SUB
JECT: COVID-19 Reimbursement Financial Update
T
his update provides details regarding the City of Pasadena’s submittal for the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (CalOES) reimbursement related to expenditures incurred in response to the COVID-19 pandemic.
T
he City incurred expenditures in excess of $12.35 million that were submitted to CalOES and FEMA for reimbursement consideration. As presented to the City Council on many occasions during the pandemic response, some activities that the City undertook were the right thing to do for the community, regardless of reimbursement eligibility.
City staff would seek reimbursement for all expenses that did not have another funding source.
T
he City submitted 18 projects for reimbursement and received a final determination on five, as noted in the table below. For the one project that was rejected, the Pasadena Unified School District (PUSD) Meal Distribution, it was determined by CalOES and FEMA that supplementing the school district’s meal program on weekends and days in which the district’s distribution did not operate, and providing food to anyone who requested a meal was not related to an eligible Emergency Protective Measure (e.g., Individuals who test positive for COVID-19 or have been exposed to COVID-19, but do not require hospitalization; or individuals at high-risk, such as people over 65 or with certain underlying health conditions; or other populations that may need food assistance based on direction or guidance of the appropriate public health official). For reference, this is the program that the Pasadena Center Operating Company and the Rose Bowl Operating Company mobilized and provided bag lunches at PUSD sites.
T
hus far, the City has received approval for four projects. These projects include the three phases of the Great Plates Program and the establishment of the Alternative Care Site at the Pasadena Convention Center. These four projects total $5.46 million in reimbursements.
