Dear Council Members,
Please consider the following in relation to the Citywide Strategic Parking Plan. Bicycle parking is important to enable people to circulate in Pasadena without a car, per the PasDOT mission statement. City staff have done a good job implementing short term bike parking racks in the public right of way and the bike parking guidelines listed on the City website are well informed.
I ask that we set up longer term, secure indoor parking options as well as more short term bike racks as the City's bike network grows. As Active Transportation Director at Day One, we've been supporting the GoSGV bike share program and one part of that project included a survey of potential e-bike owners. I want to share with you that one of the main concerns of potential e-bike owners is being able to find secure places to park an e-bike, which are typically more expensive than many "regular" or "acoustic" bikes. I'd like to suggest the following steps, which I've also shared with DOT staff and the Transportation Advisory Commission.
1. Consider secure, indoor bike parking facilities such as Oonee Pod which could be placed in business districts like Old Pasadena, the Playhouse Village, and South Lake as well as other popular destinations in Pasadena.
2. Encourage local businesses with inadequate bike racks (such as wheelbenders), which are not compatible with many current e-bike wheels, to replace their racks using the City's bike rack guidelines.
3. Encourage/support PUSD in implementing Rood Quality bike racks for students, also per the City's bike rack guidelines.
4. Support the implementation of new bike lockers at Metro stations in Pasadena. Metro has recently begun installing secure, day-use bike lockers to replace the old, inefficient key activated lockers, but implementation is incremental and Pasadena is not included in their first phase. One Pasadena station is included in their second phase.
Thank you for your time and consideration.
Sincerely,
Colin Bogart
District 1 Resident
