We received the Letter regarding the potential increase of the Pasadena sewer use fee rate adjustment and new rate structure being proposed for Fiscal Years 2025 to 2029.
We have reviewed the proposed increase and we are protesting this rate increase.
The rate increase is more than being doubled the first year (for example from $4.55 currently to $11.37) which is an astronomical 1 50% increase plus another approximately 16% per year for the remaining 4 years. This is not an acceptable plan for a rate increase to your residential customers. We understand the need for increases based on rising costs, but please go back and come up with a new rate structure that does not hit the customers with such dramatic increase. Perhaps something in line with an increase of 10% per year for the next 5 years but your increase will need to be re-evaluated and re- proposed.
We know we are not the only ones that feel this way as many of our neighbors are in an uproar over this particular increase.

Hello,
I understand that costs go up, but the rate increase request for this issue is egregious.
Please, stop spending reserves and deferring capital improvements! This has just led you to the point where you are having to ask people to accept a 300% increase to their bills. It's not the way to do things under any circumstances.
I absolutely object to this rate fee increase in its current form. The City should present a more equal rise in fees over the 5 year time period as well as vow that there will be no further funding requests during that time.

The City should have the necessary funds in their general fund to pay for any and all infrastructure repairs/upgrades and such repairs should be done on an ongoing basis so as to prevent higher costs when such repairs/upgrades are required by an emergency situation.
I have noticed that the City (Transportation Dept especially) spends a lot of money on unnecessary street signage, road lane changes (causing havoc with emergency and large delivery vehicles), adding separated bike lanes for a small minority of likely users, etc.
The City needs to get back to providing the necessary infrastructure, utilities, amenities, for its legal, law- abiding residents.
As a longtime Pasadena resident/property owner, I feel this would just be yet one more reason to possibly move out of the area.

I am writing in response to the proposed increases in trash and sewer services. I am witling to support rate increases but not as presented.
First of all, it is my understanding that some households received a flyer in the mail regarding the increase and others didn't.
As I recall, there was an incentive for us to reduce waste into the landfills to go to a smaller cart and at a reduced fee to encourage recycling. Now those customers, myself included, are the ones that will be hit the hardest.
Second, I can understand an increase in operating expenses and fees but being aware of and experiencing this, why has there not been a rate increase in the past twelve years? A gradual increase would be justifiable and understandable.
Lastly, how much of this increase is due to the hiring of MSW as consultants? Don't we have staff who could have undertaken this project and avoided that expenditure? This needs to be reevaluated. I can support an increase but not this one as I feel is poor planning on the part of Public Works and City Hall.

The initial increase, effective July 1. 2024, is 1 50% despite the fact that assumed current sewer usage is 13 hcf /month followed by an assumed reduction to 8 hcf/month for FY2025-2029. Rate adjustments also include an immediate volumetric rate increase from $0.35/hcf to $0.65/hcf and continue to increase annually. The immediate increase of 150% for the total bill as welt as the overall 5-year increase of 226% is unreasonable.

The fixed fee is regressive, and most harmful to lower income and small households. The imbalance between the volumetric portion of the bill and the proposed fixed fee obscures any savings from reduced water usage, thus posing a disincentive to reduced water use.

Why are the proposed fixed fees for residential and commercial customers identical? How can Public Works assume that it is equitable to charge the same fixed fee for low income and small households as for commercial users, regardless of size? Identical fixed fees for residential and commercial customers is an unconscionable instance of REGRESSIVE PRICING POLICY.

We are writing to ask you to PLEASE DO NOT INCREASE THE RATE FOR SEWER USE. 1) We want to be certain ALL Pasadena Residents have enough time to become aware. We only received one letter. If the RATE CHANGE CAN BE adopted if less than a majority of property owners file a protest, there needs to be more time to get the word out. Multiple notifications, especially in our City Of Pasadena Water & Power Bills. 2) We DO NOT support the RATES INCREASE as proposed by the letter.
Example-Residential Average $4.55 jump to & $11.37 in 2025 is unacceptable. $6.82 difference, wow! The majority of us do not get"Cost of Living" increase that could cover these increases. The percentages of increase is TOO hllGH. 4) We understand that our City of Pasadena Public Works are the BEST in California! We also understand that there isa need to raise rates to cover costs of operating our Water/Sewer BUT these increases are TOO much for we City residents. We would support half this amount of the proposed increase.

Please be advised that I strongly oppose any rate increases at this time. I am a senior citizen on a fixed income. Auto, home and health insurance has increased to the point that it has the potential for our household to struggle to make ends meet. With food prices, gas prices and EVERYTHING else rising, a fixed income is heavilytaxed. Please consideryour senior citizens before implementing any rate hikes.

"Before imposing five years of steeply rising rates, the Council should ensure not only that a consultant has studied the rising costs of providing services - but has also critically examined whether those costs can be minimized through efficiencies or alternative service delivery approaches.
Moreover, the Council should understand not only the impact on "average" households, but also the disparate impacts on those with limited incomes or subject to higher than average rates or rate increases. That takes time and effort. But given the stakes, the time and effort would be well spent."

As Rick Cole said in his Guest Opinion article in Pasadena Now, the proposed rate increases seem like they are being rushed through without proper study, or attention being given to them. In addition to these utility rate hikes, during the next several weeks, the City will also consider adding a $200 million bond for seismic retrofit of the Library to the November ballot. The School District has already greenlighted a proposal for a $900 million bond as well as a separate parcel tax for operations on the same ballot. All these increases on top of each other will make it almost, if not totally impossible to get by for many people, myself included! The purpose of public services is ultimately to serve the public. We need sewer, water, trash and electric services - and libraries and schools. But if they aren't affordable, what happens then? It's not a question that public servants can afford 1 4/8/2024

The Pasadena City Council will hold a public hearing on April 8,2024, at 5:30 PM,1nTtFie City Council Chamji&f^f^ 100 N. Garfield Avenue, Room S249, Pasadena, CA 91101, to receive public comment regarding the adopfon of Sewer Use Fee rate adjustments and New Rate Structure as described below to become effective July 1,2024.
You are receiving this notice in accordance with Article XIII D, Section 6 of the California Constitution ("Proposition 218") because you are a customer or property owner of record of one or more sewer connections located within the City's service area. Proposition 218 law requires City water/wastewater service providers to notify customers so that they can participate in a public hearing regarding adjustments to water/sewer rates and charges. If more than 50% of the City's customers oppose the proposed rate adjustment(s), the City may not increase rates at this time. The Sewer Use Fee is charged to users of the sewer system to pay for the cost of operating the system, ongoing maintenance, and needed capital improvements. The current fee is based on consumers' water use. Over the last ten years, with long-term statewide drought conditions and water conservation efforts, the amount collected has not kept up with the cost of maintaining Pasadena's aging sewer infrastructure. The proposed fee increase will maintain sewer services and the financial stability of the Sewer Conveyance System. The new rate structure has a fixed rate for both residential and commercial customers plus a volumetric rate based on water consumption.
The following table shows the current rate and proposes monthly rates for the next five fiscal years. The bottom of the table shows the average single family residence bill over the next five fiscal years.
