszczyk, I am a resident of Pasadena District 7. The Optimized Plan's Scope of Work is unacceptable. It does not set out to achieve the optimized plan the City asked for - to utilize the lessons learned from the 2023 IRP and develop and model scenarios to optimally achieve the 2030 carbon free goal. I urge the MSC to send PWP back to revise the scope of work to achieve the City Council's original direction, to refer to PASADENA 100's letter sent on February 20th in the development of the scope of work, and to include the public in the future development of the Optimized Plan.

Pasadena City Council passed Resolution 9977 on January 30, 2023, declaring a climate emergency and setting a goal to source 100% of Pasadena's electricity from carbon free sources by the end of 2030.

The 2023 Integrated Resource Plan IRP) required by the California Energy Commission (CEC) presented an opportunity for Pasadena Water and Power (PWP) to develop a plan that would achieve the mandated carbon-free goal. However, the 2023 IRP which PWP submitted was an inadequate and highly flawed document. With a filing deadline approaching. City Council approved the 2023 IRP for submittal, and issued guidance that the City Manager's Office assist with oversight of the development of an optimized strategic plan utilizing a third-part consultant with expertise in green energy. The council's direction was specific: 1)PREPARE AN OPTIMIZED PLAN TO ACHIEVE ZERO CARBON GOALS BY 2030;2) HIRE A 3RD PARTY OUTSIDE CONSULTANT THAT IS A GREEN ENERGY EXPERT TO ASSIST STAFF IN PREPARATION OF THE OPTIMIZED PLAN.

The contract and scope of work currently proposed by PWP has changed from an OPTIMIZED PLAN TO ACHIEVE ZERO CARBON GOALS BY 2030 to a $180,000 INTEGRATED STRATEGIC PLAN (ISP), a public relations document describing the city's existing environmental goals.

Under a contract in the amount of $70,512, E3 reviewed PWP's much criticized 2023 IRP and submitted a report in the form of a slide presentation for City Council which included the following comments:
"By focusing only on bookend scenarios, i.e. a 'Reference' case and cases that entirely eliminate carbon emissions, the analysis misses an opportunity to explore tradeoffs between cost, environmental objectives, and reliability impacts that could be useful to decisionmakers." "At the time of E3's original review, the IRP analysis and synthesis did not result in a specific action plan."
1 Consideration of more than one generic wind and solar resource option/location for onshore wind and solar and offshore wind may provide PWP with more diversified resource profiles contributing to a more resilient clean energy portfolio."
"Scenario and sensitivity analysis was not conducted on commodity price forecasts. Given deep uncertainty in future market prices, it is standard practice to explore sensitivities on these commodity prices or potential constraints on market purchases and sales." //
Task 1 for the proposed scope of work is to review Pasadena planning documents that may include:
• PWP's upcoming cost of service study. THE COST OF SERVICE STUDY SHOULD BE BASED ON THE OPTIMIZED PLAN MANDATED BY CITY COUNCIL! THE SCENARIOS IN THE 2023 IRP ARE INADEQUATE FOR THIS PURPOSE.

PWP's Waypoints established in the IRP. THE 'WAYPOINTS' IDENTIFIED IN THE 2023 IRP ARE VIRTUALLY MEANINGLESS, ACHIEVING ONLY 55% CARBON-FREE ENERGY BY 2028 WITH NO PLAN TO ACHIEVE THE REMAINING 45% BY THE END OF 2030.

DERs [Distributed Energy Resource] and community solar planning. SCENARIO 2 of the 2023 IRP ASSUMED NO INCREASE IN ROOFTOP SOLAR (DER). SCENARIO 3 ASSUMED A DOUBLING OF ROOFTOP

SOLAR (DER) PAID FOR BY PWP (NOT PLAUSIBLE) RATHER THAN BY INDIVIDUAL PROPERTY OWNERS. THERE WAS NO EXPLANATIN OF HOW TO MEET THIS GOAL. ALTHOUGH PWP SUBMITTED AN INTENT TO APPLY FOR "GREENHOUSE GAS REDUCTION FUNDS" AVAILABLE THROUGH THE FEDERAL

INFLATION REDUCTION ACT, AN APPLICATION WAS NEVER SUBMITTED EVEN THOUGH PORTIONS OF COUNCIL DISTRICTS 1, 3 AND 5 WERE ELIGIBLE. SIMILARLY, PWP'S EXPRESSED INTEREST IN "SOLAR FOR ALL" FUNDS, DID NOT RESULT IN SUBMITTAL OF A FUNDING APPLICATION.

City Council declined to require a revised 2023 IRP and instead, directed PWP to hire a 3rd party consultant to prepare an optimized plan to achieve zero carbon goals by 2030. As an example of "mission creep", the currently proposed scope of work includes "guidance and analysis to assist PWP in the 2024 Cost of Service and Rate Design Study". Although the tasks and scope of work outlined in the RFP for PWP's Cost of Service study include many of the same subjects that were addressed in the 2023 IRP and would be elaborated in the Optimized Plan, it was not Council's intention to subsidize the Cost of Service study which has its own budget, through the Optimized Plan contract.

The proposed contract and scope of work does not set out to achieve the Optimized Plan mandated by Council - to utilize lessons learned from the 2023 IRP and develop and model scenarios to optimally achieve the 2030 carbon free goal.

PLEASE VOTE NO for approval of the currently proposed E3 contract. MSC must direct PWP to achieve City Council's original direction by proposing a scope of work and budget to develop an Optimized Plan.

Sincerely,
Genette Foster
Council District 2
